2 Implementation Status and Key Decisions The Haiti Business Development and Investment (BDI) Project was approved by the Board of the International Development Association on May 21, The Financing agreement was signed on June 14, 2013 and became effective on November 11, A level 2 restructuring of the project was approved on December 24, 2015 and counter-signed by Country Director and Minister of Economy of Finance on February 5, This restructuring became effective on October 28, Through the restructuring, the BDI Project continues to pursue its development objective of improving the conditions for private sector investment and inclusive growth, but has moved away from a focus on integrated economic zones and instead focuses on the development of value chains. The restructured project reallocated funds from the integrated economic zones activities towards: (i) the expansion of support for the Ministry of Commerce and Industry (MCI) s regional offices, from 1 to 10 regional offices; and (ii) aggregating the Matching Grants to benefit a group of Micro, Small and Medium Enterprises (MSMEs) and increasing the total envelope for Matching Grants from USD 4 to USD 8 million. This ISR provides an update on the activities and results of the last 6 months of the project. Some highlights include: - The project continues to achieve progress towards the Development Objective and in overall implementation; although more significantly for the business environment component than for the matching grants (value chains). The project has disbursed US$8.1M or 42.3% to date. Since the last ISR, the project had a Quality Enhancement Review (QER) for its upcoming Mid-Term Review (MTR); one implementation support mission; and completed a level 2 restructuring. - Quality Enhancement Review (QER): A QER was held on November 6, 2017, to review progress and discuss critical issues ahead of the Mid-Term Review (MTR), which is planned for February Approval of a Level Two Restructuring for the reallocation of funds within the project to increase the Immediate Response Mechanism (IRM): The task team completed a level two Restructuring to reallocate funds from Components 1 and 2 to Component 4 (IRM) following a request from the client - Ministry of Commerce and Industry (MCI) - to respond to the effects of Hurricane Matthew on the project. The restructuring also included some modifications to the Results Framework to reduce some redundancy between indicators, better measure impact on women, and better capture the expected results from the IRM. The Environmental and Social Management Framework (ESMF) for the project was updated and publicly disclosed on November 8, Business environment reform: The lower chamber of Parliament passed a series of laws to promote the business environment in September 2017: The Secured Transactions law; the Companies Law; and the Legal marriage regime. The Leasing law was debated but is still pending a vote. The insolvency law, which is included in the legislative agenda, should be voted on by the lower chamber in the coming months. Amongst these laws, the Secured Transaction, Insolvency and Leasing laws would have the most impact on Haiti s DB score. - Secured transactions registry (Counterpart: Tax Office [DGI]): A firm hired by the client presented its final assessment on July 6th on the possibility of integrating the future online movable collateral registry with the Revenue Management System (RMS), the new management system at the DGI. - Investment incentives: The investment incentives work is nearly completed with the submission of a final report comprised primarily of recommendations to improve the regulatory framework and institutional structure for granting investment incentives and subsidies. - Competition policy: The Economic Studies Unit of the Ministry of Economy and Finance (DEE) did a review of 21 preselected markets before selecting two markets for an in-depth competition assessment to be carried out. - Tenders for value chain service providers: The project has 4 RFPs it needs to launch immediately in order to recruit service providers under the matching grants sub-component. These RFPs include i) a cold chain logistics provider for fresh products; ii) three product development, coordination, finishing and logistics service provider for the apparel sector; iii) a post-harvest, logistics and sales service provider for semi-perishable value chains (coffee, cocoa and honey); and iv) a blockchain solution for payment and traceability. - Progress on the second round of Competitive Reinforcement Initiatives (CRI): Due to budget constraints, the Minister approved a restructuring of the Enterprise Support Service (SAE) to ensure their functionality until the end of the project (November 30, 2019). The SAE teams are continuing to progress on their CRIs in the field. Completion of the second round CRIs is projected for June 2018, although some may be accelerated in order to leverage some of the tenders being launched, as described above. - Update on Component 4 - Immediate Response Mechanism (IRM): As a reminder, the IRM was triggered by the MCI after the passage of Hurricane Matthew over Haiti on October 4, Hurricane Matthew affected BDI Project activities by negatively impacting the 364 MSME s from the four affected departments in the South peninsula previously registered in the MCI database and supported by the BDI project through its Component 2: Business Development Services for MSMEs. Based on the nature of damage and loss sustained by the registered MSMEs, the IRM will provide support to allow the beneficiaries to restart or continue their productive activities in their value chain. 1/4/2018 Page 2 of 10
