1 City of Fernie Invasive Plant Survey 2017 Report Summary Prepared for: Lloyd Smith Prepared by: Tracy Kaisner West Fork Resource Management August 8, 2017

2 West Fork Resource Management (WFRM) conducted a survey of all invasive plants on City of Fernie land during July/August The scope of this project included all City owned lands. The City of Fernie provided a digital background layer of all City lands, see Figure 1 below. Outlying areas also included were the City of Fernie sewage lagoon ponds as shown in Figure 2, and City of Fernie gravel pit south of Elko, as shown in Figure 3. Figure 1. 4 WFRM conducted the survey using 2 crew members and data collection using the GIS Pro application on an IPad. There was a total of seven days spent surveying all areas, July 18, 19, 20, 21, 27, 28 and Aug 1. This period was chosen as the most effective survey time, as much of invasive plant species were either in bloom, have recently bloomed with seed heads visible, or will have almost bloomed. All data was collected consistently and in accordance with the BC Ministry of Forests & Range Invasive Alien Plant Program Reference Guide Part 1, Module 1.5. The information collected for each site includes a location description, UTMs, species found, the distribution and densities of species, the proposed activity (mechanical or chemical), treatment priority rating, recommended treatment method (hand pull, backpack, wand, boom, etc.), estimated treatment time, and any specific comments. This comprehensive site information has been provided in a spreadsheet in Table 1. The purpose of this project was to collect baseline inventory data to support future management planning for invasive plants on City of Fernie Lands. Successful management of invasive plants involves a long-term commitment, and development and implementation of an effective strategic plan. Invasive plants, or noxious weeds are considered a significant threat to biodiversity, once they are established, they can trigger devastating economic, environmental and social impacts on our ecosystems. They are defined typically as non-native plants that have been introduced to British Columbia without the insect predators and plant pathogens that help keep them in check in their native habitats. Noxious weeds are legislated under the B.C. Weed Control Act and possess some or all of the following characteristics which allow them to be invasive and difficult to control: Aggressive, prolific seed producers Produce seeds which can lie dormant for decades Have extensive root systems, thorns or burrs for protection Produce chemicals which inhibit growth of surrounding vegetation Seed dispersal can take place in many ways, including wind, water and animals, but human activity tends to be the predominant cause. The following activities, which are all commonly seen within the City of Fernie, can promote the spread of invasive plant seeds, and consequently new infestations: New development and construction Landscape and infrastructure maintenance Recreational activities Industrial activities All sites were prioritized into High, Medium or Low priority for treatment, based upon the species, size and location of the infestation. WFRM prioritized species in accordance with the 2017 Invasive Plant Priority List developed by the East Kootenay Invasive Species Council (EKISC) and the Invasive Species Council of BC (ISCBC) for the Elk Valley region, as shown in Figure 5. There was a total of 191 sites identified in this survey, as shown on the map in Figure 4, 114 of those sites were identified to be High priority for treatment, as they contain a species listed for eradication or annual control. It is recommended that a treatment plan include all High priority sites, and aim to conduct treatment on the Medium and Low priority sites after all High priority sites have been treated. The species found include Spotted Knapweed, Blueweed, Common Tansy, Orange Hawkweed, Flat Peavine, Burdock, Yellow Toadflax, Canada Thistle, Caraway, Wormwood, St. Johns Wort, Sulfur Cinquefoil, Scentless Chamomile, and Hounds Tongue and Mountain Bluet. 5 Maiden Lake is not currently owned by the City but was requested by the City to be surveyed. There is an extensive Spotted Knapweed (SK) infestation on the south west side of the lake and adjacent pond. Most of the SK is within 10m of the high-water mark, which by BC legislation, is a pesticide free zone and cannot be sprayed with any herbicide other than spot spraying with glyphosate (i.e. Round-up). Due to the high density of SK in this area, WFRM believes spot spraying with glyphosate is not the most favorable method of control. In this case, the only other viable option is mechanical removal. Hand pulling is recommended to remove all plant material will reduce the amount of seeds being deposited as well as provide the grass a chance to re-establish, especially if grass seeding is performed afterwards. This site would be ideal for a community weed pull event, as it holds high recreational value within the community. WFRM has provided a separate estimate if the hand pull work was contracted. The City of Fernie has a gravel pit approximately 35km southwest of Fernie, near Elko, BC. This gravel pit is 1.25ha in size and contains a dense Spotted Knapweed infestation with patches of other high priority weeds such as Blueweed, St. John s Wort, Wormwood and Yellow Hawkweed. It is believed that this gravel pit is not currently active. This is a very high priority site for control, as any gravel material removed from this location will contain various weed seeds and therefore be spread to new locations and establish new infestations. This site will require at least 1-2 treatments per season to maintain control, and has been identified separately for cost measures. If there is ever any material removed from this site, the depositing location should be noted and checked annually for invasive plants. West Fernie was also surveyed and cost measures for control have been identified separately. Cost Analysis A cost analysis was completed to provide an estimate for controlling invasive plants on City lands. The following is a breakdown of cost measures WFRM Invasive plant treatment cost per day (including all equipment, labour & travel) = $1600 Total treatment cost for all sites (excluding Maiden Lake, West Fernie & gravel pit) = 25 days x $ herbicide $5000 = $45,000 Total treatment cost for High Priority sites only (excluding Maiden Lake, West Ferne & gravel pit) Maiden Lake = 16 days x $ herbicide $3800 = $25,980 Total treatment days for Maiden Lake = 4 days x $960 = $3840 City of Fernie gravel pit south of Elko Total treatment days (including herbicide and 2 treatments per season - 1 spring treatment & 1 fall treatment) = 2 days x $1700 = $3400 West Fernie Total days for West Fernie = 2 days x $1600 = $3200 Page 5 of 19
