3 Mission Geospatial Technology Center Develop a Geospatial research base to address regional issues such as subsidence, coastal erosion and wetland protection and issues related to the regional agriculture, real estate, and petroleum industries Develop mini-grants related to regional Geospatial initiatives to facilitate long-term sustainability of the center Function as a regional education and outreach center. The center will be used as a place to offer continuing education credits to returning professionals, monthly user workshops and annual user conferences
4 Role Geospatial Technology Center Data warehousing of Geographic Information System (GIS) data provided by Parishes and other collaborating agencies. This will afford them a backup dataset in the case of a catastrophic event. Generate a standardized data format for integration and interoperable with other data shared by each parishes and state agencies. Develop new approaches to spatial data management and spatial analysis. Develop regional GIS applications. Data maintenance by students of the Geomatics program. This will ensure that the data are current. The role of the center is to maintain the data and provide research experience to students. Explore and investigate the adoption of existing and emerging Geospatial technologies pertinent to Geomatics profession.

6 Geospatial Technology Center Major Grants $222,799 - LEQSF( )-ENH-TR-61 Development of a Geospatial Technology Lab, Board of Regents (BoR) Support Fund Enhancement Engineering A grant (PI Ramachandran, CoPI Dantin). $90,000 - Terrebonne Parish Consolidated Government (TPCG) Geomatics Program Funding and Data Maintenance, (PI Ramachandran). $151,130 LEQSF( )-ENH-TR-28 Acquisition of Terrestrial Laser Scanning Systems for Multi-Institutional Teaching and Research Enhancement, Board of Regents (BoR) Support Fund Enhancement Engineering A grant (PI Ramachandran, CoPI Dantin). Laser Scanning Institute will be setup at Nicholls this fall in partnership with NEI, Inc. Lafayette and Trimble Navigation Ltd.
7 A collaborative effort among academia, local parishes, and the regional planning commission. Parishes include Ascension, Assumption, Lafourche, St. James, St. Charles, St. John, and Terrebonne. The origin of RGISI effort stems from the fact that the local parishes are the main sources of GIS data but with varying levels of spatial and attribute accuracy; latest updates, and coverage.
8 Problems Local datasets lack standardization Datasets cannot be readily integrated cost effectively to produce coverage of high value at the regional, state or federal level Goals of RGISI Develop standards for data format Integration Interoperability and maintenance Mechanism for data warehousing of critical datasets
9 Regional GIS Data Standards Priority Data Layers adopted from LA Spatial Data Infrastructure (LASDI) Geodetic Control A common land reference system Orthoimagery Positionally correct aerial photography Elevation / Bathymetry Includes contours & spot elevations Transportation Roads, railroads, waterways, airports Hydrography Rivers, lakes, canals, oceans, shorelines Government Units States, counties, cities, tribal lands Cadastral Information Surveyed parcels, lots and ownership Land Use / Land Cover Land surface features: urban, forested, rural Demographics Census data & population projections Flood Plains / Wetlands FEMA zones, designated wetlands
10 Regional GIS Data Standards Road Centerlines Project URISA Street Address Data Standard USPS POSTAL Street Address Data Standard LOCAL Individual Parish street address requirements were compiled After compilation of the various standards and requirements, it was decided to separate Road Centerlines from Point Addresses
11 Road Centerlines Project Local parish data was spatially registered to a common imagery flown right after hurricanes Katrina and Rita Source LADEQ False Color DOQQ Spatial Resolution: 1 m Projected Coordinates: UTM Zone 15 N

13 Road Centerlines Project All the seven parish road centerlines were spatially registered to a common uniform background imagery QA/QC for spatial accuracy and consistency Regional GIS Initiatives (RGISI)

16 Road Centerlines Project Attribute issues An internal unique ID was generated for every feature The remaining attributes were stripped The same internal ID was provided in the stripped table for use at a later date with the standardized table

19 Road Centerlines Project The only problem is that the point addresses are not at the right location to update the ranges!!!! You need ground truthing to fix the problem
20 Road Centerlines Project Geometric network model is still in developmental stages Currently working on creating turn tables and One-way street information for the road centerlines This will be useful for various routing applications to be employed by each of the parishes
21 Regional water bodies coverage Using both manual and automated image processing techniques to extract water bodies coverage We are in the process of acquiring high resolution orthoimagery for the entire region
