The following people participated in the meeting: Tom Lorz (FPAC Co-Chair CRITFC) Brandon Chockley (FPC) Charlie Morrill (WDFW) Erin Cooper (FPC) Gabe Sheer (FPC) Jay Hesse (Nez Perce Tribe, via phone) Kyle Dittmer (CRITFC, via phone) Russ Kiefer (IDFG, via phone) AGENDA ITEMS Approval of Notes FPAC notes from January 8, 2019 were postponed until the next FPAC meeting. Approval of notes from December 18, 2018 are also postponed until USFWS and NOAA are back from furlough. Water Supply/Flood Control Brandon Chockley (FPC) provided a summary of the current reservoir operations, water supply forecasts, snowpack estimates, and ESP runoff volumes. 2 Bonneville tailrace elevations have ranged from over the last week. The minimum tailrace elevation for chum operations is Tom Lorz (CRITFC) asked FPC to review flood control operations at Dworshak, given current water supply forecast of 95%. Tom noted that the current STP has Dworshak filling over the next week. Does current STP reflect flood control or market needs? Weather Kyle Dittmer (CRITFC) provided a summary of weather conditions and water year status. See attached. Major shifts in airflow will bring more storm systems over the next week, which will increase the snowpack. Most of the expected precipitation will fall as snow at elevations 4,000. The NOAA data indicate that peak heating in the south Pacific occurred in late November early December, and is now on a cooling trend indicating an ENSO neutral winter. Chum Operations Bonneville tailwaters remain in the expected range and redds have been observed. FPAC recommends sticking with current operation. Charlie Morrill (WDFW) confirmed that they will not do any seines for fry or smolts. Adult counting contract update There was a meeting on January 7 regarding the adult counting contract, after which the COE provided a written summary of their proposal (see attached) that was distributed at FPOM. This proposal will move forward unless there are objections from the agencies. The COE has consulted with TAC, and has agreed to try to have Bonneville counts up by 7:00 AM. TAC will work with the COE on other requirements. Tom Lorz (CRITFC) asked if this is good enough for FPAC members, or should more requests be made? Other projects will be available after Bonneville, since the results from those projects can be more flexible. COE has also indicated that they will try to accommodate special requests if something comes up in-season. Sort by Code Tom Lorz (CRITFC) has approved Jason Vogel s (NPT) request for adult coho broodstock. CSS request is still waiting for approval. FPAC will likely delay approval until the federal government reopens or approval is absolutely necessary. Agencies, including the FPC, have expressed concern about getting federal permits for sampling in time for the spring migration. Brandon Chockley (FPC) pointed out that it is unclear if the COE can even operate the juvenile bypass systems with no monitoring in the case that the federal government is still closed when sampling starts (scheduled March 1 at LMN and JDA, and followed shortly after by BON and other projects). 3 Brandon Chockley will check with PTAGIS on whether Gordon Axel (NOAA) SbyC request from December 2018 was approved prior to government shutdown and update Tom on the status. Other: Bonneville Ice/Trash Sluiceway On December 30 th, the ice and trash sluiceway gate was knocked shut by logs. Attempts to fix have led to other maintenance problems that will take an unknown amount of time to resolve. Tom Lorz (CRITFC) has requested that the COE move to Powerhouse 2 priority and turn corner collector on for amount of time it would take to equal to sluiceway flow, which takes approximately 6 hours. COE and BPA are ok with this. Tom noted that he may ask for more than this if repair takes much longer. Coordination The TMT process meeting on January 16 th has been cancelled. There will still be a conference call at 9:00. There is a policy CRSO meeting tomorrow, January 16 th. There is a DCCO (cormorant) predation meeting tomorrow, January 16 th. SCT will be on Thursday, January 17 th at CRITFC. There will be a CRSO executive tribal meeting on Thursday, January 17 th. FFDRWG will be on February 7 th (Portland) and 26 th (Walla Walla). FPAC will be returning to every-other-week meetings. The next meeting will be a conference call on January 29 th at 9:00. Biomark is sponsoring a PIT-tag workshop on January 23 rd and 24 th in Portland. There is a PTSC meetings scheduled for January 25 th but may be delayed due to the federal shutdown. Outflows at Grand Coulee have ranged between 88.8 Kcfs and Kcfs over the last week. The Libby Reservoir is currently at elevation feet ( ) and has drafted 0.44 feet over the past week. Daily average outflows at Libby Dam have been 4.0 Kcfs for the last week. Hungry Horse is currently at an elevation of feet ( ) and has drafted 1.5 feet last week. Wertheimer 10 January 2019 USACE interim fish counting plan; 1 March to 30 June 2019 Summary The Corps proposes to conduct typical visual counts at Bonneville and Lower Granite dams with standard reporting of fish counts to FPC website the following morning. The remainder of the projects would be counted using recorded video with counts posted to the FPC website as available (generally, within 3 and no more than 5 working days). The U.S. Army Corps of Engineers is planning to cover counting operations through June if needed (see schedule below). The Corps will assure that every staff member is adequately trained prior to counting and that data quality retains high standards including adequate QA/QC prior to be made available. The Flex-spill operation agreement must be accommodated such that it is not modified or compromised. The Corps make every reasonable accommodation to maintain the regular and open communication process that has includes direct contact information for staff needing to interact on a swift timeline March Fish Counts will be initiated at Bonneville and Lower Granite dams 1 March using digital video. As is the standard procedures, 16 hours of video is collected per day. The counts will be made available per the performance specification in the existing contract, as early as practicabletypically by 7am the following morning. 1 April 30 June Bonneville Dam. Normal visual counts for 16 hours per day will begin 1 April and proceed until the new contractor starts new contract services, on or before 30 June. The counts will be made available per the performance specification in the existing contract, by 7am the following morning when TAC update meetings are planned (see preliminary TAC update meeting schedule below) and as early as practicable on non-tac meeting days. Night counts collected using digital video begins 15 May. Counts from nighttime video will be made available per the performance specification in the existing contract. The Dalles and John Day dams. 16 hours of counts per day via digital video. Video will be collected, archived, and counts made available when practicable. The Corps will make every effort to update count information within 3 and no more than 5 working days of collection date during contracting protest period. Counts assessing special operations and issues identified by fish & wildlife managers (e.gi.e., TAC, FPOM, FPAC, TMT, etc.) will prioritized for processing (e.gi.e., TAC, FPOM, FPAC, TMT, etc.), and made available per the performance specification in the existing contract. That is, after upon notification of a prioritized need, the counts will be made available per the performance specification in the existing contract. McNary, Ice Harbor, Lower Monumental and Little Goose dams. 16 hours of video per day. Video will be collected, archived, and counts made available when practicable. The Corps will make every effort to update count information within 3 and no more than 5 working days of collection date during contracting protest period. Night counts collected at McNary Dam using digital video begins 15 June. Commented [EV1]: If you change this to i.e., leave specified groups off the list would be tolerated. However, as it is using etc. or leaving specified groups that will used this information to make management decisions is not acceptable. My preference would be to change to for example or i.e., and include FPAC, TMT in the mix. Commented [EV2]: Neither of these sites included video counting in the recent past, how is it that you can do this without additional cost?

13 C. Peery, R. Wertheimer 10 January 2019 Lower Granite Dam. Transition from video to visual counts between 15 April and 1 May, depending on when Chinook salmon counts begin their annual increase. On average, salmon counts increase above 100 fish/day between 15 and 21 April. In 2018, this increase in counts occurred the first week of May. Once visual counting begins, each day of counts will be posted per the performance specification in the existing contract, by 7am the following morning when TAC update meetings are planned and as early as practicable on non-tac meeting daystypically by the following morning 7am. Night counts collected using digital video begins 15 June. Nighttime video will be viewed the following day and posted by the next morning. Commented [EV3]: Like to see this transition occur earlier to correspond with spring spill operations (April 3), if practicable. I recognize run timing as a good tool hear but it has been different every year and the last two in particular have been much later than normal for spring Chinook timing. This could provide some additional flexibility but I d rather see you use a lower project timing information to justify a later start time in-season (preferably Ice Harbor).
