3 To: Ross Martin, Lisa Stapleton From: Brad Lind Subject: Joint Funding Agreement with USGS for 2012 Imagery Date: March 14, 2012 Attached are two copies of the Joint Funding Agreement (JFA) between SanGIS and the US Geological Survey (USGS) for acquisition of aerial imagery covering San Diego County in calendar year The agreed on scope of work is attached to the JFA. This JFA represents SanGIS portion of the aerial imagery acquisition costs of $100,000 as approved by the Board of Directors at their January 12, 2012 meeting. The JFA also includes an additional $80,000 for acquisition of higher resolution aerial imagery within the jurisdictional boundaries of the City of San Diego and the City of Poway. The costs for the higher resolution imagery will be fully funded by those jurisdictions through purchasing arrangements made with SanGIS. The JFA total cost of $180,000 is broken down as follows: USGS JFA Cost Breakdown for 2012 Imagery Acquisition Agency Percent of Total Contract Amount SanGIS - 1 ft urban, 0.5 m rural resolution 55.6% $100,000 City of San Diego - upgrade to 6 in resolution 39.9% $71,798 City of Poway - upgrade to 6 in resolution 4.6% $8, % $180,000 Minutes from the January 12, 2012 Board of Directors meeting are attached for your reference. Also attached is the Memorandum of Understand with the City of San Diego for the 6 resolution upgrade and the City of Poway s purchase order for their portion of the upgrade. 7 STATEMENT OF WORK FOR THE 2012 SAN DIEGO, CALIFORNIA AERIAL IMAGERY AND DIGITAL ORTHOIMAGERY ACQUISITION JOINT PROJECT BY THE U. S. GEOLOGICAL SURVEY AND SAN DIEGO GEOGRAPHIC INFORMATION SOURCE February, 2012 Purpose This imagery acquisition is a cooperative project between the U.S. Geological Survey (USGS) and the San Diego Geographic Information Source (SanGIS) for the purpose of obtaining high resolution orthoimagery of San Diego County, California. Both USGS and SanGIS intend the data to be utilized in a variety of projects that will benefit the public at the county, regional, and national level. In partnering on this project, USGS will specifically further its goal of supplying The National Map with high quality data. SanGIS satisfies its ongoing mission of sustaining a relevant, current GIS database for both the City and County of San Diego. The aim of this project is to generate new orthoimagery for the San Diego region for a city region covering the cities of San Diego and Poway, a designated urban region, and a rural portion consisting of the remainder of San Diego County. Data will be produced to orthoimagery standards per USGS specifications. This extent is shown in Figure 1 (below), which is attached hereto and incorporated herein by this reference. The project will be managed by the USGS National Geospatial Technical Operation Center s (NGTOC) Commercial Partnership Team via the USGS Geospatial Products and Services Contract (GPSC). Quality assurance will be conducted by NGTOC. Background OMB Circular A-16 Coordination of Geographic Information and Related Spatial Data Activities provides for improvements in coordination and use of spatial data. Spatial data refers to information about places or geography, and has traditionally been shown on maps. This Circular describes the effective and economical use and management of spatial data assets in the digital environment for the benefit of the government and the nation. The Circular affirms and describes the National Spatial Data Infrastructure (NSDI). The National Map is a collection of GIS data served on a web based portal, and delivers orthoimagery (aerial photography), elevation, geographic names, hydrography, boundaries, transportation, structures, and land cover through a viewable interface with download capabilities. 1

8 SanGIS was created as a joint powers agency of the City of San Diego and the County of San Diego. The mission of SanGIS is to maintain and promote the use of a regional geographic data warehouse for the San Diego region and to assist in the development of shared geographic data and automated systems that use the data. Scope The project consists of acquiring: (1) Six inch resolution, four band digital aerial imagery for the cities of San Diego and Poway, California (2) One foot resolution, four-band digital aerial imagery for the urban area of San Diego County, California outside of the city limits of San Diego and Poway (3) Half-meter resolution, four-band digital aerial imagery for the remaining rural portion of San Diego County The four bands collected for project will be acquired in red, green, blue, and near infrared wavelengths. USGS will manage both the contract and execution of contract, as well as conduct quality assurance of the final product deliverables. Deliverables Data delivery will be via external hard drive of adequate size to contain entire dataset, including the following components: Airborne GPS and IMU reports Ground Control points Aero triangulation data Flight Path Diagram- Each discrete line will contain recorded time-stamp attributes. Uncompressed individual tiled images in GeoTIFF format based on the National Grid s 133 Urban Area 1500 meter tiling scheme. Compressed individual tiled images in MrSID Generation 3 format Mosaic of Footprints- A spatial index record of each contributing image to the final tiles. The time stamp of each polygon shall contain the time stamp for that particular image (so that if an individual tile consists of more than one image then that is clearly shown). 9 The portion of the project cost to be borne by SanGIS is $180,000. Billing Instructions are covered in the Joint Funding Agreement attached to this statement of work. However, there is no time constraint for collection of the rural portion of San Diego County so it can be flown immediately after the urban area (without incurring additional mobilization costs). The urban area footprint used in this project is modified slightly from that designated by National Geospatial-Intelligence Agency. The Otay Mesa quadrangle was added to the footprint, increasing its size by approximately 36 square miles. 3
