1 Terms of Reference (ToR) for Mapping and Hazard Assessment of Earthquake Induced Landslides and Recommendations for Mitigation Measures for Post-Earthquake Recovery Work in Nuwakot District 1. Background USAID funded Hariyo Ban Program is a five-year program being implemented in two important landscapes of Nepal Terai Arc Landscape (TAL) and Chitwan Annapurna Landscape (CHAL). The Hariyo Ban Program is implemented by four consortium partners: WWF Nepal as prime recipient, Cooperative for Assistance and Relief Everywhere (CARE), National Trust for Nature Conservation (NTNC), and the Federation of Community Forestry Users, Nepal (FECOFUN). It works on three core interwoven components biodiversity conservation, sustainable landscapes and climate change adaptation with livelihoods, gender and social inclusion, and internal governance of NRM groups and their networks being important cross cutting themes. The 2015 Gorkha Earthquake and numerous aftershocks severely affected people in the midmountain region of Nepal. Some of the human casualties and economic loss resulted from landslides, which destroyed 2.2% of forest cover in the worst affected districts (FAO data in the Post-Disaster Needs Assessment, National Planning Commission 2015). Due to weakened, cracked, and destabilized slopes and surfaces, sensitive areas have now become even more susceptible to landslides that could be triggered by further earthquake activity, heavy rainfall or snowfall, or inappropriate land uses or infrastructure development. Landslides can block rivers, as occurred on the Kali Gandaki after the 2015 earthquake, with risk of downstream flooding when the temporary blockages are breached. Landslide areas and slopes with accelerated soil erosion in upstream areas of watersheds may cause sediment deposition in downstream areas, resulting in loss of farm and forest land; raising of river beds and loss of dry season surface flow; increased flooding during the monsoon; and accelerated river cutting. 2 In the post-earthquake situation, the Government of Nepal has given high priority to earthquake recovery work, measures to mitigate future disaster risk, and supporting people to get back to normal life. As land and water resources and ecosystems systems were heavily impacted by the earthquake many development partners are providing support for land protection and water management. The Department of Soil Conservation and Watershed Management (DSCWM) has major mandates to work on landslide treatment and mitigation measures to protect people, settlements, livelihood-based infrastructure, water and land resources. Besides DSCWM, Department of Roads (DoR), Department of Water Induced Disaster Prevention (DWIDP), International Union for Conservation of Nature (IUCN), Department of Environment, Tribhuvan University, Department of Local Infrastructure Development and Agricultural Roads (DoLIDAR) are other organizations dealing in the landslide issues. Immediately after the earthquake, District Soil Conservation Offices (DSCOs) started preparatory and relief works with the resources they had and with the additional financial resources provided by Government of Nepal at the time. The Earthquake had significant impact on many of the work that were undertaken by Hariyo Ban Program. The program therefore has started to take action to build back in a resilient manner with recovery work in Gorkha, Dhading, Nuwakot and Rasuwa districts. Hariyo Ban worked with the Ministry of Science, Technology and Environment to undertake a Rapid Environmental Assessment that identified both direct impacts of the earthquake on the environment, and potential adverse impacts from recovery and reconstruction. Hariyo Ban is now working across different sectors to promote environmentally responsible practices in recovery, to help reduce future disaster risk and reduce adverse impacts during recovery For landslides, different agencies have been engaged in landslide inventory and hazard assessment to create a reliable database related to the scale and types of landslides, current and possible future impacts due to landslides, prioritization for their treatment, and major recommendations for structural and non-structural measures to treat landslide sites. Some programs have already started assessing earthquake induced landslides in Gorkha, Dhading and Rasuwa districts. Nuwakot district falls under high vulnerability rank (out of very high, high, moderate, low and very low ranks) according to National Adaptation Programme of Action, 2010 (NAPA) and the vulnerability has increased due to the earthquake. In this context, Hariyo Ban Program will fund a consultancy to conduct an assessment of landslides and cracked areas in Nuwakot district, in close coordination with DSCWM. 2. Objectives The main objective of the work is to map and assess earthquake induced landslides and provide recommendations for mitigation measures in post-earthquake recovery work. The specific objectives are to: Identify and prepare maps of earthquake induced landslides in Nuwakot district Identify types of landslides and feasibility of treatment Conduct hazard, risk and vulnerability assessment of the landslides Page 2 of 7
3 Provide recommendations on mitigation measures for recovery work, if justified and feasible 3. Scope of the work The scope of the work will cover: I. Mapping of earthquake induced landslides and cracked areas in the watersheds/subwatersheds of Nuwakot district II. Identification of landslide types and the feasibility of treatment III. Landslide hazard, vulnerability and risk assessments IV. Prioritizing landslides with reference to the urgency of work needed, and feasibility V. Identification/recommendation of mitigation measures and tentative planning and cost estimation of activities in prioritized landslides 4. Methodology 1. Desktop review and consultations: The consultant will undertake a review and consultations to assemble all the existing landslide mapping and other surveys, including assessments of individual landslide sites that have been done since the earthquake by Government, ICIMOD and other organizations, for Nuwakot district. This will involve internet searches, and contacts with DSCWM, Department of Mines and Geology, ICIMOD and others doing remote sensing of landslides and related geology etc. to ensure all available data are tapped. It also necessitates contacting the Nuwakot DDRC, DSCO and organizations working on post-earthquake recovery to find out about other organizations working on landslides, and collect information from any that have undertaken field surveys of sites, to avoid duplication of work. 2. Production of detailed plan of action for GIS and field work: An inception report will be produced and presented to DSCWM and Hariyo Ban staff, covering: available information on Nuwakot landslides other stakeholders working on this action plan for GIS and field work to produce the remaining information needed to fulfil this consultancy subsequent analysis of data further consultations planned 3. GIS and field work: The assessment will follow standard methodology using both qualitative and quantitative analysis techniques, with intensive field work to assess prioritized landslides. In general, the methodology will include GIS based spatial analysis of high resolution Remote Sensing Data such as satellite imagery of pre and post-earthquake scenario, Google Earth maps and other digital platforms, building on Page 3 of 7
4 existing analyses. Wherever possible the same methodology will be used as for other districts, in order to ensure comparison of results across districts Remote sensing will be used to do initial screening of landslides for those that pose hazards for; local settlements; economic activities such as agriculture, tourism or industry; infrastructure such as roads, bridges, trails, hydropower plants and transmission lines; significant damming of rivers and/or downstream sedimentation and flooding; and important biodiversity areas. Landslides with high risk to human life, economic activity, infrastructure, biodiversity, and downstream impacts will be prioritized for field survey. The methodology for prioritization will be agreed with DSCWM and Hariyo Ban. A short-list of prioritized landslides that is agreed with DSCWM and Hariyo Ban will be assessed in the field for geological, topographical, hydrological, soil, vegetation, prior land use, and other relevant characteristics. Hazards and vulnerability across sectors will be assessed. Feasibility of interventions to reduce risk of further landslides, and to stabilize and restore the sites, will be assessed for the short-listed landslides. This includes options for hard engineering and/or bioengineering works, along with other required interventions (such as drainage control, grazing control, changes in agricultural practices, rerouting of roads and trails, and relocation of settlements that are highly threatened by future landslide activity). Tentative cost estimates will be made for sites where landslide stabilization and restoration interventions are feasible. Results for each landslide will be documented separately, along with its GPS location and local place name. Due to limited time, the consultant should mobilize several teams for district field work simultaneously. During the field work phase there should be good consultation and collaboration with DSCWM, Department of Hydrology and Meteorology (DHM), the Department of Mines and Geology. The Nuwakot DDRC, the DSCO, local communities, and other relevant organizations working on recovery at local level. 4. Analysis and draft report preparation The consultant will undertake analysis of the results and prepare a draft report. The report will cover: Brief review of relevant geology, soils, topography, hydrology, vegetation, land use and infrastructure of Nuwakot district Overall summary of existing and potential future landslide situation, including any factors that may have exacerbated landslides, such as land use or infrastructure Page 4 of 7
5 Spatial mapping of all landslides in the district, indicating type of landslide, severity of risk, those shortlisted as being of specific concern, and those feasible for different levels of treatment. Description of each assessed site, including current situation, degree of stability, future prognosis, recommendations for feasible interventions and their likelihood of success, special concerns, etc., along with photographs, high resolution site maps, etc. Cost estimates for works at each site, covering short-term actions to stabilize the site, and longer term recovery work (as relevant) Capacity to implement recommendations, including technical capacity, labor, etc. including training needs Monitoring and evaluation recommendations Total budget for district for short-listed sites Conclusions and summary of recommendations for the district The draft report will be presented both in Nuwakot district and in Kathmandu. Feedback from the consultative meetings will be incorporated and the report will be finalized. The report should be prepared in English. It should have an executive summary, and Annexes as relevant. 5. Expertise As the consultancy is to be finished within a short time frame and it demands a high level of field work, the following team of multidisciplinary experts is needed but not limited to: 1. Team leader/landslide/watershed management expert 2. GIS and Remote Sensing Expert 3. Engineering Geologist 4. Engineer(s) 5. Bio-engineering expert 6. Surveyors In addition, a number of technical assistants will be needed to help the assessment team in the field and during the desk study. 6. Duration The duration of the consultancy is three months including central level preparatory work, field level surveys/assessments, presentation of preliminary results, and final reporting. Deliverables The deliverables of the consultancy will be: Deliverable Inception report and inception meeting Draft technical report Consultation meetings at Nuwakot and in Kathmandu Final technical report incorporating feedback; electronic copies of all maps, photographs etc. collected and generated during the project Final financial report Due date 7 days after signing the contract Within 10 weeks Within 11 weeks Within 12 weeks Within 12 weeks 8. Logistic support The consultant will manage his/her own logistic support for the completion of this assignment and required cost will be paid as per WWF Nepal policy. The consultant must ensure safety of the team to the best of his/her ability at all times, and arrange for insurance of all personnel on the consultancy. WWF will pay for and organize the national level meeting, and will help with introductions for appointments. 9. Supervision The consultant will undertake the assignment under the coordination and supervision of Coordinator, Biodiversity Conservation, Hariyo Ban Program. 10. Budget The consultant should submit a financial proposal that includes detailed breakdown of total budget proposed including: fee, travel cost, communication costs, meeting and reproduction of documents in Nepali Rupees. The payment is subject to tax deduction as per prevailing government rules. The payment will be made in instalments based on submission of satisfactory works and deliverables. 11.
