1 SITUATION REPORT OFFICE OF DISASTER PREPAREDNESS AND EMERGENCY MANAGEMENT DATE: TIME: EVENT: October 23, :00 p.m Tropical Storm Sandy DATE OF EVENT: October 23, 2012, 2012 SITUATION REPORT NO.: 1 NATURE OF EVENT: A Hurricane Warning remains in effect for Jamaica as Tropical Storm Sandy defines her northnortheastward path to Jamaica. As Sandy becomes more and more organized and environmental conditions remain conducive for development, the system is likely to strengthen into a hurricane in the next hours. Sandy began a north-northeastward track a little later than originally forecast therefore; landfall is now expected by midday Wednesday. The forecast remains however, that the significant rains associated with Sandy should begin tonight and continue through Wednesday evening. Sandy is moving towards the north-northeast near 9 km/h (6 mph) and this general motion is expected to continue at a faster forward speed today and tomorrow. On this forecast track, the centre of Sandy will reach the southern coast of Jamaica (in the vicinity of Clarendon and St. Catherine) near midday Wednesday, then across the island, exiting the island (via St. Ann) heading towards eastern Cuba by Wednesday evening. Tropical storm Sandy is located South-southwest of Kingston, Jamaica or 290 kilometres (180 miles) south of the Pedro Cays.

2 SITUATIONAL ANALYSIS: The forecast for 200 mm (8 inches) to 300 mm (12 inches) of rainfall on Wednesday remains in effect based on the latest NMS bulletin. Flash flooding of low lying communities is still expected. Parishes Likely to Be Worst Affected Parish Population The track of the storm is shifting slightly but the impact of the storm is still expected to be islandwide since tropical storm force wind Clarendon extends up to 165km from the centre. Central and eastern parishes St Ann 24,835 remain on the watch list for more severe impacts, more so the eastern section of the island. 3 Grovedale Avenue, Sandy Park and Tavern/Kintyre, Taylor Lands/Weise Road, Bull Bay also remain on the watch list. STORM SURGE Given the approach of the storm from directly south, communities along the southern coastline could be impacted by storm surge. As the system moves north of the island it is expected that about 1-2 metres surges will occur along the northcentral and northwestern coastline (St. Mary to St. James). Communities in St Catherine, KSA and Clarendon are likely to be affected first. WIND Tropical storm force winds are likely mainly across central and eastern parts of the island; stronger across eastern parishes where the centre is forecast to track. Effects mainly for central and eastern parishes: trees down to major damage possible across particularly over eastern parishes. For other sections of the island: trees swaying. Winds are expected to be 85km/h (50mph) or higher. Down utility poles and wires and traffic lights could be affected. Despite the tropical storm forecast, strong gusts could affect roofs and crops. 3

4 MICRO-BURSTS In previous tropical weather systems, micro-bursts have been known to occur. No precise location can be forecast for this phenomenon. During the trough of September 29, a microburst occurred in the Cockpit area of Clarendon. ACTIONS TAKEN National Emergency Operations Preparations were ramped up today in alignment with Hurricane Standard Operating Procedures (SOPS s). The NEOC remains activated. Damage Assessment National Emergency Response GIS team (NERGIST), Initial Situation Overview (ISO) reconnaissance team and Damage Assessment Core Team remains on Standby. Sheltering and Evacuation Evacuation Evacuation orders have been issued for the following communities are currently being evacuated with assistance from the JUTC. A list of shelters to be opened to receive evacuees has been prepared. Pre-Impact Data No change in status Critical Infrastructure The following updates were provided to the National Disaster Committee briefing held today. Health Hospitals in all parishes have activated their disaster plans.the health emergency operations centre will be moved to the Bustamante Hospital for Children. On Wednesday October 24, only emergency cases will be dealt with at hospital and elective patients will be discharged. 5

6 Blood bank fully stocked and all vehicles are being fuelled Advisory being issued to pregnant women in third trimester to evacuate from high ground closer to health facilities. Dengue actives will resume after the rains has subsided Power and Electricity (JPS) The JPS EOC has been activated and the major focus is on St Catherine Materials and equipment has been deployed to vulnerable areas included St Thomas Crews have been pre-positioned on the ground to vulnerable areas such as Portland and other landslides prone areas Power will remain connected and will be disconnected at the last minute if required. Water Supply Vulnerable facilities have been equipped with stand by generators All facilities have activated emergency plans Water storage is recommended Welfare & Relief Ministry of Labour & Social Security All welfare sub committees have now activated and shelter managers are on standby Prepositioning of food supplies is now in some cut- off communities like Westphalia in St Andrew Packaging of relief items is underway and will be completed by this afternoon All parishes have activated their MOU with the suppliers if needed RED Cross The Emergency Operations Centre has been activated Community groups alerted Prepositioned nonfood supplies across the island International Red Cross is on standby to receive needs list Transportation - JUTC The agency is currently supporting evacuation of vulnerable areas. 6

7 Roads & Infrastructure The Bog Walk Gorge has been closed since 8:30 p.m TELECOMMUNICATIONS Lime Emergency operations plan has been activated. Contingencies are in place for alternation power supply for infrastructure. Digcel Engineers have been dispatched to ensure quick response can be mounted. Customer care has been activated. TOURISM The NMIA closed at 10:00 p.m and will re-open at 6:00p.m on Thursday if the situation improves The Montego Bay airport (MBJ) will close at 8am tomorrow. 4 aerodromes were closed at 7 pm and will re-open on Thursday All Tourism EOC s activated. The TEOC is activated at Wyndham Hotel in New Kingston and information will be sent to all affiliate offices overseas. COMMERCE & TRADE All businesses were ordered closed today at 2:00 P.M to facilitate personal/family preparations. SAFETY & SECURITY Curfews are in effect for several areas. EDUCATION All schools were ordered closed at 1:00 p.m today and will remain closed throughout Wednesday October 24,
