1 Report of the 8th Session of the UNESCO-IPRED March 2015 Tokyo, Japan The 8th Session of the UNESCO International Platform for Reducing Earthquake Disasters (IPRED) was held in Tokyo, Japan from 11 to 12 March (The list of participants is shown in Appendix 1). 1. Adoption of the agenda (Item 1) The provisional agenda was adopted as it was proposed. 2. Report of the 7th Session of the UNESCO-IPRED (Item 2) The Session offered the opportunity to the UNESCO-IPRED members (Chile, Egypt, El Salvador, Indonesia, Japan, Kazakhstan, Mexico, Peru, Romania and Turkey) sharid and reviewed the report of the 7th Session of the UNESCO-IPRED. 3. Report of the progress of the establishment of the system for the post-earthquake investigation (Item 3) The signing ceremony of Letter of Intent (LoI) with National Research Institute of Astronomy - 1 -

2 and Geophysics (NRIAG) from Egypt with International Institute of Seismology and Earthquake Engineering (IISEE) from Japan was conducted (UNESCO Headquarter and Field Office already signed before the IPRED 8 meeting). 4. Review of the UNESCO-IPRED action plan (Item 4) Dr Toshiaki Yokoi from IISEE made a presentation concerning the review of the UNESCO-IPRED action plan. The members discussed the revision of the action plan and the new action plan was agreed by the member. Member also agreed with the responsible items for action (Appendix 2). 5. Post-Earthquake Field Investigation in Bohol, Philippines (Item 5) Dr Alexandros Makarigakis from UNESCO made a presentation of the UNESCO DRR activities and the expectation on the IPRED activities both on the technical and policy perspective. 7. Discussion of Future Direction of IPRED (Item 6) Mr Soichiro Yasukawa, the secretariat of IPRED proposed IPRED members 1) continuous good quality output, 2) increasing members and 3) increasing advertisement of IPRED so that IPRED will be a stronger, more influential and recognized network in the field of seismology and earthquake engineering. The secretariat also explained 2 scenarios of the budget plan inorder to have more members and output. The member discussed on the secretariat s proposal. 8. Reports from members (Item 7) Reports from members were conducted in terms of 1) Seismic Code and Seismic Evaluation, 2) Lessons from Disaster, Non-Engineered Construction and Role of National Institute and 3) Developing Hazard map (1)Seismic Code and Seismic Evaluation Dr Edgar Pena explained the advances and challenges in Seismic Engineering and Seismology in El Salvador. Explained the evolution of seismic codes, the Taishin Project funded by JICA and Safe School project using VISUS tool by UNESCO. Dr Tatsuya Azuhata explained the recent research activities on building seismic design force in Building Research Institute (BRI) in Japan. Explained on 1) new structural calculation method (Capacity Spectrum method), which was introduced in Japanese building code, 2) strong motion observation on buildings and ground around them and 3) long period ground motion

3 Mr Carlos Gutierrez explained the seismic vulnerability assessment for popular housing in Mexico. Explained typologies on construction methods, modelling of buildings, vulnerability curve and effect of rehabilitation. Dr Ercan Yuksel explained the evaluation of the seismic safety of a typical RC school building and its retrofitting. Explained the analysis of the collapse of schools in Van earthquake and determination of the fragility curves of typical RC buildings. Mr Jair Torres explained the pilot project in El Salvador using VISUS school visual safety assessment tool by UNESCO. Explained the overview of reporting to El Salvador including findings in terms of location safety, structural safety, non-structural parts safety and evacuation. Also explained the future step of VISUS, trying to incorporate multi hazards assessment in the tool. Dr Yuji Ishiyama explained the ISO 3010 seismic actions on structures, including the trend of earthquake disaster management in Japan and the world. Explained the timeline of the development of the standards, basic philosophy of seismic design and principles of evaluating seismic actions. (2) Lessons from Disaster, Non-Engineered Construction and Role of National Institute Dr Tatsuo Narafu explained the lessons from recent natural disasters- Bohol earthquake and Typhoon Yolanda in the Philippines Explained heavy damaged buildings has its own specific causes. The causes could be categorized into 1) improper design, 2) poor/insufficient quality of materials, 3) poor workmanship/improper construction works, and 4) lack of maintenance works. Dr Shoichi Ando explained the 2011 Tohoku Earthquake and Tsunami Evacuation buildings. Explained the overview of Tsunami damage, development of earthquake resistance measures in Japan, challenges in building code implementation in developing countries and urban disaster risk reduction. Dr Kenji Okazaki explained the international comparison of non- engineered construction on the construction types in Turkey, Philippines, Pakistan, Nepal, Indonesia and Fiji followed by the survey and implication on risk perception among different stakeholders such as community, masons engineers, governments. Dr Carlos Zavala explained the non-engineering constructions as a permanent risk for the emerging towns. Explained the outlook of non-engineered buildings in Peru, followed by material testing and wall retrofitting testing to decrease the vulnerability of non-engineered - 3 -

4 structures. Dr Alvarez Medel Raul explained the integrated natural hazards management in National Research Center, Catolica de Chile. Explained 6 lines of its research, such as solid earth processes and associated hazards, surface water processes and associated hazards, vulnerability and risk assessment of physical and social systems. (3) Developing Hazard map Dr Anita Firmanti explained the development of earthquake hazard risk map for better city planning in Indonesia. Explained the field activities (downhole testing and micro tremor array measurement), the seismic hazard map in Jakarta and the vulnerability assessment using HAZUS model. Dr Radu Vacareanu explained the new developments in probabilistic seismic hazard analysis for Romania. Explained the ground motion prediction equation used in the project and the seismic hazard map in Romania. Dr Tanaktan Abakanov the explained comprehensive geodynamical investigation in oil and gas field of Kazakhstan, using Karachaganak oil and gas condensed field as a case study. The monitoring includes micro seismic monitoring, space radar monitoring and GPS displacement monitoring. Dr Hatem Odah explained NRIAG s efforts in mitigating earthquake risks moving from observation to alarm. Explained Tsunami studies on the sea side, regional cooperation with Arab countries (seismotectonica map of Africa IGCP project), and strong motion network development in Nile delta. 10. Other business (Item 8) - Next UNESCO-IPRED meeting The secretariat explained that the ninth session of the UNESCO-IPRED meeting will be in tentatively in Egypt but details will be decided taking into consideration of the local situation. - Potential new member Dr Yokoi from IISEE shared the IPRED members that National Earthquake Engineering Resarch Center (CGS) in Algeria is interested being a member of IPRED. Dr Yokoi presented CGS s activities on behalf
