2 Implementation Status and Key Decisions Significant progress has been achieved since the project restructuring. The communication strategy, which seeks to raise awareness among the project's stakeholders on the importance of volunteerism for improving social cohesion and employability among youths, has been finalized. As part of the campaign, the PMT has carried out over 30 visits to NGOs, all of which seek to entice NGOs to participate in the first CfP under the SGP. In addition, the PMT has promoted the SGP in several national events, including the Beirut Marathon, Lebanon s Independence Day and the International Volunteer Day, which recognized over 500 youth volunteers from different regions across Lebanon for their participation in NVSP volunteering activities. In addition, a thirty second TV advertisement promoting NVSP and, in particular the SGP, has been produced and was presented during the launching of the first CfP of the SGP (see below). The TV ad will be aired daily on national television. The first version of the Online Portal, which will help to match volunteers with selected projects under the SGP, has been developed and is now operational. Finally, the Middle East and North Africa (MENA) Multi-Donor Trust Fund (MDTF) approved, on March 17, 2015, a US$350,000 proposal to inter alia strengthen the soft-skills component of the project by financing the: (i) development of a soft skills curriculum adapted to local needs, and (ii) carrying out of a series of Training of Trainers sessions for MOSA staff, participating NGOs, universities and schools to enable them to then deliver the soft skills training to youth participants. Furthermore, nine weekend activities have been successfully implemented, with a total of approximately 625 participating volunteers. The first CfP targeting NGOs under the SGP was officially launched on March 17, 2015 by the Minister of Social Affairs during an event that was held in Beirut and which was attended by relevant government officials and media representatives. The CfP will finance up to 22 sub-projects for a total amount of US$660,000, all of which will be implemented during the summer of The Ministry of Social Affairs requested a temporary increase in the ceiling of the Designated Account from US$250,000 to US$500,000, to enable the PMT to meet the cash requirements of the first CfP. The request was approved by the World Bank and the revised Disbursement Lettter was submitted to the Government in March Finally, a baseline survey, addressed to youths included in project proposals submitted by NGOs under the first CfP of the SGP, has been developed and piloted and will be conducted in June/July 2015 as part the impact evaluation of the NVSP. Baseline data will be collected at the start of the implementation of the projects and will be compared with follow-up data, to be collected one year following the completion of the projects. A total amount of US$ 581,591 equivalent to 29% of the total grant amount has been disbursed as of March This disbursement rate is expected to considerably increase (up to approximately 60-70%) by the end of summer 2015 once the 22 sub-projects of the first CfP are completed.
