Availability of infrastructure b. Economic factors c. Planning controls d. Development trends e. Housing markets/demands To identify that may be suitable for supply of new dwellings UPD assesses: a. each of the above factors b. takes into account their weightings and c. combines it with Constraint Severity Index (see 1 above) It computes an index that indicates if there is spare capacity to supply new dwellings at the locations analysed..
