3 4 of 8 3/9/7 6:28 AM FEBRUARY 7 WAS FAIRLY NOTABLE FOR ITS LACK OF EXTREMES ACROSS MUCH OF THE NWRFC AREA. WHILE THE EASTERN TWO-THIRDS OF THE UNITED STATES EXPERIENCED GENERALLY MUCH BELOW NORMAL TEMPERATURES, THE WEST COAST ENJOYED RATHER MILD CONDITIONS DUE TO EITHER RIDGING ALOFT OR AN ONSHORE PACIFIC INFLUENCE. AS A RESULT, MOST LOCATIONS EXPERIENCED MONTHLY AVERAGE TEMPERATURES 1-3 DEGREES ABOVE NORMAL FOR THE MONTH OF FEBRUARY. TWO SEPARATE OCCURRENCES OF A STRONG HIGH PRESSURE RIDGE ALOFT RESULTED IN WIDESPREAD RECORD HIGH TEMPERATURES ACROSS MAINLY EASTERN OREGON AND WASHINGTON, ONCE DURING THE PERIOD OF FEBRUARY 4-6 AND AGAIN FEBRUARY WIDESPREAD 6S AND LOCAL TEMPERATURES IN THE LOWER 7S WERE OBSERVED ACROSS SOUTHERN AND EASTERN OREGON DURING BOTH OF THESE WARM SPELLS. THE CONTINENTAL DIVIDE PROVIDED A SHARP LINE OF DEMARCATION BETWEEN THE COLD AIR OF THE EASTERN UNITED STATES AND THE MILDER AIR WEST OF THE ROCKIES. FOR EXAMPLE, THE MEAN TEMPERATURE IN MISSOULA FOR FEBRUARY 7 WAS 32.7 DEGREES F, WHICH WAS 3.7 DEGREES F ABOVE NORMAL. MEANWHILE, GREAT FALLS MONTANA RECORDED A FEBRUARY 7 MEAN TEMPERATURE OF 23.6 DEGREES, WHICH WAS 2.8 DEGREES F BELOW NORMAL. Precipitation Summary IN TERMS OF PRECIPITATION ACROSS THE PACIFIC NORTHWEST, FEBRUARY 7 WAS FAIRLY TYPICAL AS WELL. AN ACTIVE PACIFIC JET STREAM BROUGHT OCCASIONAL WIDESPREAD PRECIPITATION FROM TRANSITORY PACIFIC STORM SYSTEMS. FOR A PERIOD THIS JET STREAM FOCUSED ON SOUTHERN OREGON, BRINGING MONTHLY PRECIPITATION TOTALS TO LEVELS MUCH ABOVE NORMAL FOR THE MONTH OF FEBRUARY. ONE PARTICULAR STORM FEBRUARY DEVELOPED OVER NORTHERN CALIFORNIA, THEN MOVED NORTHEAST ACROSS EASTERN OREGON AND CENTRAL IDAHO. THIS SYSTEM BROUGHT MODERATE TO HEAVY PRECIPITATION TO MUCH OF EASTERN OREGON AND EASTERN WASHINGTON, WITH OVER 1 INCH LIQUID EQUIVALENT PRECIPITATION FALLING ALONG THE EAST SLOPES OF THE SOUTHERN OREGON CASCADES. COLD AIR WRAPPED INTO THE NORTH AND WEST SIDE OF THIS STORM SYSTEM, CAUSING NEARLY ALL OF THIS PRECIPITATION TO FALL AS SNOW ACROSS THE MEDFORD/KLAMATH FALLS AREA.

4 5 of 8 3/9/7 6:28 AM WHILE THIS STORM SYSTEM PUSHED MONTHLY PRECIPITATION TOTALS TO ABOVE NORMAL THROUGH MUCH OF EASTERN OREGON, EASTERN WASHINGTON, AND WESTERN IDAHO, SE IDAHO DID NOT SEE MUCH IN THE WAY OF SIGNIFICANT PRECIPITATION FROM THIS EVENT. AS A RESULT, MANY LOCATIONS IN THE MIDDLE TO UPPER SNAKE RIVER BASINS RECEIVED WELL BELOW THEIR NORMAL PRECIPITATION FOR THE MONTH OF FEBRUARY. ONE MORE NOTABLE PRECIPITATION EVENT WAS THE PERSISTENT COLD ONSHORE FLOW THAT PREVAILED TOWARD THE END OF FEBRUARY IN WESTERN WASHINGTON AND WESTERN OREGON. PACIFIC MOISTURE COMBINED WITH LOW SNOW LEVELS TO GENERATE HEAVY COAST RANGE SNOWS, PARTICULARLY ABOVE -3 FEET IN THE OREGON COAST RANGE AND OLYMPIC MOUNTAINS. AS OF THE END OF THE MONTH, MUCH OF THIS SNOW REMAINED ON THE GROUND. February precipitation was: 17 percent of normal (1971-) at Columbia above Coulee, 14 percent of normal at the Snake River above Ice Harbor, and 99 percent of normal at Columbia above the Dalles.
