1 Friday, September 1st, 2017 American Currents Hot Topics: - Melvin Price Lock, repairs upgraded: main to repair Sunday 9/3 - Hurricane Harvey, severe impact, expect 2 weeks of delay - Lock 52, wicket dam is in process of being dropped - Draft increase: St. Louis to Gulf back to 12 6 NOTEWORTHY NEWS & INDUSTRY ISSUES For additional details on the information noted below, please contact your ACBL Salesperson or Logistics Representative at (800) Hurricane Harvey Due to the severe impact of Hurricane Harvey, movements Nola-West have stopped. Based on information developed to date, we expect that our Houston operations will be out of commission for approximately one week. This is a dynamic situation that is continually evolving: for now, expect 2 weeks of delay for barges transiting in and out of the Houston area, nearby ports, and ports west of Houston. We are monitoring the situation and have plans in place to begin operations when conditions warrant and it is safely possible. Melvin Price Lock (Upper Miss mi.201) repairs upgraded: main to repair Sunday 9/3 Inspections to the main chamber are complete. Additional cracking was found on the Missouri side of the gate leaf. Repairs are commencing immediately and will continue through the night with crews working multiple shifts. The estimated time for the lock to return to service is 0600 on Sunday, 3 Sep Every effort will be made to return the lock to service earlier. There are 35 boats waiting for the lock at this time. Brandon Road Lock (Illinois mi. 286) to close for repairs 9/6, Brandon Road Lock & Dam, RM will be closed for 12 hours, beginning at 0600 hrs. to 1800 hrs. on Wednesday, 6-September The Maintenance crew will be replacing the intake screens. Dredging at mile 194 on the Upper Mississippi The river will be closed nightly from 1700 to 0700 hrs. The closures are expected to complete at 0700 on September 3 rd. Expect ~1 day of delay in transit time LaGrange Lock (Illinois mi. 80) delay is at 5 days 19 boats waiting turn, at this time, expect about 5 days of delay (although with Mel Price closed, queue should clear over weekend), also see my notes below: Illinois River, LaGrange Lock, 70 restriction - LaGrange Lock and Dam, mi will be closed Monday through Saturday, from 0600 to 1700 hrs. beginning on Thursday, 15-June-2017 to Tuesday, 12-Sept When the dam is up, delay could accumulate to 3-4 days of delay over a span of 1-2 weeks. Lock 52 (Ohio mi. 938), wicket dam is in process of being dropped dam started dropping yesterday afternoon, there are 23 boats waiting, the dam should be down and traffic moving as soon as this evening Cannelton Lock (Ohio mi.720), 15 boats waiting turn at this time, expect about 15 hours of delay Cheatham Lock (Cumberland R. mi.148) closed due to high flows - The USACE Nashville District Office has issued a closure at Cheatham Lock, Cumberland River Mile 148.7, due to high water flows resulting from significant rainfall in the region. It is not known at this time when operations will resume. A subsequent Notice to Navigation Interests will be issued when it is safe to re-open for lockage. Rock Pinnacle Removal/Dredging Work (UMR 38-46) Work is not expected to begin until mid-september, expect about 1 day in transit delay 1. The long range forecast for the Mississippi River at Cape Girardeau indicates that river levels will be below 15-feet in late July. We will continue to monitor the forecasts and we will provide updates as we receive them. 2. USACE contractor, Massman Construction, will be working with two separate floating plants, consisting of barge mounted excavators between miles 46 and 38 UMR. 3. Massman Construction will be working from 07:00 to 19:00 hours, 7 days a week. 4. USCG will organize test tows to determine safe passage requirements during working hours. 5. Safe passage arrangements can be made by calling Massman Construction's contact vessel, MV Keith Jacobsen, on VHF channel 13, prior to transiting the area. 6. Assist tug required to take the additional width through the lock during the open times. Delay could build to 4 or more days. Repairs to the upper guide wall. 10 hour per day closure, from 07:00-17:00, 7 days/week. Lock will be open from 17:00 through 07:00 the next day each day during the closure. Lockages will be restricted to 80 during this time, as there will be a coffer box in place on the lock wall. Industry can get on queue with a 15 barge tow; assist tug required to take the additional width through the lock during the open times. Work is for installation of new miter gates, both upper and lower gates will be replaced with vertical framed miter gates. Work to be performed during the day, which will close the lock for 8-10 hours per day. Locking will take place during the remaining hours with an 80 restriction. (Can lock 15 barges tows, just need a tug to assist during lockage). Note: there will be a 15 day total closure during the work. Starved Rock and Marseilles: Total Closure, work is dewatering the lock chamber for major maintenance, along with Peoria, should in fact the closure be moved from Dresden Island and Brandon Road: Closures are for installation of new vertical framed miter gates and will be coordinated the same as the Marseilles and Starved Rock closures in FY2019. LaGrange: This closure would be for Major Rehab and is dependent upon funding. Total funding is $89 Million and we would need half in 2018 and half in 2019 split 50/50 with IWTF. Peoria: While this 60 day closure is still scheduled for maintenance, the Corps stated they have an 80% confidence that this closure will move to FY2020, to confirm with industry by the end of March this year. UPPER MISSISSIPPI Brandon Road and Dresden Island: Total closure. Work is dewatering the lock chamber for major maintenance. 30 closure periods, ranging from 4-36 hours will occur during 2017, dates TBA Lock TBA 2017 Possible closures due to guide wall deterioration Dashields /10-10/31 OHIO Starting the second week of July through the end of August the primary lock chamber will be closed Monday through Thursday 6:00 A.M. to 4:00 P.M. 3 US Inland Waterways Weather Report Rain from Tropical Depression Harvey highlights the weather again today. A cold front stretches across the Ohio/Middle Mississippi Valleys. The front will move through the remainder of the watershed today/tomorrow. Moderate to locally heavy rain is expected over the Ohio/Tennessee Valleys and light to moderate rain is predicted for the remainder of the region. This is the front that Harvey will merge with tonight/tomorrow. Another cold front will move through the watershed Sunday-Wednesday with light to moderate rain predicted during its passage. This front could be the driving force to recurve Irma east of the U.S. if it is as strong as some models indicate. 7day QPF totals (through Friday morning): 1-5 of rain is forecasted for the Ohio/Tennessee Valleys. ¾ or less of rain is predicted for the remainder of the region. Tropical Outlook: Tropical Depression Harvey is currently located near Nashville, TN. Harvey will move through the Tennessee/Ohio Valleys today dropping 1-3" of rain with locally higher amounts to 5" along its path. Harvey will merge with a front during the weekend. Irma is now a major hurricane. The official track still keeps the center of Irma east of the northeastern islands of the Caribbean at the end of the forecast on day 5. Model guidance is in excellent agreement with the forecast track. Beyond the forecast period is where a wide variety of disparity occurs in the model guidance. The vast majority of the model guidance suggests that Irma would recurve missing the islands of the northeastern Caribbean and be positioned somewhere between the U.S. East coast and Bermuda. Some Model guidance has currently backed down from developing a weak system in the Gulf of Mexico next week and NHC no longer is giving a chance of development. A low pressure area is located near the coast of Africa. NHC calls for a 50% chance of development early next week.
