Approval of notes from March 27, 2018 (both morning and afternoon meetings) was postponed until next week. o March 27 (morning meeting) Russ Kiefer (IDFG) noted that wording in FCRPS Emergency Action List agenda item was not entirely accurate. 2 Water Supply Status (00:03:55-00:09:10) Dave Benner (FPC) provided a summary of the current reservoir operations and water supply forecasts, snowpack estimates, and ESP runoff volumes. Written summary will be distributed to FPAC later today and is included in notes (see attached). Paul Wagner (NOAA) noted that new BLM forecast for Grand Coulee will be 1,222. Will draft 1 per day to get there. Will be below the prior April 10 th expected elevation. Likely will not get back above 1,222 until mid-may. Dworshak currently at 1, Latest Dworshak RFC forecast is 2.86 MAF (5-Day); 10- Day forecast is >3.0 MAF. 5-Day forecast (Apr-Aug) for The Dalles is MAF (115%). Weather Update and Forecast (00:09:10-00:16:15) Kyle Dittmer (CRITFC) provided a summary of weather conditions and water year status. See attached. Precipitation coming. Snow levels increasing to 5,500-6,000 through Thursday and then coming down on Friday. NOAA 30-day forecast calling for near-normal temperatures, above average precipitation for April. May-June near normal. 55% chance of ENSO Neutral Fish Passage (00:16:15-00:33:00) Brandon Chockley (FPC) summarized passage indices through April 2, 2018 (see attached). For updated indices, use the FPC website. Majority of PIT-tagged hatchery Chinook being detected at LGR are hatchery Chinook from Clearwater Hatchery (release site unknown). Not as many detections at LGS but majority still from Clearwater Hatchery. Brandon noted that GBT training is tomorrow and GBT monitoring should be starting up this week or next week, pending fish numbers are high enough. Dave Benner (FPC) summarized adult counts through April 2, 2018 (see attached). Spill Status (00:33:00 00:37:05) Spring spill began at Snake River projects at ~0001 April 3 rd. LGR, LGS, and LMN currently spilling to estimated 115%/120% spill caps, IHR spilling all flows in excess of powerhouse minimums. Dworshak Operations (00:37:05 00:40:43) STP has increase in outflows to ~25 Kcfs in order to reach 1,445 by April 15 th but do know if COE is actually planning to do this. Paul Wagner (NOAA) noted that preference would be to keep outflows where they are. Tom Lorz (CRITFC) noted that he would like to see outflows stay at ~10 Kcfs through April and intersect refill curve instead of target 1,145 elevation on April 15 th. Page 2 of 3
3 Transportation (00:40:43 00:42:33) Transportation will be discussed at TMT this week. Dave Swank (USFWS) noted that USFWS met with NOAA after TMT last week. USFWS not likely to oppose earlier start to transport or raise to RIOG but Dave has not gotten official work yet. Power Contingency Operations Table (00:42:33 00:54:40) Tom Lorz (CRITFC) circulated new list prior to FPAC meeting (see attached). CRITFC will likely be sending this list, not sure if it will be joint comment with other managers or not. Tom Lorz (CRITFC) noted that he is not comfortable changing emergency contingencies, should still have emergency declared in order for operations table to come into play. Managers still need to work on when table can be used. Does emergency need to be declared or not? FPAC should review Tom s draft. Default would be to go with previous Water Management Plan until new table is agreed upon through TMT. Paul Wagner (NOAA) suggested that list should spell out spill levels under 2008 BiOp (Tier 2). Operators will not know this without guidance. Brandon Chockley (FPC) noted that 2014 Supplemental BiOp levels should be cited, as 2008 BiOp may be interpreted literally and things have changed since then (e.g., no spill May to maximize transportation). Tom Lorz noted that could cite 2017 FOP spill levels. Tom will ask about process at tomorrow s TMT meeting. Coordination (00:54:40 01:00:45) TMT tomorrow (April 4, 2018). Next FPAC is face-to-face on Tuesday, April 10, 2018 at 1:00 PM. NWRFC Update on Thursday, April 5, 2018 (10:00 AM). CSS Annual Review is Tuesday, April 17, 2018 at the Water Resource Center in Vancouver, WA. Due to CSS Annual Review, there will be no FPAC meeting on April 17. Outflows at Grand Coulee have ranged between 82.6 Kcfs and 123 Kcfs over the last week. The end of April FC Elevation at Grand Coulee is ft. (based on March Forecast). The Libby Reservoir is currently at elevation 2,358.1 feet (4-2-18) and has drafted 1.4 feet over the past week. Daily average outflows at Libby Dam have been reduced from 11.9 to 6 Kcfs over the last week. The end of April FC at Libby is 2,358.3 ft (based on March Forecast). Hungry Horse is currently at an elevation of 3,494.2 feet (4-2-18) and has drafted 4.7 feet last week. Outflows at Hungry Horse have been Kcfs over the last week. The end of April FC at Hungry Horse is 3,485.4 ft. (based on March Forecast). Dworshak is currently at an elevation of 1,455.4 feet (4-2-18) and has drafted 1.9 feet over last week. Dworshak outflows have been 8.5 Kcfs over the last week. The April 15 th System FC at Dworshak is 1445 ft. (based on March Forecast). The Brownlee Reservoir was at an elevation of 2,036 feet on April 2, Outflows at Hells Canyon have ranged between 22.7 and 29.6 Kcfs over the last four days. The WFA staff make every attempt to keep the counts as up-to-date as possible. Note: at WFA Monday's are extremely busy, as the staff attempt to catch-up with the weekend counts. The Corp of Engineers has stopped shad counting at The Dalles, starting in 2011 on the advice of the Fish Passage Operations and Management (FPOM) committee, made up of NOAA, CRITFC, ODFW, WDFW, IDFW, BPA, and COE biologists. 1) Since the year 2006, Priest Rapids Dam and Wanapum Dam jack counts have included mini jacks. 2) Shad are not counted at Willamette Falls, The Dalles, John Day, Lower Monumental, Little Goose, Rock Island, Rocky Reach and Wells Dams 3) Steelhead counts appear higher at Lower Granite Dam because most years a group which migrated into the river system between October and December overwinters below LGR and continues its migration in early March. 4) As the Army Corp of Engineers no longer collects adult counts from the PUDs, we now get data directly from Chelan, Douglas and Grant Co. PUDs and DART. The steelhead counts include unclipped (wild) steelhead. It is not appropriate to add the steelhead counts and wild steelhead counts together. 5) Unclipped steelhead are counted separately from clipped steelhead at ODFW and Corps dams on the Willamette, Columbia, and Snake Rivers. There are two categories for steelhead 1. Unclipped Steelhead and 2. Total Steelhead (combines unclipped and clipped). There is no distinction between unclipped and clipped steelhead counts at Public Utility projects. 6) Shad are typically not counted at any of the Corps dams after August 31 each year and shad are not counted at all Corps dams. An n/a in the shad columns at Bonneville Dam and Lower Granite Dam after August 31st means that the shad are not being counted. 7) In 2014, Grant County PUD trapped and transported hundreds of Lamprey above Rock Island Dam. Therefore, the ladder counts of Lamprey at Rock Island under estimate the true numbers of lamprey past the project. In 2012, the U.S. Army Corps of Engineers and NOAA Fisheries are currently developing automated counting systems for Lamprey Passage Structures (LPS) installed at Bonneville Dam. In the interest of publishing accurate counts, LPS counts will not be publicly posted in-season until the automated systems are fully operational. The adult counts in this report are based on reporting dates for dams recently established (2000). They are presented in the table below. A report with adult salmon counts based on historical dates (prior to 2000) can be found here. The reporting dates table shows that several dams stop counting fish around November 15th each year. After a dam stops counting fish for the season, only the total number of fish are shown on this report. These data are updated periodically throughout the day. The FPC data retrieving robot searches the web for updated data every 30 minutes in the AM, and every hour in the PM.
