Aviation Seminar UK met office - WMO BMKG, Jakarta September Review of Local Procedures / Standing Instruction a. National procedures on SIGMET coordination between states is not developed yet, however the existing national procedures has included coordination between MWOs b. BMKG reviewed organizational structure in both MWOs (Jakarta and Ujung Pandang)

3 3. Installation of Technical or Other Resources a. MWO s use both of JMA and HKO SIGMET system support website on SIGMET Coordination b. JMA s Support Website : 1) Advantages : i. Start TS assessment when polygon appears at this JMA TS Information support website (pseudo SIGMETTS relating phenomena advisory)

4 ii. iii. Light and steady page load Interactive option button controls can reduce error on SIGMET producing

5 iv. The coordinate of DRAWLINE are converted automatically in the suitable form to the location text of the SIGMET message In a sector of the FIR boundary. 2) Recommendations : i. SIGMET for volcanic ash ii. Improve duration of SIGMET issuance

7 iv. Superimpose existing map with real time satellite imagery v. Auto convert irregular polygon (more than 7 points) to 7-point polygon in the border areas of FIR

All in one SIGMET production tools that allows us to produce, forecast, monitor, coordination and verification at the same user interface. ii. iii. Provide forecast for turbulence area Rich features (Lightning indicator)

Add interactive option button on SIGMET production tools, so it can help us to reduce the coding error ii. iii. iv. Automatically satellite update is necessary (add auto reload button) Increase the duration of satellite image playback up to more than 1 hour Increase the duration of SIGMET archive/timeline up to more than 1 day on SIGMET monitoring

11 Local Activities During Operational Phase 1. On going Staff Awareness and Training Regular Training Program for MWOs Forecaster 2. Update of Local Procedures/standing instructions a. Plan for updating local procedures has been discussed b. Plan for updating working system in MWOs (MWOs Forecaster for SIGMET will be specialized) 3. Completion of Logbook Already appropriated

12 Local Activities During Operational Phase Resolution of Technical Difficulties a. Increasing bandwidth of internet connection at MWOs. b. Special Supervisor for monitoring and issuance of SIGMET. c. The accuracy of SIGMET ( quality, not only quantity ). d. Limitation of forecaster in each MWOs.

13 Positive Experience 1. SIGMET Harmonization in cross border FIR 2. Positive response from national stakeholder 3. Sharing experience with other MWOs 4. Real time SIGMET monitoring and verification 5. Increasing awareness of aviation safety 6. Increasing of forecaster s skill to produce, correct, cancel and amend because of graphical SIGMET on JMA and HKO platform

14 Area for Improvement 1. More understanding on SIGMET procedures 2. Duration of SIGMET issuance 3. Adjusting and Matching coordinates on SIGMET between neighboring MWOs 4. Late response or no response has to be classify as coordination if there were consensus criterias on the SIGMET issued between the neighboring MWOs which conjure the same geographical extent and vertical extent of the phenomena

15 Recommendations 1. WMO Provide regular Training regarding SIGMET Coordination 2. On March, 8 th 2017, during joint working group meeting, BMKG and BOM agreed to develop SIGMET coordination procedures between MWOs. Please confirm whether it could be included in this project.

16 Transition to Full (24/7) Operational SIG-Coord 1. BMKG propose January 2018 for full operational SIGMET coordination 2. WMO assist the development of MoU between NMHS for full operational SIGMET coordination 3. Coordination meeting between NMHS has to be held before full operational SIGMET coordination
