2 Water Supply and Reservoir Status (00:02:32) Dave Benner (FPC) provided a summary of the current reservoir operations and water supply forecasts, snowpack estimates, and ESP runoff volumes. See the attached document. Jay Hesse (Nez Perce Tribe) asked about validity of Snow Water Equivalent (SWE) estimates, particularly those for the Snake River. FPAC reviewed NRCS snow maps, which show similar pattern. Weather Update and Climate Forecast (00:12:15) Kyle Dittmer (CRITFC) provided a summary of weather conditions and water year status. See attached. Large storm system coming, expected to hit January 17 th. Wet pattern for next 10 days, cooling next week should allow for increased snow pack at elevations. Expecting SWE to catch up significantly over next ten days. NOAA now calling for 85-95% probability of La Niña. Ocean Conditions Update (00:18:00) Paul Wager (NOAA) provided link for NOAA Ocean Conditions Website, which has recently been updated ( Also noted that Lori Whitecamp (NOAA) recently presented these data to Power Council. Can find PowerPoint on council s website (most recent meeting). Poor ocean conditions for last few years. 2015, 2016, and 2017 ranked 17 th, 19 th, and 15 th (respectively) of last twenty years. NOAA forecast for 2018 and 2019 returns of spring Chinook, fall Chinook, and coho expected to be on lower end of spectrum. Dworshak Water Supply, Reservoir Status, and Operation (00:27:10) Paul Wager (NOAA) noted that it is unclear whether COE will choose to meet 1,530 end of January flood control elevation. May go above 1,530. Page 2 of 5

3 RFC Forecast predicting inflow of ~12.5 Kcfs on Jan. 19 th. Uncertain if inflows will get that high but are expected to increase over next few days. Reservoir elevation predicted to go up to 1,531 by January 26 th, assuming outflows of ~2.4 Kcfs. Dave Swank (USFWS) asked whether we have revisited issue of COE providing midmonth forecast. Seem to remember getting mid-month forecasts last year and would like to see them do it again this year. Jay Hesse (Nez Perce Tribe) stated that he is comfortable with 1,520-1,530 elevation, given projections from RFC. He is not seeing anything to necessitate spill at this point. Comfortable with 1,530, as forecasted. FPC modeled one scenario for Dworshak (provided in Water Supply Summary handout, attached). Assumed 2.5 MAF runoff, Jan. 8 STP inflows through February and 2009 March-July inflows, 2012 flood control (2.47 MAF), and maximum outflows of 5 Kcfs in January (due to one unit available) and 10.4 Kcfs in Feb-July. Was able to keep all spill at or below 110% TDG standard, achieve April 15 th and April 30 th FC elevations and refill. Based on scenario, appears there was still room to increase outflows in February and/or spill in March (not to exceed 110% TDG standard) if needed forecast goes above 2.5 MAF. FPAC is ok with sticking with 1,530 end of January target. Does not feel the need to prescribe anything different at TMT. [End of meeting 01:44:35 in recording] Jay Hesse (Nez Perce Tribe) informed FPAC that COE circulated an during the meeting indicating that will increase outflows at DWOR to ~3.5 Kcfs, starting Jan. 17 th, in order to target 1,530 elevation for end of January (and not exceed). TDG from this operation is expected to remain below 110% standard. Discussion of FPAC Charter (00:52:40) Lance Hebdon (IDFG) circulated most recent FPAC charter (August 2006) for discussion. Suggested that the charter is a bit dated and could be updated. Question has come up of whether FPAC is needed? Most answered that FPAC is needed and, therefore, charter should be updated. Paul Wagner (NOAA) agreed that the charter is dated and could be updated. Question is who would update it and how is best way to approach? o Russ Keefer (IDFG) noted that he has received edits from Charlie Morrill (WDFW) and could be circulated to rest of FPAC as a place to start. Charlie noted that his edits are mostly cleaning language to make more up to date. Charlie will circulate to rest of FPAC. o Tom Iverson (YATR) confirmed that the August 2006 charter is the latest on record. FPAC will review Charlie s edits and have future discussion Lance Hebdon (IDFG) noted that expectation is that formal agreement of updated charter will be at a supervisory level. FPAC members should provide input to their supervisors for these discussions. Page 3 of 5

4 FPAC will have check-in in two weeks and formal discussion at next face-to-face meeting. Transportation Data (01:02:10) Transportation brought up at last TMT Process Meeting. Tom Lorz (CRITFC) asked NOAA to put together data to inform question of whether to transport earlier than May 1 st. Paul Wagner (NOAA) provided two PowerPoint files with agenda (attached). Paul Wagner (NOAA) walked through NOAA analyses of T:B ratios over several years ( 2006) for yearling Chinook and steelhead. o Dave Swank (USFWS) noted frustration that we continue to rely too much on the lines when viewing top graphs instead of focusing on points and associated confidence intervals. It is unclear what are weekly and monthly averages and what error estimates are lost in the graphs. Would like to see lines removed, as they are a bit misleading. Paul Wagner (NOAA) asked FPAC to review the analyses provided to inform whether we want to start transportation before May 1 st. Paul Wagner (NOAA) walked through select route specific SARs and TIRs from 2017 CSS Annual Report. o Noted that recent TIRs are above 1.0 for Chinook and steelhead o Erick Van Dyke (ODFW) noted that most of the SARs in recent years are below Power Council goal of 2%. What Tom Lorz asked for was to analyze Transportation data from few barges in April over last several years. Data for April barges in recent years is limited to fish tagged at LGR. Michele DeHart (FPC) noted that the decision to move start of transport to May 1 st was based on analyses showing that early transportation was not beneficial. Do we expect that this would not be true anymore? o Suggested that FPAC review the analyses provided by NOAA and provide comments about whether there is evidence to begin transportation earlier than May 1 st. Jay Hesse (Nez Perce Tribe) asked about the feasibility of starting transportation earlier than May 1 st in Noted that there is a possibility that the JBS at LGR will not be up and running until April 15 th. Asked whether the COE can implement barging before May 1 st, from a contracting perspective. If transportation at LGR before May 1 st is not possible, do we still consider early transportation from LGS and/or LMN? o Paul Wagner (NOAA) noted that he expects the same date would work for LGS transportation but may need to revisit LMN date. Tom Lorz (CRITFC) acknowledged that the data he asked for at TMT process meeting (April barges) were provided. Asked whether NOAA has done any other analyses, other than look at the graphs with these new points. o Paul Wagner (NOAA) noted that he tends to use fish tagged above LGR when assessing T:B ratios. Question of how representative fish tagged at LGR are to run-at-large. Page 4 of 5

5 o Tom Lorz (CRITFC) questioned why we continue to tag fish at LGR. Paul noted that they are tagged to be put back to river anyway and these fish continue to provide information. Only data we have to inform April transportation is fish tagged at LGR. o Trevor Conder (NOAA) noted that fish tagged at LGR are not completely useless. Although fish tagged at LGR tend to have lower SARs, when compared to those tagged above LGR, they can still be used to inform this discussion about starting transportation in April. Clarified that NOAA tends to use fish tagged above LGR to assess T:B ratios for fish transported after May. FPAC will review data provided, focusing on fish tagged at LGR in April, to inform question of whether to start transportation earlier than May 1 st. Will revisit at next face-to-face meeting. Others: LGS Adult PIT-tag Detection System (01:46:55) Charlie Morrill (WDFW) provided update to FPAC. Don Warf (PTAGIS) and Charlie will be going to LGS next week to look at LGS adult ladder entrances and assess feasibility of installing detection systems for Dave Swank (USFWS) reiterated past concerns and remarked that future detection system (if installed) needs to have minimal or no effect on hydraulic conditions in the ladder. Coordination for other Scheduled Meetings (01:50:40) Erick Van Dyke (ODFW) noted that FPAC calendar on FPC website is not being maintained ( FPC will update FPAC calendar but only keep track of FPAC meetings. TMT face-to-face tomorrow (Jan. 17 th ). FPAC going back to weekly meeting schedule. Next FPAC conference call is Tuesday, January 23, 2018 at 9:00 AM. Next FPAC face-to-face meeting will be Tuesday, February 20, 2018, at 10:00 AM. SRWG on Friday, January 19, 2018 (afternoon). This is a meeting to kick-off 2019 proposals. Outflows at Grand Coulee have ranged between Kcfs and Kcfs over the last week. The end of January and February FC Elevation at Grand Coulee is 1,290 ft., the end of March FC is 1,280.9 ft. The Libby Reservoir is currently at elevation 2,409.8 feet ( ) and has drafted 1.2 feet over the past week. Daily average outflows at Libby Dam have been Kcfs for the last week. The end of January FC at Libby is 2,401.8 ft. Hungry Horse is currently at an elevation of 3,539.9 feet ( ) and has drafted 0.5 feet last week. Outflows at Hungry Horse have been Kcfs over the last week. The end of January FC at Hungry Horse is 3,541.5 ft. Dworshak is currently at an elevation of 1,525.9 feet ( ) and has refilled 4.4 feet over last week. Dworshak outflows have been 1.8 to 2.4 Kcfs. The end of January Local FC at Dworshak is 1,530.5 ft. The Brownlee Reservoir was at an elevation of 2,058.0 feet on January 15, Outflows at Hells Canyon have ranged between 19.8 and 28.2 Kcfs over the last four days. The WFA staff make every attempt to keep the counts as up to date as possible. Note: at WFA Monday's are extremely busy, as the staff attempt to catch up with the weekend counts. The Corp of Engineers has stopped shad counting at The Dalles, starting in 2011 on the advice of the Fish Passage Operations and Management (FPOM) committee, made up of NOAA, CRITFC, ODFW, WDFW, IDFW, BPA, and COE biologists. 1) Since the year 2006, Priest Rapids Dam and Wanapum Dam jack counts have included mini jacks. 2) Shad are not counted at Willamette Falls, The Dalles, John Day, Lower Monumental, Little Goose, Rock Island, Rocky Reach and Wells Dams ytd_adults.htm 1/3

19 1/16/ Day and YTD Adult Counts 3) Steelhead counts appear higher at Lower Granite Dam because most years a group which migrated into the river system between October and December overwinters below LGR and continues its migration in early March. 4) As the Army Corp of Engineers no longer collects adult counts from the PUDs, we now get data directly from Chelan, Douglas and Grant Co. PUDs and DART. The steelhead counts include unclipped (wild) steelhead. It is not appropriate to add the steelhead counts and wild steelhead counts together. 5) Wild steelhead are counted separately from hatchery steelhead at Corps dams on the Columbia and Snake Rivers. Wild steelhead are identified as fish with an intact adipose fin. However, a small number of hatchery fish may not have had their adipose fin removed. There are no wild steelhead counts at Priest Rapids or Willamette Falls. Willamette Falls counts for: Chinook, Steelhead, and Coho only. 6) Shad are typically not counted at any of the Corps dams after August 31 each year and shad are not counted at all Corps dams. An n/a in the shad columns at Bonneville Dam and Lower Granite Dam after August 31st means that the shad are not being counted. 7) In 2014, Grant County PUD trapped and transported hundreds of Lamprey above Rock Island Dam. Therefore, the ladder counts of Lamprey at Rock Island under estimate the true numbers of lamprey past the project. In 2012, the U.S. Army Corps of Engineers and NOAA Fisheries are currently developing automated counting systems for Lamprey Passage Structures (LPS) installed at Bonneville Dam. In the interest of publishing accurate counts, LPS counts will not be publicly posted in season until the automated systems are fully operational. The adult counts in this report are based on reporting dates for dams recently established (2000). They are presented in the table below. A report with adult salmon counts based on historical dates (prior to 2000) can be found here. The reporting dates table shows that several dams stop counting fish around November 15th each year. After a dam stops counting fish for the season, only the total number of fish are shown on this report. These data are updated periodically throughout the day. The FPC data retrieving robot searches the web for updated data every 30 minutes in the AM, and every hour in the PM. The last column " Source " shows where the data was imported from: NWACE is imported from the COE's Daily Fish Reports; USACE is from US Army Corps of Engineers fish count pages; CHPUD is from Chelan PUD; GCPUD is from Grant PUD and DGPUD is from Douglas PUD and DART is from the University of Washington's Data Access in Real Time, WFA is imported from ODFW's Willamette Falls website. Some of the sites are several days behind in reporting, but is reported by the COE as zero, so where zeros appear across all rows, the data should be considered as "not yet reported". These numbers were collected from USACE, Grant PUD, Douglas PUD, Chelan PUD, ODFW and DART. Shad data are not available at WEL, WFA, RIS, and RRH. Wild steelhead numbers are included in the total. Wild Steelhead are defined as unclipped fish. Historic counts (pre 1996) were obtained from CRITFC and compiled by the FPC. Historic counts 1997 to present were obtained from the Corps of Engineers. Authorization Fish Passage Advisory Committee Charter August 30, 2006 Page 1 of 4 The Fish Passage Advisory Committee (FPAC) is established pursuant to Section 502 of the Columbia Basin Fish and Wildlife Authority (Authority) Charter, dated August 29, This charter was approved by the Authority Members on August 30, II. Purpose (1) In support of and consistent with the Authority mission, the purposes of the FPAC are: (A) To provide coordinated, technical, in-season fish passage, and hydrological information and recommendations to assist the Members and the regional committees in making in-season hydro-system management recommendations to protect and enhance fish and wildlife. Specifically: To serve as a technical forum for Authority Members to exchange, review and analyze fish passage, river operations and related information. To serve as a technical resource for Members on hydro-system operations, fish passage facilities and river conditions. To serve as the technical liaison between Members and the Fish Passage Center on all fish passage and river operations issues. To assist the Fish Passage Center and develop the annual Smolt Monitoring Program, which integrates all of the Fish Passage Center activities and support work by others. To develop, with assistance of the Fish Passage Center, major reports, plans, and analyses that frame and support Authority recommendations concerning fish passage. To respond to technical questions referred to it by the Anadromous and Resident Fish Advisory Groups. Referrals to the FPAC may originate from any Authority Member. To coordinate the water needs of anadromous and resident fish. (B) To provide the Members Advisory Group with coordinated technical analyses necessary to assure comprehensive and effective planning and implementation of fish and wildlife projects in the Columbia River Basin, ongoing or proposed, consistent with requirements of applicable law; (C) To facilitate discussion among fish and wildlife managers of the technical merits and implications of projects and issues and attempt to find consensus agreement, if possible; (D) Upon request, provide members with analyses of specific fish and wildlife programs to facilitate consensus recommendations; and, 1 And pursuant to Section 502 in latest CBFWA Charter revision dated 10/26/2006

61 Fish Passage Advisory Committee Charter August 30, 2006 Page 2 of 4 (E) To provide a forum for fish and wildlife concerns and information exchange among federal, state, tribal and private entities with fish and wildlife interests in the Columbia River Basin. III. Functions 1. The FPAC shall respond to technical and policy analysis requests adopted by consensus of the Members or the Members Advisory Group. (A) Any recommendations or options developed by the FPAC must be sent back to the body making the request for deliberation. (B) FPAC analyses and recommendations shall: - Account for the origin of assignments; - Account for all applicable information and prior research; - Address practicable alternatives; and, - Account for risk and uncertainty. (C) When evaluating projects, the FPAC will first develop specific evaluation criteria that reflect established policies and priorities of the Members. 2. Provide a forum for technical analyses, technical comments, and technical recommendations for the regional processes. IV. Officers (a) Selection. - The officers of the FPAC shall be a Chair and Vice Chair. By October 1 of each year, officers shall be selected from a list of Members. Representation shall alternate every year between state, federal, and Member tribe or designated tribal coordinating body. (b) Duties. - (1) The Chair shall - (A) Preside at meetings of the FPAC; (B) Assure that instructions and statements of the FPAC are properly executed; (C) Sign those written statements requiring official signature as determined by the Authority; and, (D) Assure distribution of meeting agendas and action notes. (2) The Vice Chair shall be vested with all the powers and perform all the duties of the Chair in the absence or disability of the latter. The Vice Chair is Chairdesignate and takes the chair when it is vacant.

Procedures (1) The FPAC shall be composed of representatives designated by each interested Member pursuant to the Authority s Communication Plan. Each committee recommendation will include a list of designated representatives who participated. (2) Representation from all member state, federal, and Member tribe or designated tribal coordinating body is desirable but not essential to conducting committee business. A designated representative may abstain or, subject to timely notice regarding consideration of the issue, be absent from the process without the position of that representative becoming an assenting or dissenting opinion. (3) The FPAC may develop and submit a System Operation Request (SOR) on behalf of the Members listed on the SOR. Any SOR developed by FPAC will indicate the designated representatives who participated. The FPAC Chair or Vice Chair will distribute each SOR developed by the FPAC to all representatives prior to submittal to the hydrosystem operators. If the FPAC cannot reach consensus on an SOR, individual Members may develop and submit an SOR to the hydrosystem operators. (4) Regularly scheduled meetings of the FPAC shall be open to the public. The public shall be provided an opportunity for limited comment. Closed meetings (executive sessions) may be called as necessary to discuss sensitive issues with final action to take place in open session. (A) Fish Passage Center, or other CBFWA staff, shall facilitate committee meetings but not be a part of the decision process. Staff will be responsible for the distribution of agendas, reports, etc., as well as meeting arrangements. (B) The chair or vice-chair with the assistance of staff shall prepare a written agenda prior to each meeting with copies sent to each designee, the Members Advisory Group, the Executive Director and interested parties no later than one week prior to each meeting if possible. (C) The chair or vice-chair with the assistance of staff shall distribute the action notes agreed to at each meeting to each designee, Members Advisory Group, each committee, Executive Director and interested parties no later than one week after the meeting. (5) The FPAC shall meet at the request of the chair or vice-chair or at the request of a majority of the committee members. (6) The chair or vice-chair or a person designated by the chair or vice-chair shall attend Members Advisory Group and Members meetings, when necessary. (7) All costs involved in FPAC participation are the responsibility of each member unless otherwise provided for. (8) Proxy participation is permitted at FPAC meetings. Proxies must be in writing.

63 Fish Passage Advisory Committee Charter August 30, 2006 Page 4 of 4 (9) The FPAC may establish work groups of its members to further its purpose, but, if it seeks to expand the sub-group beyond the Committee s members, it must receive the Authority Members approval. VI. Communications (1) The Members shall release upon request any data or information provided to them by the FPAC or Authority staff person that is cited by a Member agency or tribe as the basis for an operational action or otherwise cited as support for a public recommendation. (2) The FPAC shall not communicate statements of Authority policy positions or results of policy or technical analyses to non-member entities unless previously approved by the Members. The FPAC may adopt and release System Operation Requests without prior approval of the Members. Determination of position statements shall not be delegated by the Members to any committee.
