Informational presentation on the recommendation from the Basin Boundary Modification ad-hoc Committee to consolidate the portion of the Vina subbasin within Tehama County into the Los Molinos subbasin. b. Authorize staff to present a recommendation from the Groundwater Commission to the Tehama County Flood Control and Water Conservation District Board of Directors to submit a Jurisdictional Consolidation Basin Boundary Modification consolidating the portion of the Vina subbasin within Tehama County into the Los Molinos subbasin. c. Discussion on potential for submitting a Basin Boundary Modification combining the portion of the Vina subbasin within Tehama County and the Los Molinos subbasin with either the Dye Creek subbasin or both the Dye Creek subbasin and Antelope subbasin. Background Information: Staff met with the Basin Boundary Modification (BBM) ad-hoc committee on March 28, 2018 to discuss potential BBMs that could benefit constituents living within the individual subbasins managed by the Tehama County Groundwater Sustainability Agency (GSA), while also improving the management of the subbasins. The ad-hoc committee unanimously agreed to bring forward the recommendation to the full Groundwater Committee to consolidate the portion of the Vina subbasin within Tehama County into the Los Molinos subbasin. The committee felt the constituents within the Tehama County portion of the Vina subbasin would be better represented solely by the Tehama County GSA, versus the co-management of the subbasin with the three other GSA entities within Butte County, as would be required if the subbasin were left intact. Additionally, the committee felt this option would be the most efficient path forward for the Tehama County GSA staff. The ad-hoc committee believes if the portion of the Vina subbasin within Tehama County is consolidated into the Los Molinos subbasin this entire are would likely be reprioritized to a Medium Priority subbasin. Staff is still awaiting DWR's release of the 2016 Basin reprioritization before bringing a final recommendation before the Commission for a decision on how to proceed with the Antelope, Dye Creek, and Los Molinos subbasins and the portion of the Vina Subbasin within Tehama County. Staff may need to submit multiple Basin Boundary Modifications with the intention of withdrawing one or more of them in the future. This will allow staff to (ID # 12250) Packet Pg. 5

8 4.1.b COUNTY OF TEHAMA Road Commissioner DEPARTMENT OF PUBLIC WORKS Surveyor 9380 San Benito Avenue Engineer Gerber, CA Public Transit (530) Flood Control & Water (530) Fax Conservation District Sanitation District No. 1 April 11, 2018 Dear Interested Stakeholder, RE: Tehama County Groundwater Sustainability Agency s Intent to Submit a Jurisdictional Consolidation Basin Boundary Modification The Tehama County Flood Control and Water Conservation District (District) intends on submitting a Jurisdictional Consolidation Basin Boundary Modification (BBM) by June 30, 2018 to the California Department of Water Resources (DWR). This modification would separate the Vina Groundwater Subbasin at the Tehama/Butte County line and combine the Tehama County portion of the Vina subbasin with the Los Molinos subbasin. The Tehama County Groundwater Sustainability Agency (GSA) may also request that this newly defined subbasin be consolidated with the Dye Creek and Antelope subbasins. The Sustainable Groundwater Management Act (SGMA) of 2014 established the BBM process to allow local agencies to ask DWR to revise the boundaries of existing groundwater basins or subbasins, including establishing new subbasins in order to promote sustainable groundwater management. The District was recognized by DWR as the exclusive GSA for all portions of the ten Groundwater Subbasins located within Tehama County on February 10, 2016, see attached map. The Vina subbasin is bordered by Deer Creek to the north, the foothills to the east, Big Chico Creek to the south, and the Sacramento River to the west. Currently there are 3 other GSA s within the Vina subbasin including Butte County, the City of Chico and the Rock Creek Reclamation District. This BBM is being pursued because the District believes that the number of constituents and the type of groundwater related activities that occur within the Tehama County portion of the Vina subbasin are more similar to those of the Los Molinos subbasin than the portion of the Vina subbasin that lies within Butte County. By consolidating these two areas that are within the jurisdictional boundary of the District, it will allow for improved management of the groundwater resources in a sustaible manner. Additionally, District staff believes that this consolidation will make the governance of the subbasin along with the staffing responsibilities more efficient from both a time and funding perspective. Lastly staff believes that if the consolidation were to be approved, that the portion of the Vina subbasin located within Tehama County would likely be reprioritized from a High Priority subbasin to a Medium Priority subbasin. 9 4.1.b groundwater resources. Staff from the District has been attending Vina subbasin meetings and has informed staff from the other three GSA s of the potential for this BBM. Information on this topic will be presented at two upcoming meetings of the Tehama County Groundwater Sustainability Agency. First it will be presented at the Groundwater Commission meeting on April 25 th at 8:30am, staff will be seeking a recommendation from the Commission to bring forward a Jurisdictional Consolidation BBM to the District Board of Directors. Staff will next bring the final Jurisdictional Boundary Consolidation BBM before the District Board for consideration on May 21 st at 11:00am. Both meetings are held at the Tehama County Administration Building located at 727 Oak Street in Red Bluff. Both meetings will have a public comment period for those wishing speak on the subject.
