Slovenia is threatened by numerous natural and other disasters, such as earthquakes, floods, landslides, hail, storms, sleet, frost, and fire. The greatest threat of potential ecological consequences because of disaster resulting from industrial activities, transport or urbanization comes primarily from accidents involving dangerous substances. Administration for CP and Disaster Relief has the following hazard maps on disposal: - floods - earthquake (estimation of threat) - landslides - fire in nature - Seveso II establishments (under construction) - Transportation of dangerous goods At the moment there are no multi-hazard or natech hazard maps available. 1.2 How far are you in the process of hazard mapping? Have maps been developed for all relevant hazards and for the whole territory? All the hazard maps listed bellow cover the whole territory of the Republic of Slovenia.
2 According to the Law on Protection against natural and other disasters (Ur.l. 64/94) all the hazard maps has to be renewed every five years. Hazard map on earthquakes Slovenia is geologically situated in a fairly active area. Destructive earthquakes are a potential threat to most of the Slovenian territory. The most active zones in Slovenia are the Gorenjska-Ljubljana and Dolenjska-Notranjska-Bela Krajina areas (figure 1). Over 650,770 citizens (33.1 % of the total population) live in areas where earthquakes of the VIII and IX levels on the MCS scale could occur. From the new, so called Map on the Probabilistic assessment of peak ground acceleration with return period of 475 years is officially in use in Slovenia. It was made in accordance to Eurocode 8 (EC 8) standard and covers the whole territory of the Republic of Slovenia. The regions which suffer from normal levels of flood risk are home to 132,000 people or 7% of the population, while the number of people who live in regions where there is a high risk of flooding and who also own land and other property is around 480,000 or 24% of the total population. Assessment tools: type of stream, intensity, duration, frequency of floods - frequent floods (floods recurring every 5 years), years floods, catastrophic floods (floods recurring every 50 years or more)
4 Hazard maps on landslides Landslides threaten app. 7,000 km 2 of the total area of the Slovenia. Such landslides are likely to occur everywhere except in the Primorska and Dolenjska Karst region. In Slovenia there are app landslides. Assessment tools: keeping records of all landslides that have occured Hazard maps on avalanches Avalanches threaten app. 16,000 ha of the total area of the Slovenia In Slovenia are registered app possible avalanches. Assessment tools: keeping records.
5 Hazard maps on fires Fires are the most frequent natural disaster in Slovenia. Between 1987 and 1997 there were an average of 2,712 fires per year in Slovenia, of which 1,080 occurred outdoors, 1,337 in buildings and 295 on means of transport. Assessment tools: 5 levels according to threat (index for fire threats).
6 Chemical and industrial accidents with ecological consequences Risk reduction measures: keeping to the regulation (Seveso II) Assessment tools: Hazard map is under construction Nuclear accident or other radiological threats There is only one nuclear power plant in Slovenia. Assessment tools: international standards (IAEA)
7 1.3. Who are the key players, authority, body/entity, responsible for the development and updating of hazard maps? The key authority responsible by the law is the Administration for Civil Protection and Disaster Relief and Ministry for Spatial Planning, Environment and Energy. 1.4 In what format, i.e electronic or paper copy, are the hazard maps available? What is the scale (e.g. 1: ) and projection (i.e. UTM). Are some maps available on the internet, if so, which ones? All the hazard maps are digitalized and incorporated in our Geographic Information System GIS_UJME. The basic format of all hazard maps is 1 : , while software enables user to change scale from 1 : up to 1 : All the maps or parts of the maps can be printed in color in designed scale on the A4 or A3 paper format. The Slovenian national coordinate system is a Gauss Krueger coordinate system, 5the zone and Bessel ellipsoid. The software in our GIS system enables users to calculate the same location from and backwards GK to UTM and WGS-84. All the hazard maps will be available on the internet via restricted system of usernames and passwords till the end of The system is now in the testing period. 1.5 has your country developed any cross-border co-operation for developing common hazard mapping methodologies or guidelines? Do cross-border hazard maps exist? Slovenia hasn t developed any cross-border cooperation, yet. No, none»cross border«hazard maps exist who can access the information and to what level? The Geographic Information System GIS-UJME is used in all 13 regional notification centers, in the RS Notification Center, at the Administration of the Republic of Slovenia for Civil Protection and Disaster Relief and in the Protection and Rescue Education and Training Center. It is used at Ministry for Spatial Planning, Environment and Energy. The development of GIS system that operates in the Arc View 3.1. Environment has been designed so that it satisfies the needs of both: operational staff in notification centers and planners at the Administration of the Republic of Slovenia for Civil Protection and Disaster Relief. From the beginning of the 2004 the information will be available to all subjects within the System for the Protection against Natural and Other Disasters via already
8 mentioned system of usernames and passwords which will be administrated by the ACPDR. The most existing constraints regarding accessibility for»everyone«is the ownership of the data. Their owners gave our agency data only for internal use within the System for the Protection against Natural and Other Disasters. (this stays mainly for all kind of maps groundings for spatial orientation.) 1.7 in your country, what are the hazard maps used for? The hazard maps are mainly used as basic information for developing emergency response plans. On the other side, they are used by operational workers in notification centers (112 emergency call) as an additional decision making tool. The GIS_UJME system can be applied for the following purposes (functionalities of the system): 1. an overview of threat assessments for the entire Slovenia and individual regions 2. the calculation of the number of people that live in risk areas 3. measuring of distance between any points 4. searching for addresses based on house number register 5. preparing simple and more demanding analyses 6. preparing of digital terrain images 7. logical combining of data bases of different content 8. and (under construction) integration of the following systems: targeted location of the caller (mobile and stationary) decision making support when 112 emergency call is received support common database of all data needed at the state level, distributed to servers on our agency branch offices alarming system paging system system for accidents and intervention registration /reporting
9 2.1 for each of the hazards listed in 1.1 how many different levels are defined, and to what do they correspond? The levels of hazard are defined only for fires and earthquakes, while for floods the indicators for occurrence probability exist (5, 10, 50, 100 years return period). For avalanches and landslides only cadastres exist. 2.2 for each of the hazards listed in 1.1. What is the methodology used? The methodology used for making natural fire hazard map took into consideration the land cover and vicinity of the railway. The methodology used for making earthquake hazard map took into consideration the probabilistic assessment of peak ground acceleration with return period of 475 years. 2.3 Are the hazard maps static or dynamic? All hazard maps are static. 3 Initiatives to be undertaken at European level Our suggestion is to develop a common European approach with common strategy, methodology and a common Geographic Information System (accessed over internet) for hazard mapping (for example: HazMap_EU_GIS), which will also be accessed over internet.
