2 LEGAL INSTRUMENTS ESTABLISHING KNBS KNBS is a semi autonomous Government Agency established under the Statistics Act Number 4 of 2006 of the Laws of Kenya. 2

3 MANDATE OF KNBS Mandate includes collection, compilation, analysis, publication and dissemination of statistical information, and the coordination of the National Statistical systems (NSS) NSS constitutes data producers, data users and data providers 3

4 THE NATIONAL STATISTICAL SYSTEM (NSS) AND ITS STRUCTURE The Constitution of Kenya recognises the importance of statistics in all spheres of development. The national statistics and data on population, the economy and society in general are clearly identified in the Constitution as a function of the national government 4

5 THE NATIONAL STATISTICAL SYSTEM AND ITS STRUCTURE Further, the Statistics Act, 2006 provides the legal and institutional framework for production and management of statistics in Kenya. Official statistics are collected through censuses, surveys or compiled from administrative records collected by government agencies in their daily work. 5

6 THE NATIONAL STATISTICAL SYSTEM AND ITS STRUCTURE These statistics are produced in line with agreed international/national standards and conform to the United Nations Fundamental Principles of Official Statistics KNBS supervises and coordinates the NSS to ensure comprehensiveness and methodological soundness of statistics that are produced by the government Ministries, Departments and Agencies 6

7 THE NATIONAL STATISTICAL SYSTEM AND ITS STRUCTURE KNBS Coordinates statistical activities across government include setting statistical standards, reviewing and commenting on the validity of statistics. All the Ministries, Departments, Counties and Agencies (MDCAs) of government are included in the National Statistical system (NSS). Kenya -48 levels of Government (1 National and 47 County governments) 7

8 THE NATIONAL STATISTICAL SYSTEM AND ITS STRUCTURE Effective coordination between KNBS and the NSS, including county governments, through Strategic planning is necessary to ensure that international standards and norms are implemented and that methods, concepts, definitions and classifications are harmonized across country and counties 8

10 NSS Structures Under the NSS the KNBS has also established a number of technical committees comprising members of NSS that meet on a quarterly basis. All these committees are sources of our Environment Statistics 10

12 ENVIRONMENT STATISTICS TECHNICAL COMMITTEE Due to increasing demand of environment statistics the KNBS established Environment Statistics committee The Committee is chaired by the hosting institution The Ministry of Environment and Natural Resources is the co-chair. KNBS provides secretariat to the Committee 12

13 ENVIRONMENT STATISTICS ASSESSEMENT IN KENYA Environment statistics/data is spread over many organizations in the public, private sectors, international and regional organizations. The data/information is gathered by institutions and organizations through census, surveys, projects, research work, monitoring, publication, records etc 13

14 ENVIRONMENT STATISTICS ASSESSEMENT IN KENYA CON,T These databases are often not accessible to potentials users due to lack of a centralized system for sharing the data and information Data collection is also inadequate due to the widely scattered sources without an established data/information collection infrastructure 14

15 Objectives of the Committee Coordination of the production and provision of comprehensive, accurate and timely environment statistics; Sensitization of member institutions on the need for quality environment data and strengthening of the national statistical system; Promotion of cooperation among producers and users of environment statistics; Wide scope of the data required for Sustainable Development Goals (SDGs); and Capacity building in environment statistics. 15

16 Mandate Monitor the production of timely environment statistics. Harmonise production of similar datasets pertaining to environment produced by different institutions. Taking stock of the current environment data collection by each institution Identification of priority variables and statistics Monitor computerization process in institutions responsible for environment data production /dissemination/use to ensure that statistical considerations are taken on board at all levels of computerization processes. Monitor the implementation/observance of standards and codes. Provide forums that bring together various stakeholders (users/producers) of environment statistics Provide technical advice in the periodic implementation of Environment Statistics surveys and programmes Identify areas which require further research 16

19 Methodologies The national statistical office collect data from government institutions through NSS --formal request and ESTeC members. Available data are validated by ESTeC for use to calculate indicators and aggregate available data for presentation in tables. But no proper statistical methodology has been used such as sampling design, the specification of the survey population, methods of data collection, methods of calculation and modeling to produce indicators. In addition, the concepts and methods applied vary but International definitions are used wherever applicable: 19

21 EXPERIENCE WITH FDES Prior to implementing the revised FDES 2013 Kenya was using the 1984 FDES 1984 FDES was not easy to follow, and it also leaned more towards DPSIR model FDES 2013 is easy to follow and use: It structures environment statistics into Components, Subcomponents, Topics and Statistics FDES 2013 also sets the scope of coverage of environment statistics It comprises the Basic Set which includes everything possible, and the Core Set which is the bare minimum that a country can compile These Sets help us to identify gaps in data coverage 21

23 ENVIRONMENT STATISTICS PRODUCTION IN KENYA Through FDES the country will produce the following reports: Environment Statistics Report covering Climate, Land, Population, Water, Wildlife, Forestry and Fisheries Human Settlements Statistics Report covering population, access to water, sanitation and energy, waste collection & disposal, housing conditions, natural disasters and environmental health. FDES help to identify gap in data coverage. Waste management statistics from county Governments and this will soon be compiled 23

24 ENVIRONMENT STATISTICS PRODUCTION IN KENYA Environment statistics collection depends on policy priority Depending on the policy priority, this could include Rainfall/temperature data Emissions inventories ( greenhouse gases) Water statistics (abstractions and use) Energy statistics (supply and use) Biodiversity threatened species Waste statistics (generation and disposition) Natural resources statistics forest, fisheries mining etc Oceans,,..Resources 24

26 ENVIRONMENT STATISTICS & SDGs FDES use to meeting data needs for SDGs Goals 6 :on availability and sustainable management of water and sanitation for all Goal 7: access to affordable, reliable and modern energy Goal 11: making cities and human settlements inclusive, safe, resilient and sustainable Goal 12 on sustainable and consumption patterns is addressed through statistics on natural resources, pollution and waste management Goal 13 on combating climate change and its impacts is partly addressed through climate change statistics. 26

27 ENVIRONMENT STATISTICS & SDGs Cont., Goal 15 on Sustainable use of terrestrial ecosystems, forests, combating desertification, land degradation and biodiversity conservation is partly covered by the wildlife and forestry statistics. However more work needs to be done to be able to produce all the indicators to address the SDGs 27

28 ENVIRONMENT STATISTICS & SEEA Kenya is one of the countries involved in Environment Accounting focusing on water and energy. Currently working on Energy Accounts FDES uses SEEA definitions and classifications making it possible to meet data requirements for SEEA Challenges: some data are not appropriately categorized e.g. water and energy use are not classified according to ISIC which is a requirement by FDES and SEEA. 28

29 Environment Statistics Programme with Statistics Sweden KNBS (Kenya National Bureau of Statistics) in how to use the data from the KIHBS (Kenya Integrated Household Budget Survey) in order to produce good, and from a user perspective, relevant statistics on households impact on the environment. To identify relevant variables in the KIHBS the UN-framework FDES 2013 (The Framework for the Development of Environment Statistics) was used FDES 2013 indicators from Kenya Integrated Household Statistical surveys 2005/2006 and 2015/2016 were developed 29
