1 Annual Development Highlights 2016 Community Planning, Housing & Development Report Summary Arlington County, as it embarks on its fifth decade of Transit Oriented Development, continues to encourage commitment to planned smart growth, mixed-use, walkable communities served by high quality transit. Development activity in 2016 included the completion of 11 mixed-use projects in the Rosslyn-Ballston and Jefferson Davis Corridors. Twenty-one additional projects were either approved or under construction in 2016, including one elementary school addition. Additionally, over 200,000 Gross Floor Area (GFA) of retail space was approved for ten mixed-use projects. Single Family and Multi-family Residential Growth In 2016, 1,666 multifamily residential units were completed and by the end of the year an additional 1,394 multifamily residential units were under construction. The County Board also approved 2,586 multifamily units. Single family home construction continued to show increased development activity. In 2016, both single family home construction starts and demolitions were at the second highest level in the last 10 years. Completions in 2016 were the highest in 10 years. January 1, December 31, 2016 Major Projects Approved and Amended 2016 saw amendments to two major site plans: Metropolitan Park Six in Pentagon City and 4040 Wilson Boulevard/Founders Square in Ballston. Metropolitan Park Six is the latest installment of a multiyear effort to redevelop the Pentagon Industrial Center warehouse with retail and residential space. Additionally, the Rosslyn Plaza Phased Development (PDSP) was approved by the County Board. This project will cover 7.65 acres and includes 2,531,660 GFA of residential, hotel, office, and retail uses. Revitalization of Columbia Pike By the end of 2016, three Commercial Form Based Codes were completed in Columbia Pike, including 2400 Columbia Pike, Columbia Pike Village Center, and S. Rhodes St. These projects, which will collectively add over 800 residential units and almost 95,000 square feet of retail space, will continue the revitalization of Columbia Pike and further implement the Code s vision to create pedestrian-oriented development that will foster a vital main street. Methodology Annual development highlight reports are generated from County staff reports, County Board minutes, and data on Certificate of Occupancy (CO) permits, building permits, and demolitions permits. The approval date is the date the project was approved by the County Board (by-right projects will not have an approval date). The construction start date is based on the date the first building permit was approved for the project, and projects are classified as under construction when construction activity commences above grade. Completed projects are those where a CO has been issued. In general, an office or retail project is determined to be complete if at least 50% of certificates have been issued to the project. For multi-family residential projects, completion is determined based on the issuance of a CO for the middle floor of the building. In some cases, projects were determined to be complete or under construction based on site visits by Planning Division staff. Demolished projects are those where a Demolition permit has been issued. The projects contained in this report are only those that add or subtract new density (i.e., residential units, hotel rooms, or gross floor area) to current residential, hotel, office, retail and other space*** inventories that are privately owned or County owned in Arlington. ***Other space includes light industrial, government, institutional, schools, churches, and other types of uses. 3 Development Annual Development Tracking Highlights Report Third Quarter Defining Approvals A project that is built under the site s current zoning requirements is called a by-right (B/R) project. Within certain zoning districts, developers may apply for a special exception that allows for more flexibility in development form, use, and density than is permitted by-right. These special exceptions must go through public review and be approved by the County Board. The primary special exception process for large projects is the site plan process. Other special exceptions are granted through use permits, including unified residential and unified commercial mixed-use districts. In 2003, the County Board adopted a form based code for Columbia Pike; these form based code projects are either approved by-right or through the Use Permit Process. The following tables and charts display all major projects (site plan or use permit) that were approved by the County Board in 2016 as well as all Form Based Code projects approved (either by-right or as a use permit) in Other by-right projects are not listed in this section as they are approved administratively.
