1 Annual Development Highlights Community Planning, Housing & Development 2017 January 1, December 31, 2017 Report Summary The following summary highlights development trends in 2017, wherein the County continued to encourage commitment to planned smart growth, mixed-use, walkable communities with high quality transit, and superior school and public facilities. The year 2017 saw the approval of 7 mixed-use projects in the Rosslyn-Ballston and U.S. 1 Corridors, as well as in the Lee Highway area. Eight site plan projects began construction, adding significant square footage in multifamily residential development, as well as in office and retail space. Continued Growth in Residential, Office, and Retail Development Project approvals and construction starts in 2017 foresee continued growth in residential development, with modest gains in retail and office space. In 2017, the square footage of approved retail and office space was lower than the ten-year average. Nevertheless, the County made some gains in office square footage with the start of construction for 2311 Wilson Blvd, which will add an 8-story office building with ground floor retail to the Court House neighborhood. Furthermore, the total square footage of retail space starting construction in 2017 was higher than the ten-year average. Several mixed-use projects throughout the County will add 127,997 sq. ft. of retail space, as compared to the ten-year average of 91,682 sq. ft. The year 2017 also foresees continued strong growth in residential development. The total number of residential units approved in 2017 was higher than the ten-year average (1,847 units approved, as compared to the ten-year average of 1,701 units). Additionally, 2017 saw the second highest amount of multifamily units starting construction in the past 10 years, which will add 1,956 total units. Arlington Public Schools Projects In the past year, several projects were either approved or completed to address Arlington Public School s (APS) various facility needs, demonstrating APS s commitment to providing high class primary and secondary education facilities. In the early part of the year, the County Board approved three Use Permit projects to expand APS enrollment capacity totalling more than 300,000 sq. ft. of classroom space. These include the construction of a new middle school (The Wilson School) in Rosslyn, the expansion of middle school space at The Stratford School in the Maywood neighborhood, and construction of a new elementary school adjacent to the site of Thomas Jefferson Elementary School in South Arlington. Additionally, the previously approved McKinley Elementary School Addition project was completed in February, adding 32,250 square feet of classroom space. Methodology Hotel Rooms Annual development highlight reports are generated from County staff reports, County Board minutes, and data on Certificate of Occupancy (CO) permits, building permits, and demolitions permits. The approval date is the date the project was approved by the County Board (by-right projects will not have an approval date). The construction start date is based on the date the first building permit was approved for the project, and projects are classified as under construction when construction activity commences above grade. Completed projects are those where a CO has been issued. In general, an office or retail project is determined to be complete if at least 50% of certificates have been issued to the project. For multi-family residential projects, completion is determined based on the issuance of a CO for the middle floor of the building. In some cases, projects were determined to be complete or under construction based on site visits by Planning Division staff. Demolished projects are those where a Demolition permit has been issued. The projects contained in this report are only those that add or subtract new density (i.e., residential units, hotel rooms, or gross floor area) to current residential, hotel, office, retail and other space*** inventories that are privately owned or County owned in Arlington. ***Other space includes light industrial, government, institutional, schools, churches, and other types of uses. 3 Development Annual Development Tracking Highlights Report Third Quarter Defining Approvals A project that is built under the site s current zoning requirements is called a by-right (B/R) project. Within certain zoning districts, developers may apply for a special exception that allows for more flexibility in development form, use, and density than is permitted by-right. These special exceptions must go through public review and be approved by the County Board. The primary special exception process for large projects is the site plan process. Other special exceptions are granted through use permits, including unified residential and unified commercial mixed-use districts. In 2003, the County Board adopted a form based code for Columbia Pike; these form based code projects are either approved by-right or through the Use Permit Process. The following tables and charts display all major projects (site plan or use permit) that were approved by the County Board in 2017 as well as all Form Based Code projects approved (either by-right or as a use permit) in Other by-right projects are not listed in this section as they are approved administratively. Data are reported for each of Arlington s Major Planning Areas and Other Planning Areas. Major Planning Areas include Rosslyn, Courthouse, Clarendon, Virginia Square, Ballston, Crystal City, Pentagon City, and Columbia Pike. Other Planning Areas include Nauck, Shirlington, East Falls Church, Lee Highway, and Four Mile Run.
