2 Implementation Status and Key Decisions This report has been reviewed by Gregor Wolf, Program Leader, LCC5C; and his recommendations have been included. This is the 3rd Rio Grande do Norte Regional Development and Governance Project's ISR. The third support to implementation and supervision mission was carried out from September 1-25, 2014 in Natal as well as field visits to assess productive value chains and tourism development proposals. Simultaneous sector meetings took place throughout this period for: fiduciary, gender, governance, health (including for the IDF Strengthening Health Secretariat Management P144735), irrigation, monitoring (including monitoring system), safeguards (social and environmental), public sector management, and value chain development. Complementary technical visits were undertaken from July 18 through August 29, 2014 as follows: (i) July 18 through August 1, for the Governance Strengthening TF (P126452) for value chains and market integration; (ii) July 22, Impact Evaluation workshop; (iii) August Public Security Management, and; (iv) August Procurement. The specific objectives of the mission were to:(i) follow up on the recommendations agreed during the most recent missions for the Project as well as for the IDF (Health Secretariat) and TF (Governance) support to implementation/supervision/technical (April, May, July and August); (ii) carry out meetings and field visits to investment areas (tourism and economic/productive inclusion pilot projects); (iii) review the Financial Management and Procurement activities/system and recommend further actions; (iv) review the latest actions and provide support to implementation for the Components 1 - Economic Inclusion and 3 - Public Sector, and other aspects of the Project; (v) review the monitoring and information system (vi) review the preparatory actions for the project baseline and impact evaluation, and; to review safeguards systems and implementation. The mission s objectives were successfully achieved and all Secretariats involved in the Project participated in the meeting and discussions with the Bank team, as follows: (i) Planning and Financing (Project Management Unit); (ii) Administration and Human Resources; (iii) Economic Development, (iv) Public Health; (v) Social Security, (v) Education and Culture, (vi) Housing and Social Welfare, (vii) Transport, (viii) Tourism, (ix) Justice, (x) Independent Auditor, (xi) Gender, and (xii) Agriculture, Fishing and Livestock and the State corporation for Rural Extension. The main results achieved were: (i) first public call for proposals (social and environmental subprojects) was completed and resulted in a higher than expected response rate (including over 50% from women-led community associations); (ii) mapping of producer associations; (iii) successful initiation of productive inclusion apiculture, cashew farming and irrigated agriculture pilots in twelve rural producers communities; (iv) family agriculture priority value chain analysis ongoing; (v) conclusion of formation and training of territorial councils; (vi) IDF rapid assessment recommendations for Health Secretariat management being implemented; (vii) update of the situation which included the following conclusions: (a) land title documentation for hospital construction is almost completed, (b) medical training curriculum is prepared and training providers defined, (c) maternal child clinical protocols elaboration are concluded, but other protocols are still missing (d) ToRs for health equipment concluded and ready to initiate bidding process; (viii) schools have been selected for participation in the Pedagogic Innovation Program (thought a randomized process for the underlying impact evaluation) and started the seminars and workshops (ix) 19 workshops (out of the 35 planned) for training and dissemination of didactic materials for accessing the PNAE (National program that establishes that 30 percent of food bought for schools must come from local family farmers) have been delivered to school principals; (ix) capacity building of the Anti-Drugs School Program and of the Comity for Women and Minority Rights initiated although procurement challenges have resulted in delays now being resolved, and (x) several major tendering processes under way and one close to the award stage - however, no activity has been initiated yet. The Financial Management (FM) supervision mission was undertaken in accordance with the OP/BP 10.00, and the Financial Management Manual for World Bank-Financed Investment Operations (March 1, 2010). Based on this FM supervision mission, the Implementation Status Report (ISR) FM performance rating has been maintained as Satisfactory, as the Financial Management Arrangements (FM staffing/personnel, budgeting, accounting, internal control, funds flow, financial reporting and auditing) are adhering to the standards required by the World Bank. Minor shortcomings in financial management exist but do not prevent the timely and reliable provision of information required to manage and monitor the implementation of the project. The minors shortcomings include: (i) the Project s Operational Manual needs to be updated, especially the financial management chapters, (ii) delay in submission of IFRs; and (iii) The last Project Audit Report is overdue. An action plan was establish and agreed with the financial team establishing actions and dates. Resolution of these issues is likely as corrective actions were agreed between the Bank and the project teams during the mission. A procurement supervision mission was carried out to support the PIU in either preparing or advancing 10 large processes for the selection of consultants, by helping with the evaluation reports, short lists and RFPs. Additionally, an Annual Evaluation Workshop was conducted on December 8-9 when the main results achieved so far, and lessons learned were presented and main challenges / opportunities looking forward, were discussed. 12/29/2014 Page 2 of 12
