3 BUP in Summary A regional university network, since 1991 More than 200 institutions of higher education Coordinated by Uppsala University Sustainable regional development Financed by Uppsala University, the Ministry of Education and Culture in Sweden, Swedish Institute, Sida, EU-funds, etc., and many activities financed by the participating universities

7 Initiated by VASAB and Helcom. BUP involved because: * Target group is restricted; international cooperation needed for education Problems to be solved are international: cooperation among countries is needed Academic leadership by Blekinge Technical Institute

8 Areas of Spatial Conflicts on the Baltic Sea The Bornholm Gut (Bornholmsgattet) Conflicts between increasing transit shipping (high risk area for maritime accidents), fishery, pipeline infrastructure, and other activities need to co-operate with Denmark Offshore area south and east of Öland and Gotland Conflicts between increasing transit shipping (high risk area for maritime accidents), fishery, nature protection (Natura 2000 areas), development of wind-energy installations, pipeline infrastructure, military remaining (three mined areas from the World War II) need to cooperate with other countries The Åland Sea Conflicting interests in the whole area between shipping, defence, nature protection, outdoor life and wind power development need for co-operation over the centre line with Finland The Northern Kvark (Norra Kvarken) Conflicting interests in the whole area between shipping, defence, fishery, nature protection need for co-operation over the centre line with Finland Baltic Proper and the Irbe Strait zone of Latvia. Conflicting interests in the whole area between increased shipping, nature protection, undersea cultural heritage need for co-operation over the centre line with Estonia.

9 Needs for knowledge: * Knowledge of natural resources and resource use * Spatial patterns of resources and use (3D) * Social and ecological systems * Identification of conflicts * Safety and security contingency planning * Governance and cooperation * Understanding planning systems * Ability to use methods and tools * Relation to terrestrial planning (CZM and MSP)

10 Knowledge strategies: * Brief overview courses (short-term, urgent measure) * Complementing other education master s level (creating combination of knowledge) * Training of specialists (small number of MSP specialists) * Training of professionals in work (in service, specialised modules) * Research/PhD courses (students greater freedom to combine)
