2 PLAN BOTHNIA Preparatory Action on Maritime Spatial Planning in the Baltic Sea CALL MARE 2009/16 Short description of the action January 2011 Contact Project Manager Hermanni Backer 1 for further info The PLAN BOTHNIA project, co-ordinated by the HELCOM Secretariat, will test ecosystem based Maritime Spatial Planning (MSP) in the Bothnian Sea area as a transboundary case between Sweden and Finland. This is a Maritime Spatial Planning and EU Integrated Maritime Policy preparatory action" funded by EU Commission DG MARE, and running 18 months between 2 December 2010 and 1 June Another sister action of similar size, aims and scope is running parallel in the North Sea (MASPNOSE). The PLAN BOTHNIA project had its kick-off partner meeting in Stockholm 16 December 2010 and will have its first planning meeting in Pori Finland 7-8 March The project partners -Swedish Board of Fisheries (SWE), Finnish Environment Institute (FIN), Centre for Maritime Studies (FIN) and Swedish National Board of Housing, Building and Planning (SWE) as well as VASAB 2010 and Nordregio will provide background material on relevant human activities and natural features of the Bothnian Sea. This material will be considered in 5 dedicated transboundary planning meetings, organised by the project, where Bothnian Sea area regional, and Swedish and Finnish national, authorities will have a transboundary dialogue on Bothnian Sea MSP planning. The project will also participate in a regional MSP dialogue through the newly established joint HELCOM-VASAB Baltic Sea MSP group. Note that due to i.a. unsettled MSP mandates in Finland and Sweden the regional and national partners do not necessarily have designated national authority in the field of offshore MSP. 3 responsible for planning as suitable entities to carry out the activities included in this proposal, namely facilitating and initiating a Bothnian Sea Maritime Spatial Planning trial. Main features The proposed PLAN BOTHNIA project will: 1) Initiate and facilitate a Bothnian Sea platform on MSP cooperation. The project will initiate and facilitate MSP in a sub-regional case study working group focusing on the Bothnian Sea, with the participation of relevant sub-regional authorities from Finland and Sweden. 2) Collate and Assess data basis for Bothnian Sea MSP. The project will identify, and make available through the HELCOM GIS services and other available means MSP relevant spatial information and material specifically covering the case study area Bothnian Sea as well as identify eventual shortcomings. This information shall cover present status as well as, depending on availability of information, anticipated developments of transboundary maritime spatial planning topics, i.e. environment and human uses in the foreseeable future. Using the gathered information the assessment will identify existing conflicts and planning needs. 3) Test MSP approaches and produce a draft plan for the Bothnian Sea. Little concrete intergovernmental work beyond research projects and bilateral consultations on national plans has been carried out so far in the Baltic Sea region. Within the existing political limitations the project will within the sub-regional working group draft, for future consideration, a test transboundary Maritime Spatial Plan for the Bothnian Sea based on real, existing spatial data. Eventual recommendations for sub-regional application of the 10 HELCOM-VASAB (and EU) MSP principles will be proposed. The aim is that, if judged as fruitful, the approaches kick-started by the project will be continued and further developed by Sweden and Finland both bilaterally, and within regional intergovernmental organizations, e.g. HELCOM and VASAB 2010, beyond the project implementation period. 4) Carry out dialogue on findings in Baltic Sea and beyond. The project findings will be discussed in targeted meetings of a regional working group on MSP created jointly by HELCOM and VASAB. This will enable dissemination of the findings and experiences for wider Baltic Sea use. Reciprocal information exchange between a possible North Sea/North-East Atlantic preparatory action (ref. MARE/2009/17 - MASPNOSE) is anticipated for mutual benefit. 5) Carry out external evaluation of PLAN BOTHNIA MSP process. The project will evaluate the added value of transboundary MSP activities initiated within the project beyond national initiatives. This includes identification of both opportunities and challenges for further work in the Bothnian Sea as well as the Baltic Sea as a whole. PLAN BOTHNIA will be carried out as a cross border cooperation exercise setting up, and preparing MSP material for, a Bothnian Sea platform where participants are all interested regional actors in Finland and Sweden, not bound by PLAN BOTHNIA end date. The participation of national and regional authorities and bodies with important responsibilities in spatial planning, guarantees that experiences gained will be form a basis for the further development of MSP in both countries. The sub-regional activities are likely to continue beyond the project period and to inspire to similar activities in adjacent sea areas. The material gathered and produced by the project, including the underlying GIS datasets (within eventual copyright restrictions), will be freely available Page 3 of 8

4 to all interested future initiatives. The GIS servers and website of HELCOM has capacity to host, and further update as appropriate, the produced material beyond project finalization. The Lead Party HELCOM Secretariat, as well as the participating coastal states anchor the project directly to intergovernmental discussions carried out within the permanent HELCOM working structures. It is evident that outcome of discussions, and eventual consensus, on regional MSP is not in the hand of a technical project such as PLAN BOTHNIA. The task of the proposed project is thus restricted to enabling, facilitating, and providing material for, such discussions and reporting their outcomes. The project will in its final outcome draw some conclusions and make proposals for a Bothnian Sea MSP plan but this is to be treated as an expert opinion only. The official adoption of a plan or any other material is not attempted within the project. Organisation of work The project can be roughly divided to two overall phases in terms of emphasis of work -phase I producing assessment document and GIS datasets (Spring-Autumn 2011) and phase II which will test drafting of a MSP Plan based on I (winter ). However, both activities will be to some extent be carried out throughout the action. As a central feature of the project, sub-regional authorities from the Bothnian Sea region will be invited to dedicated Bothnian Sea MSP platform meeting and their professional planning and environmental skills and experience constitute a central element of implementation. Cost of travel for these invited participants will be covered if necessary. The first meeting of the regional MSP Platform (7-8 March 2011) will together with regional authorities look at the compiled material including spatial information and on this basis initiate discussions on focus issues of further transboundary MSP cooperation in the Bothnian Sea area. The status and prospects of the sub-regional MSP relevant focus issues will be considered including identifying possible conflicts and synergies between different uses. The second meeting of the regional MSP Platform (June 2011) will discuss and comment the draft MSP assessment produced by the project based on input provided during the first meeting, as well as draft initial ideas for a sub-regional test spatial plan for the Bothnian Sea. The third meeting of the regional MSP Platform (September 2011) will look at the final draft of the assessment document and GIS datasets, as well as first drafts of model Bothnian Sea MSP plan. Based on the assessment and the scenarios the draft plan developed will highlight some of the main interactions occurring at sea, related management challenges and proposals for their solutions. A fourth meeting of the regional MSP Platform (December 2011) will focus on discussing the amended draft plan developed by the project for the Bothnian Sea on the basis of the discussions during fourth meeting. Meeting participants will focus on how the relevant principles have been addressed in the development of the solutions and how the draft plan can be improved. Final assessment material will be adopted for reporting to the EU Commission A final fifth meeting (March 2012) will look at the final draft plan and discuss on the lessons learned. The meeting will also identify ways it could be developed further beyond the project duration. Page 4 of 8

5 In addition, the project will organize two dissemination events for the wider public. One will be a mid project info event in September 2011, the other a closing conference in May Bothnian Sea as a model area Cross-border spatial planning has so far been largely a theoretical concept with limited practical experiences available. In the European, and especially European Maritime, context the need for more explicit testing the possibilities of the transboundary dimension of MSP is evident. A pilot project on maritime spatial planning for sea areas shared by Finland and Sweden is of special relevance since the two countries are the only in the Baltic Sea and one of the few in Europe except Germany, that have a planning legislation that also cover the Territorial Sea. In Sweden the municipalities extend out to the territorial border and their planning should cover all their sea area. In Finland regional plans may encompass the Territorial Sea. Neither country has any planning legislation for the Exclusive Economic Zone. They thus share the same possibilities for enhancing their planning of the Territorial Sea and the challenge of introducing a new planning regime for the EEZ. In Sweden a governmental inquiry is commissioned to propose a reformed spatial planning by the state for the Territorial Sea and an new spatial planning for the EEZ. A new maritime agency is intended to have that planning responsibility. The PLAN BOTHNIA pilot study, covering both Swedish Territorial Sea and the EEZ will give valuable knowledge and ease preparatory work for that agency. The Bothnian Sea is particularly suited as a area for a pilot MSP study since it is a clearly defined almost totally enclosed sea area which is shared in equal and similar looking parts by the two countries. It is the middle part of the Gulf of Bothnia with a connection to the Bothnian Bay to the north through the Northern Quark and to Åland Sea and the Baltic Proper to the south via the Southern Quark. Its environmental status and its function as regards adjacent sea areas is defined by this geographical location. The flora and fauna comprise a unique mixture of fresh- and saltwater species with a rather limited number but often with large populations. Since the large catchment area is mainly covered with forests and is sparsely populated the level of nutrients is comparatively low in a Baltic Sea context but the sea thus also sensitive to increases of those levels. A specific feature is that the cumulative land elevation is the highest in the world which specially on the Swedish part makes the coastline and conditions on the coast continuously change. Another unusual feature is that the Bothnian Sea is completely ice-covered during normal winters. Finnish and part of the Swedish coastal waters are shallow and suitable for wind power installations as well as the shallow areas at open sea which also are of environmental interest. In summary: The Bothnian Sea is shared by Sweden and Finland, two countries with similar administrative structures, practices and views on planning, both having existing MSP legislation for the Territorial Sea. This increases greatly the prospects of a successful transboundary MSP project. The regional administrations in Sweden and Finland have a long history of fruitful cooperation. They have participated jointly in several EU funded projects concerning development, infrastructure and planning. Extending this co-operation to MSP issues is a natural step. Page 5 of 8

6 Similar developments are taking place in the Bothnian Sea both in Swedish and Finnish parts. This includes for instance increasing plans for wind-power installations. Sharing the experiences of developing a common MSP through the proposed PLAN BOTHNIA project will lay a solid foundation for further common official cooperation on MSP, not only for the Gulf of Bothnia area but also for the other sea areas shared by the two countries. In this it will have the possibility to demonstrate a model for cross border MSP cooperation for Baltic Sea states. Methodology: According to most planning approaches the process towards a spatial plan can be divided into distinct steps. This project will cover the steps of underlying principles, goals and objectives (MSP principles including discussions on i.a. ecosystem approach and sustainability), analysing existing and future conditions (production of the assessment material by project partners), draft a dummy spatial plan for the Bothnian Sea, and to some extent consider stakeholder participation (i.a. Bothnian Sea platform meetings and dissemination conferences). In addition, some indications of possible Monitoring and evaluation of MSP will be explored during the final phases of the project. Boundaries (exact definitions of area and scale of planning) and timeframes (how far in the future can we plan?) will be defined during the project implementation. Throughout the project attention will be paid to previous efforts to establish effective, adaptive frameworks for MSP, incl. IOC/UNESCO and deliverables from the BALANCE and BaltSeaPlan projects. In order to create the necessary joint information base the project will use appropriate GIS material and ensure their compatibility. HELCOM GIS Server will accommodate and disseminate the data sets and other products produced by the project. The project will use the best available information. The partners have all collected various and extensive data sets over the years which will be used as material for this project. If some part are not available the work will be done without it, and the shortcomings will be commented in the project outcomes. The optimal completion of activities requires access to fisheries activity VMS datasets in Sweden, Finland and beyond. Beyond the expert networks that the project consortium has access to, the project may also benefit from the new Council Regulation (EC) No 199/2008 of 25 February 2008 (which enters into force 1st January 2009) which has i.a Articles providing a (conditional) legal basis for access to such VMS information from EU countries. Means of implementation of the preparatory action: The partners of this project involve leading institutions in the fields of environment (HELCOM, SYKE), fisheries research (SBF), maritime traffic and issues (CMS) and spatial planning (SBHP, NORDREGIO and VASAB). The Lead partner HELCOM Secretariat is the regional, intergovernmental focal point in policy and assessment regarding all aspects of the Baltic Sea with permanent working structures and Secretariat based in Helsinki, Finland. The overall project will be managed from the HELCOM Secretariat with experience in implementing big projects funded from EU and other sources (e.g. a GEF funded Baltic Sea Regional Project ). The partners are national actors but the project anticipates extensive participation (covered by travel funding) from the sub-basin studied -Bothnian Sea. The deliverables described under this call are demanding but well within the capacity of the consortium. The website set up for the project and hosted by the HELCOM web-portal and updated regularly will be one of the main channels of information dissemination. Efforts will be made that the project web page will be linked to from the institutional web pages of all partners as well as from the Page 6 of 8

7 websites of international MSP-related institutions and organisations. The finalized (submitted to EC) project publications and other material of technical nature will be freely accessible through the website in electronic form. Beyond website and publications the project will disseminate information to the wider regional Baltic community through other meetings with MSP relevance with participants beyond project partners of PLAN BOTHNIA. In addition to reporting to the EU Commission the project will submit and present material and reports of its activities to HELCOM, VASAB and other relevant regional meetings and beyond to European and Global fora. The external independent evaluation, planned to be carried out by a globally renowned body in the field of MSP, will likely also ensure wider dissemination of the action results and experiences outside the region. Likely there will also be postproject efforts by the persons involved in the Project to disseminate experiences in international conferences related to MSP.
