Much of the Tomball and Magnolia area has seen home prices rise at a higher rate than incomes in addition to monthly housing costs above the national average, according to census data. Combined with limited public transportation and low-cost housing options, nonprofit leaders say some residents are challenged by affordability. The community has changed, but resources have stayed roughly the same, said Clark Friesen, coordinator of the Lone Star College-Tomball Civic Engagement Center, which offers students resources to engage in their communities. One of our cover stories this month focuses on the challenges faced in both Harris and Montgomery counties with the rising stray and abandoned animal populations. Social media feeds and neighborhood websites are consistently flooded with posts about abandoned animals or missing cats and dogs. It has become a huge problem in our area. In September, Montgomery County Animal Shelter Director Aaron Johnson was placed on paid leave for allegedly improperly euthanizing 78 animals in August. There are new initiatives in place to help reduce the number of animals that end up in shelters, such as community cat programs, off-site mobile adoptions and low cost spay-neuter programs. When will Tomball ISD begin construction on bond-funded projects? 6 IMPACTS During a Sept. 11 meeting, the Tomball ISD board of trustees unanimously approved authorizing Superintendent Martha Salazar-Zamora to contract with Gilbane Building Company for construction manager at risk services for building a junior high school, elementary school and a district athletic complex. These projects are funded by a $275 million bond referendum approved by voters in November TISD Chief Financial Officer Jim Ross said the contract completes the construction team made up of a project manager, architects and construction manager at risk for the projects. However, property acquisition, platting the property, receiving permits for construction from the county and design work still must be completed before construction can begin, he said. TISD officials previously said they anticipate the new schools to open in August 2020 along Cypress Rosehill Road. Residents can follow construction on a dedicated webpage, Ross said. The webpage is not yet available. The restaurant will also offer patio seating and draft beer. Aplin said she and the kitchen lead for Captain Brad s have ties to Blue Water Seafood, a seafood restaurant with Houston locations that Aplin s dad founded, as Aplin is a part owner of that restaurant as well. 6 Tejas Chocolate & Barbecue will open its to-go shop, Tejas Market & Deli, in October at 106 Commerce St., Tomball. The new storefront will offer a to-go menu, including the traditional Tejas barbecue and chocolate menu as well as specialty pies and varieties of bocadillo, a Spanish-style deli sandwich featuring smoked meat. 7 Rigby Equine Medicine and Reproduction will open Jan. 1, at Spur 149, Magnolia. 13 TRANSPORTATION Texas Renaissance Festival encourages new travel routes for 2018 season Festival located north of Magnolia runs through Nov. 25 BY KARA MCINTYRE It is no secret that the Texas Renaissance Festival causes traffic congestion in Magnolia, Magnolia Police Department Lt. Kyle Montgomery said, but the volume of traffic is not unique to festival weekends. However, TRF General Manager Terre Albert said festival officials are testing out some new traffic relief efforts this year as the festival embarks on its 2018 season, which began its nine-weekend run Sept. 29. What everyone sees is the social media posts about how horrible traffic is. Aside from the two to three hours of peak traffic [during the festival], the travel time through the city is less than 10 minutes, Montgomery said in an . This equates to the traffic flow we see every morning during the school year. It is definitely manageable, but we re always looking to find ways to improve. The festival grounds welcomed 644,917 people during the 2017 festival season, its second-highest attendance, according to a Sept. 4 press release. This year, Albert said the TRF hired Kimley-Horn, a full-service engineering and planning services consulting firm, to help alleviate traffic congestion by analyzing the festival traffic and pedestrian flows. Kimley-Horn has worked with the Houston Marathon, Austin s Formula 1 U.S. Grand Prix, the Dallas Cowboys and Atlanta Falcons to analyze traffic flows, according to a press release. [Kimley-Horn] did a complete study of traffic patterns and came up with alternate routes for festival-goers to travel, Albert said. It s been really great working with a team like this, because we know the traffic gets bad, and this is a way to monitor it and help direct the flow better. Albert said the festival team also launched a mobile application last year, available in the App Store and Google Play Store, which includes places to eat, drink and shop; a full schedule of events; and traffic updates and festival news. Those who want to download the app can search Texas Renaissance Festival in the respective app store. After experimenting with social media and with the app, Albert said festival officials came up with one solution this year: take Hwy. 105 which connects to major thoroughfares such as I-45, FM 1774 and Hwy. 290 whenever possible. Festival staff also redesigned the parking lot, debuted double turning lanes for those driving north on FM 1774 in Todd Mission and will have a designated traffic team throughout the festival area, Albert said. We really took into consideration not causing the accordion effect with traffic, Albert said. For city of Magnolia residents, Montgomery said he suggests getting a designated resident s sticker at the Montgomery County Precinct 5 Constable s Office or Montgomery County Precinct 2 Commissioner Charlie Riley s office, which allows residents to drive on local roads closed to festival traffic. Although a number of construction projects are ongoing along FM 1774 in ROAD TO Renaissance Texas Renaissance Festival officials recommend festivalgoers take one of two routes from Magnolia to the festival in Todd Mission. The two alternate routes drive traffic to Hwy. 105 from FM 1486 or FM Drivers can also travel to Hwy. 105 from I-45 and Hwy Drivers on FM 1774 will also have double turn lanes to help clear traffic to the festival grounds. 15 PUBLIC SAFETY Montgomery County Precinct 5 Constable David Hill retires after 50 years in law enforcement Former Chief Chris Jones appointed constable by county commissioners BY ANNA DEMBOWSKI Montgomery County Precinct 5 Constable David Hill announced his retirement in September, effective Sept. 30, marking 50 years in law enforcement. [On] Oct. 1, 1968, I reported for [the Department of Public Safety] Academy. One of my goals is to make 50 years in law enforcement. So, Sept. 30, I [had] my 50, Hill said in a Sept. 12 interview. I love what I do here, but it s just time to go on to doing other things. Before becoming Precinct 5 s first elected constable, Hill served as a highway patrol officer in Magnolia with the Texas Department of Public Safety from 1969 to 1982, Community Impact Newspaper previously reported. Hill first took office in 1983 and has been re-elected each term since then, most recently in November Prior to Magnolia, Hill said he considered home to be East Texas where he grew up. When I came here in January 69 with the highway patrol, I had a plan to stay a year or two whatever DPS made me [commit to] and then I was going back to East Texas, Hill said. And this community just wrapped its arm around me and my family, took us in [and] treated us like we were somebody... Home is not Palestine anymore; home is here, and that s where we plan on staying. While Hill said he is looking forward to traveling, catching fish and relaxing, he said he plans to continue volunteering in the Magnolia community. Hill said his favorite part of the job has been serving the community. My job in law enforcement is to help my community, he said. That s what I m going to miss about it is the ability to help people. Chris Jones, former chief of the Precinct 5 Constable s Office, was appointed Sept. 25 by the Montgomery County Commissioners Court to finish out Hill s term, which ends in 2020, as constable upon Hill s recommendation. Being an elected official in Montgomery County is not the easiest thing in the world, he said. I think it s bittersweet that he is retiring and leaving the office, but he gets to go and relax a little bit and spend some time with his family. Jones has served 2 1/2 years as chief deputy. 16 CITY & COUNTY News from Tomball, Magnolia, and Harris and Montgomery counties Tomball City Council, Hoelscher approve agreement to bring 119 jobs to business and technology park TOMBALL Tomball City Council members unanimously approved a tax abatement agreement between the city of Tomball and Hoelscher, a family-owned weatherstripping company, at the Sept. 4 City Council meeting. A tax abatement is a reduction of taxes on a business to encourage economic development, said Kelly Violette, executive director of the Tomball Economic Development Corporation. The project will bring 119 full-time jobs and a 10-year net benefit of more than $1.1 million for the city of Tomball, Violette said during the Sept. 4 meeting. Hoelscher Property Management Ltd. and Hoelscher Weatherstrip Manufacturing Co. Inc. collectively Hoelscher will relocate from Sam Houston Business Park to Tomball and take up 16.9 acres of the almost 100-acre Tomball Business and Technology Park, Violette said. The company, which specializes in custom doors and weatherstripping, will construct an approximate 193,000-squarefoot building with a capital investment of $10.6 million, Violette said. Hoelscher plans to finish the land sale before the end of this year, and construction will begin as soon as possible, Violette said. Hoelscher is a really interesting company. They are a family-owned business starting back in 1958 and they have continued to grow, Violette said. They re not just looking for a site; they re looking for a community that they can be part of. That s what Tomball has to offer businesses like this. [The businesses] like the small-town feel of this city. The 10-year, 100 percent tax abatement agreement on this property begins Jan. 1, 2019, and it must be reviewed each year by the city to make sure it qualifies for the tax abatement, Violette said. Other tenants at the park include Packers Plus an international oilfield services company that opened in November 2016 and SUEZ, which broke ground on its facility in October 2017, Community Impact Newspaper reported previously. Violette said the TEDC s idea for the Hoelscher will join other tenants like Packers Plus in the business and technology park. park started in 2011 to stay competitive with other cities, both in the region and the state, and help bring growth for both the companies and the city itself. We weren t able to be competitive because other cities had business and technology parks. A lot of these companies are in high-growth mode, so they needed property yesterday; they want a place that is shovel-ready, Violette said. There is a time factor there, so the more we could do to set the stage as an asset for these companies for growth, the better. 17 Texas Pastor Council petitions Magnolia City Council to reverse water structure MAGNOLIA At the Sept. 11 Magnolia City Council meeting, Dave Welch, president of the Texas Pastor Council a group encouraging engagement in social and cultural issues that is representing churches in the city of Magnolia brought forth a petition during public comment to reverse the new utility structure that City Council unanimously approved in April. The new structure adjusted water and wastewater rates, adopted a tiered rate configuration and added an institutional user category for tax-exempt, nonprofit and government entities, Community Impact Newspaper previously reported. Previously, institutions were charged the same commercial rate as businesses. Welch said the new structure discriminatorily charges institutions a 40 to 70 percent higher rate than for comparable commercial water and sewer usage. Leaders from churches, schools, charities, charitable organizations, businesses and elected offices in and outside the city of Magnolia agree that this is a direct act of intentional rate discrimination and aggression against the tax-exempt status of churches, schools and charities, Welch said during the meeting. He called upon Mayor Todd Kana, City Council members and City Administrator Paul Mendes to immediately reverse the discriminatory rate and restore those in the institutional category back to commercial status. Should city officials fail to do so, Welch said the Texas Pastor Montgomery County approves $344.4M budget, flat property tax rate for fiscal year MONTGOMERY COUNTY With an overall budget increase of 4.8 percent and the addition of 34 new county employees, Montgomery County Commissioners Court approved a 2019 fiscal year budget that keeps the existing property tax rate of cents per $100 valuation. Following two public comment hearings, the budget was approved unanimously during a special Commissioners Court meeting Sept. 5. The budget is balanced with expenditures and revenues totaling $344.4 million each. In addition to new positions, the budget includes funds for $55 million in spending for public facilities, such as the Montgomery County Fairgrounds, precinct parks, the Spring Creek Nature Center and the county jail, according to budget documents. Montgomery County Judge Craig Doyal said while this year s budget rose 4.8 percent from last year, it remains under the rate of population growth and inflation, which rose by 5.9 percent. This means Montgomery County is accomplishing the goals of conservative leaders who have called for the state and other governments to restrain spending below the rate of population and inflation, Doyal said in a statement. I am proud of this budget and the work this court put into it, and I am particularly proud of our newly named Budget Officer Council will pursue a potential lawsuit through the court system and call upon the 2019 Texas Legislature to bring a solution. Mark Jackson, who lives outside the city but attends church in Magnolia, was just one of dozens of people who showed up in support of Welch and local institutions. I have been impacted by this increase in water rates [because I go to church in Magnolia]. This is clearly a violation of federal law; you ll lose, Jackson said to council members during the meeting. The only people who are going to get rich off of this are the lawyers. Please reverse your decision. The council is not able to respond during the public comment period. City council next meets Oct. 9. BUDGET HIGHLIGHTS Montgomery County commissioners approved the fiscal year budget on Sept. 5. The county added 34 new county positions, 17 of which will be in law enforcement or the county courts. 44 percent of budget spending goes toward law enforcement, courts and related activities. The county will raise $8.1 million more in property tax revenue than the previous year s budget. The budget includes $55 million in spending on public facilities. STITTLEBURG: I think the biggest challenge we have facing the county is the population growth and dealing with that population growth when it comes to how people can get around the county mobility and infrastructure.... How are we going to work to get funds to help subsidize the cost of those things so we don t have to get a bond for everything? The only way you re going to do that in a responsible way is to start building relationships, have a plan and then try to execute that plan, because I think it s much more likely you re going to be able to get some help funding-wise [if you] have a plan you can take to them. HOW SHOULD THE COUNTY ADDRESS INCREASING TRAFFIC ON ROADS WITH ITS LIMITED REVENUE SOURCES? KEOUGH: I am looking forward to working with [the four county commissioners], because these guys are the ones that are responsible to take the resources they have and figure out ways to work through these mobility issues.... I really do believe that these guys have got a lot of good things going for them, and it s their job to put that in place, and it is my job to make sure that we have resources to do it.... We cannot impose local, county-bycounty projects (or even less effective, precinct-by-precinct) without causing adverse impacts either up- or downstream. I believe it is imperative that the Commissioners Court work closely with the San Jacinto River Authority to identify both short- and longterm priorities to reduce flood severity. RILEY: I think one of the most important things that we ve done is entered into this interlocal agreement with Harris County Flood Control District.... I think when we are trying to look at large parcels of land, [we need] to build detention ponds along these creeks. I think that is something we need to be looking at really hard to where we can store some of this water and keep it out of the creek and let the creek run. CAGLE: Wherever the water falls, it always flows downhill. The voters recently overwhelmingly approved the $2.5 billion flood control bond [referendum]. I will ensure those dollars are spent according to the comprehensive flood plan laid out in our over 24 public meetings. These projects, no matter which precinct or area they are in, will help decrease flooding countywide by increasing water drainage and flow. SHAW: Fund an expert-based comprehensive countywide flood prevention plan that... considers water conveyance from the surrounding counties and reveal it to the public. Obtain federal cooperation for [an] additional reservoir, repair the existing reservoirs... and constant maintenance and clearing of waterways.... Ensure safe and sustainable building, expansion and economic development. ASIDE FROM FLOODING, WHAT IS PRECINCT 2 S BIGGEST CHALLENGE? ASIDE FROM FLOODING, WHAT IS PRECINCT 4 S BIGGEST CHALLENGE? KEICHLINE: I believe loss of trust in our Commissioners Court is devastating to democracy. The ethical lapses and questionable judgment that resulted in recent indictments against the outgoing judge and commissioners need to be addressed on day one if we are to regain the trust of our constituents. I am committed to zero corruption and transparent governance. RILEY: Mobility [and] traffic. We are just getting swamped with more and more vehicles everyday, and we are in the process of trying to correct some of this over in Precinct 2 working with [the Texas Department of Transportation].... All of those things improve not only traffic but safety. When we can improve traffic and safety I think we ve done our job, and we re making great strides in doing that. CAGLE: Parts of Precinct 4 are expected to double within the next 15 years. We must prepare for this growth with adequate mobility, flood protection, green space arrangements and park space for our residents. I have, am and shall continue to strategically prepare the precinct for the next generation. 25 LOCAL CANDIDATES Get to know candidates for the Lone Star Groundwater Conservation District board. vote District to hold first countywide election BY WENDY CAWTHON AND ABIGAIL LOOP For the first time, voters in Montgomery County will have the opportunity to vote for board members for the Lone Star Groundwater Conservation District. LSGCD was created in 2001 by the 77th Texas Legislature and was established to manage groundwater resources in the county. Prior to 2018, the district s nine board members were appointed as representatives by various municipalities, according to the district. Following the passage of House Bill 1982 by the Legislature last summer, the board will now include seven elected directors: four elected by voters in each precinct in Montgomery County, one elected by a countywide vote, one elected by residents of the city of Conroe and one elected by residents of The Woodlands Township, according to LSGCD. I don t think the state funds education properly, and they haven t given an increase in student allocation in years and years, but the cost of education goes up every year. So therefore it falls on the district to fund those increases and find creative ways of doing that.... Another thing is student safety.... We need to come up with ways to make our schools safe for our kids. PRATT: Tomball has become a destination. Managing the highest student enrollment growth in the Gulf Coast area is critical as well as decreasing local dependency on taxes for education. I have the experience that our community needs to strike this balance of growth and financial soundness. FERGUSON: One of the top things to focus on would be both the hiring and retention of the most highly qualified professionals... We can build state-of-theart facilities and pack them with the latest technology (and we should), but without the right people, we can t expect the same successes we ve had in the past. Another priority is to make sure that we don t get so big that we forget who we are. MCSTRAVICK: Enrollment growth continues to be a significant challenge for the district. Likewise, state funding or the lack thereof and unfunded mandates continue to present challenges. These are not new to the district, and I have experience as a trustee in addressing them, but they do remain significant challenges. WHAT MAKES YOU UNIQUELY QUALIFIED TO SERVE ON THE TISD BOARD? WHAT MAKES YOU UNIQUELY QUALIFIED TO SERVE ON THE TISD BOARD? FONTENOT: I think the experience I have as a bus driver, parent, teacher, coach, principal, athletic director I ve actually worked in the business that the school board is elected to run. I think I have a unique insight into how that all operates. At the present time, I don t think they have any board members that have actually been involved in the education business, and I think that s what kind of sets me apart from the others. PRATT: I have children that are TISD students, and I have a genuine interest in continuing to move TISD from good to great. My experiences in the military, corporate world and on the TISD board position me for our district s continuous improvement in programs and services for students and teachers. FERGUSON: If elected, I will be the only trustee who has worked as a classroom teacher or campus administrator. I will also be the only trustee with a master s degree in education.... The store, which opened in September 2017, offers games, novels, Japanese-inspired comics or manga and novelty apparel in addition to comics. Spencer said it is also one of 180 galleries worldwide authorized to show Disney fine art as well as an authorized dealer for Funko POP! Figures, which are collectible pop culture figurines. We initially set up in this particular location because we didn t want people from Magnolia, Spring, Tomball, et cetera to have to drive all the way down to FM 1960 or deeper into Houston, if Justice League comics are among the thousands of comic books available at Phase 1 Comics and Games in Tomball. they didn t have to, Cunningham said. It s not just people looking for comics either. We have people come in looking for games [or] looking for other people who have the exact same hobbies as them. It s the best time to have all of that, because geek culture is a little bit more prevalent right now than it has been in previous decades. Cunningham said he and Spencer strive to create an inclusive environment for their customers. We view ourselves as a gateway but not gatekeepers. Too often with comic books and games, you have those people who try to tell you you re stupid for liking a different version of a character or game than they do, Cunningham said. I love when people come in and talk about the figures they ve collected over the years or the comics they ve loved since they were kids. Hearing other people get excited about their fandoms gets me excited too, Spencer said. Year one has really been about establishing ourselves and getting ourselves settled. Year two is going to be about expanding everything that we ve done in the past and focusing on creating more community events, Spencer said. Cupcakes & Bubbles Bakery offers handcrafted cupcakes, champagne on tap in Creekside Park area BY ABIGAIL LOOP A fter spending years in the oil and gas industry, Cailean Gysler decided to take her passion for baking to the next level and opened Cupcakes & Bubbles, a bakery offering organic cupcakes, champagne and sparkling wines. The bar and bakery opened July 24 in the Creekside Park area, giving the Tomball and The Woodlands communities a new concept to enjoy, Gysler said. I think champagne is kind of missed a little bit everyone right now is on a wine kick, she said. But at the same time I wanted to educate people more about champagne and that you can drink it every day and it s not necessarily a celebratory drink. Gysler said she wanted to do something fun and different while also using her baking skills. The business also works to find the best possible ingredients to use in the kitchen, she said. We have our kitchen in the back, and our staff gets here at 5 a.m. and we bake fresh every day, Gysler said. We make sure to have most flavors on hand at all times. The other thing we wanted to hit on is that all our ingredients are organic. We partner with Gramen Farm in Tomball, and we get all of our dairy and milk from there. Gysler said popular cupcake flavors include strawberry rhubarb, churro, triple chocolate and lemon blackberry. Our strawberry rhubarb is amazing; it has a strawberry rhubarb filling, strawberry rhubarb icing and is then topped with a strawberry, she said. Since I ve been baking, everybody always asks for that one. We also have a churro flavor, and it has a little churro on top. That s been a huge hit. To pair with the wide variety of cupcake flavors, Cupcakes & Bubbles also offers alcoholic and nonalcoholic beverages including sparkling wine, beer, coffee, tea and sodas. Gysler said the bakery features a tap system that features two champagnes, four sparkling wines and two beers. The bakery also has 26 bottles of sparkling wines and champagne to choose from. Gysler said sparkling wine is considered champagne if it comes from the region of Champagne in France. Gysler said there are plans to open more locations in the future. I think we re unique because of the atmosphere, the decor and the fact that we offer a wide variety of champagnes and sparkling wines by the glass, she said. We haven t picked out [future] locations yet, but it s definitely in the works. Since I m a finance person by trade, we just want to make sure my calculations are accurate and everything we re creating can be mimicked so we re definitely honing in on those. Gysler said she hopes Cupcakes & Bubbles can remain a place that is different and fun for local residents and a place where both adults and kids can enjoy themselves. The idea was to make something cool and kind of upscale and classy, but you don t have to be dressed up to walk in here, she said. We wanted people to be able to go somewhere that was fun and relaxing and let their kids enjoy it too. [My brother] used to call me from the commissary, and my chicken pot pie was his favorite dish. He always called for the recipe, and it s something that I ve made for years, Blue said. I thought, Well, why don t I start selling them? She said the cafe s name comes from the victory gardens that sprang up in World War II, where Americans gathered together and grew food for those overseas at war. Blue said this is why she donates a portion of profits to the Explosive Ordnance Disposal Warrior Foundation, Snowball Express and Camp Hope. We re more than just a business. The reason I do what I do is to give back to veterans, widows and orphans of veterans to the people who ve given and BY KARA MCINTYRE made sacrifices for us, Blue said. We re more than just a pretty pie. In addition to a variety of pies, the cafe serves breakfast and lunch dishes, including avocado toast, French dip panini, biscuit and gravy pot pie, and waffle bowls. We have a full breakfast and lunch menu, and we serve breakfast all day, Blue said. We re also a little bit tucked off the main highway, so getting people to know we re here is a challenge. Blue said she tries to make her guests feel at home. My end game is to be here for a really long time and become a recognized part of this community, Blue said. Flood insurance, weather experts Local, state experts speak on hurricanes and weather insurance F KELLY SCHAFLER/COMMUNITY IMPACT NEWSPAPER BY MATT DULIN or the past 13 years, Mark Hanna, Insurance Council of Texas public relations manager, has led an annual Hurricane Tour to bring together expertise from agencies involved in weather forecasting and insurance to talk about disaster preparedness. In late August, Community Impact Newspaper hosted a panel discussion with Hanna; Dan Reilly, National Weather Service warning coordination meteorologist; Manuel Villarreal, Texas Windstorm Insurance Association ombudsman; and State Farm agent Jeremy Adams to talk about the current hurricane season and changes happening in the insurance market. What is the current hurricane season projected to look like? Reilly: The initial forecast was for near- to above-normal activity in the Atlantic. But since that time, it s become clear that the waters in the Atlantic are cooler than average. What that doesn t tell us is if Texas will get hit. It only takes one to have a busy season for us. What does flood insurance cover? Hanna: If you re buying it for your home, you can buy up to $250,000 for the structure of your home, and it has maximum limits of $100,000 for your personal property inside. Reilly: NOAA [National Oceanic and Atmospheric Administration] is actually redefining the 100-year rain event. That s something that is going to come out maybe in a month. So that s going to actually have implications on... these maps being redrawn which could change insurance rates for some folks. What is the most common reason a claim is denied after a hurricane? Villarreal: TWIA [Texas Windstorm Insurance Association] for an example, does not cover... flash flood, storm surge and so forth. Another common reason for denying a claim may be that the policyholder did not allow TWIA the opportunity to inspect the damages before repairs were made. Hanna: Talk to your insurance adjuster first so that you know you re going to get some money to pay for a new roof... or whatever the case may be. Do you recommend residents get flood insurance regardless of whether their homes have flooded or they live in a flood plain? Hanna: Insurance is all about sleeping better at night and if you can afford it, I think you should do it.... Insurance is going to take care of your car or truck in the event of a flood, in the event of a hailstorm, in the event of burglary, theft, any number of things. Should homeowners anticipate higher premiums for home, windstorm and flood insurance after the 2017 hurricane season? Hanna: The Texas Windstorm Insurance Association, the board [recently] voted to increase windstorm rates by 10 percent. That vote now goes before the insurance commissioner who has to approve it.... For flood insurance, I have talked to two different sources, and one said, Yes, we will increase flood insurance rates starting Jan. 1. The other said, Well, it s under consideration, and we ll just see what happens. What should be part of a post-disaster checklist to ensure a smoother recovery? Villarreal: A physical copy of things like phone numbers to contact the insurance agency or your family members.... Once the loss has occurred, make sure to take photos of the property outside, inside, and make sure to do so quickly because in three days you could have mold, and that could cause further damage to what s been damaged before. Today, with 26 years of self-taught experience in the kitchen under his belt, he is the owner of his own Italian restaurant, Nona s Italian Grill. Nona s Italian Grill first opened on Alma Street in Tomball in After eight years, the restaurant relocated to College Park Drive in The Woodlands on Feb. 9. Tomball was a good location, but we always wanted to move to The Woodlands, Garcia said. The restaurant offers a spread of Northern Italian cuisine featuring classic pasta dishes, such as spaghetti and meatballs, and lasagna, as well as lamb, chicken, beef and seafood dishes. For lighter fare, the eatery also offers a variety of soups and salads. Prior to opening Nona s, Garcia and his brother opened their first restaurant on FM 1960 in After nearly three decades, Garcia said he still regularly serves some of the same patrons who dined at his first venture. A lot of our customers from Tomball still come here regularly, and I even have some of the same customers from the early 90s, Garcia said. The restaurant made some changes to its menu upon relocating, Garcia said, and it continues to add new items on a regular basis. Every day we re doing something new, he said. Right now I m doing a tableside spinach salad, a flambé and bananas foster, which aren t on the menu, so we re always looking for something new. Garcia said one of the eatery s most popular options is the Italian French Connection, which combines foodie favorites from both cultures such as filet mignon, ravioli and shrimp. Shelters report increasing live-release rates amid Montgomery County investigation BY ANNA DEMBOWSKI AND KELLY SCHAFLER 14,112 ANIMALS Animal shelters and nonprofit organizations in Harris and Montgomery counties are launching new facilities, initiatives and low-cost services to address shelter overcrowding and save the lives of more ani mals as intake numbers remain high. While Harris County looks to open a new, larger shelter by the end of 2019, Harris and Montgomery county shelters claim to have increased their live-release rates the number of animals leaving the shelter via adoption, transports or claimed by owners since 2010, according to data self-reported by the shelters. We ve increased our adoptions for one thing, said Michael White, director of Harris County Veterinary Public Health. We ve increased the number of animals we re getting into foster homes, so we can get them out of the shelter. And we ve increased our transport as well [to other states]. However, two officials with the Montgomery County Animal Shelter are under criminal investigation by the Montgomery County Sheriff s Office for reportedly euthanizing 78 animals outside established procedures, according to a Sept. 20 statement from the MCSO. Like Harris County, MCAS is also working to boost adoption efforts. Additionally, nonprofit organization Abandoned Animal Rescue relocated its shelter facility from Tomball to Magnolia earlier this year, providing better accommodations and a larger shelter, AAR board member Karen Pitcock said. Part of it is to take in more animals, [but] the biggest part is to have better accommodations for the dogs and cats, Pitcock said. MONTGOMERY COUNTY As the cities of Tomball and Montgomery County and Harris County animal shelters took in a number of dogs and cats in 2017, pushing the shelters over capacity. The data is self-reported by the shelters. 6,495 Adopted 459 Died/lost 756 Returned to owner 5,235 Adopted Magnolia do not have animal shelters, officials with the city police departments said the cities contract with the counties for animal control services. However, the two county shelters are struggling with capacity issues, officials said. According to self-reported data, MCAS housed 900 animals in July while only having 545 kennels at the facility. In addition to a large number of animals needing shelter, MCAS has faced director turnover and space, staffing and funding shortages as well as an ongoing improper euthanasia investigation. The MCSO launched an investigation of the county shelter Aug. 24 after MCAS Chief Veterinarian Jordan Gentry reported to the sheriff s office that 78 animals voluntarily surrendered by an owner were euthanized outside of established procedures upon arriving at the shelter Aug. 20, according to a statement. MCSO officials have not stated which procedures were not followed. It would be disturbing (if true) that the multitude of animals brought in from a hoarding case were not seen by the vet before [euthanasia] or if a plea was not put out to rescues, said Laura McConnell, president of the Lone Star Animal Welfare League, in an . McConnell said the nonprofit has worked with MCAS in the past. As the investigation is ongoing, two MCAS employees including shelter Director Aaron Johnson have been placed on paid leave, according to a Sept. 19 announcement from Montgomery County Precinct 3 Commissioner James Noack s office. Precinct 3 officials said Noack currently has oversight of the shelter. Johnson is the shelter s fourth director since MCAS has also grappled with funding shortages in recent years. The shelter had a $3.57 million budget for fiscal year , about $600,000 less than requested from the county, Johnson said in a July 17 interview prior 17,498 ANIMALS 6,657 Rescue/transfer 93 Trap-neuter-release 724 Died/lost 3,592 Euthanized 1,197 Returned to owner to going on paid leave. The shelter requested $4.2 million for FY for wage increases and new positions, Johnson said in July. However, county commissioners approved the FY budget on Sept. 5 with $3.7 million allotted for the animal shelter, according to budget documents. Staffing shortages caused by limited funding have affected the shelter s ability to provide care to the more than 14,000 animals it takes in per year, Johnson said in July. Due to high intake numbers, it often has two dogs per kennel. HARRIS COUNTY, NONPROFIT WORK The Harris County Animal Shelter can handle 12,000 animals each year, White said. However, the shelter housed about 18,000 animals in 2017 with a similar number expected this year, he said. When we get more than 150 animals total, we start reaching our capacity, he said. Now we are handling 18,000-plus [animals annually], but we are holding them much longer, which means we have more in the shelter at a time. White said the shelter currently cares for about 280 dogs and 200 cats. However, he said he anticipates the county s new shelter opening behind the existing facility on Canino Road, Houston, in late 2019 will increase capacity to 315 dogs and 210 cats. It s too many animals for the space that we have. We try to cut it off at 150 dogs and 100 cats, but we haven t been able to do that, he said. Some of our runs, we will have four or five dogs in a run, which to me is totally unacceptable, but the only alternative we have is to euthanize. The new shelter is funded by a $24 million bond referendum that was approved by voters in White said preconstruction work at the site has delayed the opening of the new facility. While AAR is a limited intake shelter, Pitcock said the organization tries to keep its kennels full, totaling about 54 dogs and 24 cats. Additional animals are in foster homes or on the waitlist for care. Still, the shelter averages about 500 total adoptions each year. A PET POPULATION PROBLEM Obtained prior to the investigation, MCAS data shows Magnolia ZIP codes and repeatedly among the highest animal intake areas for the shelter from , accounting for about 13 percent of MCAS total annual intake during that time, according to self-reported shelter data. Definitely we ve had more [pickups] in west [Montgomery] County, which is Magnolia, Pinehurst, Stagecoach and Montgomery, said Joe Guidry, Montgomery County Animal Control director. Johnson said in July that he believes the large number of homeless animals is tied to a growing residential population, the geography of the area and socio-economics as well as the lack of animals being spayed or neutered. Pitcock said AAR receives about inquiries each day about sheltering pets. However, with limited funds and space, the shelter must refer clients to the county shelters. We re listed as a no-kill shelter, but a better word for that is limited intake. We only have so much space for the dogs and cats, she said. Upon relocating to its new facility, AAR partnered with Texas Litter Control to provide low-cost spay-neuter services to the Tomball and Magnolia communities, Pitcock said. The problem here is definitely really bad. Something s got to give, she said. One local entity, Saving Grace Animal Medical Center, is anticipated to launch a full-service mobile animal clinic in October, servicing about a 30-mile radius from Hockley to the Magnolia area, owner Grace Lewis said. We have a pet population issue, and it falls on the responsibility of the owners of the animal, Lewis said. That s where the problem lies is that we have all this overpopulation. We have all these people who want to do good, but they can t because they don t have the funds, and there s more animals than people to adopt them. NEW INITIATIVES Both county animal shelters have implemented initiatives in recent years to reach no-kill status, a designation that is achieved when shelters have live-release rates of 90 percent or hi gher. While increasing its number of adoptions, foster homes, transports and efforts to lower the number of animals given up by their owners, Harris County has increased its live-release rate from 15.1 percent in 2010 to 90.3 percent in the first eight months of 2018, White said. According to self-reported data, MCAS officials claim to have increased the shelter s live-release rate from 43.9 percent in 2010 to 92.6 percent in MCAS received approval from commissioners in May 2016 to launch a community cat program to decrease the number of stray, free-roaming or feral cats arriving at MCAS by humanely trapping, neutering, vaccinating, removing the ear tip and returning cats to their original locations. Since implementing the program, MCAS officials reported that 20 percent of cats that entered the shelter in 2017 were returned into the county as community cats. In 2018 so far, more than 35 percent of cats have been returned, the shelter claims. White said Harris County started a similar program this year, increasing the number of cats released alive. Prior to that, there was hardly any way to get cats out of here alive. People just don t adopt cats very often, he said. Additionally, MCAS plans to soon bring a 38-foot trailer to the Magnolia area, which will provide off-site adoptions, free or low-cost spay-neuter services, and other medical care for animals by reducing cost and transportation barriers, Johnson s aid in July. The trailer is funded by a grant from the Petco Foundation. For people who are surrendering because they can t afford medical care... spay-neuter [services], or food or vaccinations, if we can offer those things to them or provide some way for them to get that, it will prevent them from sheltering, White said. 40 A closer look at affordability in TOMBALL & MAGNOLIA While the majority of the Tomball and Magnolia area sees a lower percentage of families in poverty than the state and national averages, a number of the 15 census tracts in the region have seen home values outpace incomes, according to census data from SOURCE: U.S. CENSUS BUREAU/COMMUNITY IMPACT NEWSPAPER CONTINUED FROM 1 As affordability challenges persist, long-standing nonprofit organizations such as Tomball Emergency Assistance Ministries, or TEAM, Society of Samaritans, or SOS, and TOMAGWA Healthcare Ministries are expanding services to provide long-term relief to low-income families as the number of clients grows. According to census data, the number of families living below the poverty level throughout 15 census tracts a neighborhood-level geography determined by the Census Bureau within Community Impact Newspaper s distribution area grew from about 29,000 families in 2010 to more than 35,000 families in Shirley Jensen, president of the board of directors for SOS, said about 20 percent of its applicants for services this year are first-time clients, an increase from last year s 16 percent. Part of that is the geography. We re way out here, Jensen said. Yes, [the people are] coming here, but we haven t caught up with the industry or the businesses or resources for them. LOW-INCOME CHALLENGES The median home value increased faster than the median household income from in 10 of 15 census tracts in the Tomball and Magnolia area. Additionally, median monthly rent exceeded the 2016 national average of $1,012 in all census tracts except one spanning eastern Magnolia city limits. There is a need for lower-income apartments, TEAM Executive Director Becky Loving said. Our apartment rents and house rents most of our clients do rent have just gone up so high based on supply and demand. That does put a real hardship on a lot of our clients. While the percentage of families living below the poverty level in most areas of Tomball and Magnolia is lower than the 40 Median household income percent change from MAGNOLIA TOMBALL state and national averages of 13 and 11 percent, respectively according to census data suggested living expenses are higher than median household incomes in about half of the census tracts. A family of four in Montgomery and Harris counties need to be able to spend $80,100 and $73,020 a year, respectively, on living expenses to meet the standard of living defined by the Economic Policy Institute s family budget calculator tool. The tool outlines the costs associated with a modest but adequate standard of living, EPI research assistant Zane Mokhiber said. Transportation costs account for about 18 percent of annual expenses in both counties. However, the average U.S. household spent 16.5 percent of income on transportation costs, according to a Bureau of Labor and Statistics report. As the Metropolitan Transit Authority of Harris County does not service the city of Tomball and a similar service does not exist in Magnolia nonprofit leaders said families in need often have difficulty accessing community services. Everybody in Tomball knows that transportation is a huge barrier, Loving said. According to 2016 census data, 26 percent of households in Tomball and Magnolia had one or no vehicle available. Nonprofit leaders said the largest barriers low-income families in Tomball and Magnolia face are the lack of public transportation and affordable child care options. With no easy solution, discussions about improving access to these services are ongoing among nonprofits. For people needing jobs, that s kind of step one: you have to find someplace to take care of your kid, Loving said. Low-income areas are also challenged by a lack of affordable education, housing and health care as well as food insecurity a lack of access to nutritious, Median home value percent change from MAGNOLIA TOMBALL affordable food and unemployment or underemployment, Jensen said. Tomball is a place where people live, but are there a lot of places to work? There s services industries for the town, but you have to go somewhere else to go to work a lot of times, Friesen said. NONPROFITS MEET GROWING NEEDS As the populations of Tomball and Magnolia increase, so do the needs, local nonprofit leaders said. In Magnolia, SOS served 445 applicants in July with 18 percent of those being first-time clients, according to SOS information. Most of them are new to the area, Jensen said. SOS, founded in 1986, provides food, clothing, emergency assistance and newly launched job assistance workshops in the Greater Magnolia area. SOS Assistant Executive Director Chandra Adams said the organization takes a holistic approach to serving its clients. We re looking to partner with our clients on not just meeting the immediate need but solving the bigger problem in regards to their poverty, Adams said. In addition to food and crisis assistance, SOS began offering monthly job assistance workshops this spring. Additionally, SOS offers complimentary outfits for job interviews at its Magnolia resale shop and gas vouchers for travel to job interviews, Adams said. We are looking to partner with Magnolia in re-employing its community, she said. Jensen said SOS also plans to extend its hours and work more closely with homeless individuals in Magnolia. We re ready to meet the needs, Jensen said. In Tomball, TEAM has also welcomed a growing number of clients. Loving said TEAM serves about 55 new families every month. We re really looking forward to getting programs in place... to get jobs for the ones who don t have jobs and get skills or career training, Loving said. TEAM also launched the Tomball Benevolence Network in April, a program that connects residents in need to resources available throughout the Greater Tomball area, Loving said. Auto repair shops, electricians, plumbers, roofers, mental health clinics and churches are already a part of TBN, donating services or offering lower rates. We have a lot of players in the community that are working with us, and I think that s what it s going to take, she said. It s not a matter of whether people out there are willing; it s just a matter of communicating and coordinating the resources that are already there. MEETING HEALTH CARE NEEDS In addition to emergency and job assistance needs, TOMAGWA is working to meet local health care needs. TOMAGWA Executive Director Lee Ann Kroons said the nonprofit grew its Magnolia services from a weekly clinic to a permanent site in March 2017 to keep pace with community needs. The family practice health care center which began nearly 30 years ago serves uninsured, low-income individuals in the Tomball, Magnolia and Waller areas. TOMAGWA is also looking for more medical specialists with which to partner and offer services, she said. Every week we do new patient screenings, and the waiting room will be full, Kroons said.
