The new curse departs frm the traditinal sense f site planning and frm the way we have taught it in the past 20+ years. Nw, it deals with the larger issues f site planning, and I renamed it as Strategic Spatial Planning. In this re-designed class we will examine the spatial structure f the New Metrplis acrss the gegraphic scale: frm the reginal, t the city, suburb, and blck. The central theme is Retrfitting the Suburbs: A respnse t freclsing the American Dream. We will fcus n tw regins (Metrplitan Areas): Chicag and Miami. These tw metrplitan areas are selected based n their distinct urban grwth characteristics. While Miami has reached its natural grwth bundaries and high-density is a necessity, in Chicag, high-density develpment is viewed as a means t cmbat vast urban sprawl. Als, these tw regins enjy different ecnmic functins, sizes, density, vertical density, urban patterns, mass-transit, building typlgy, and climatic cnditins, which make the cmparisns mre interesting. Thrugh fur prjects we will make cmprehensive analytical examinatins and prpse visins and plicies: Prject One: General Reginal and Sub-Reginal Analysis. Prject Tw: In-depth Analysis and Plicy Recmmendatins. Prject Three: Crafting Ec-Suburbia Master Plan (with fcus n TOD). Prject Fur: Inventing Ec-Blck Mdel fr Ec-Suburbia. 1 P a g e

Curse Frmat This is an intensive wrkshp curse where it emphasizes learning by investigating, inquiring, applying, and ding. Students will apply int this wrkshp their planning knwledge and experiences. Students are required t cme t class n time (6:00 PM) each sessin and shuld reprt n their wrk prgress t the instructr. I ll be taking attendance at the beginning f each class. The class will be divided int multi-disciplinary teams. Each team shuld bring laptps and necessary materials and tls in rder t make the class perid prductive. Expected class size is 25 students. We will be wrking mainly in the assigned classrm. Sme grups are allwed t use the UPP cmputer rm when needed. Teams and Regins In the first prject, the class will be divided int tw prime teams; ne will examine Chicag and the ther Miami. Chicag is divided int cunties and Miami is divided int urbanized areas. In the subsequent prjects the prime teams will be subdivided int tw sub-teams s that each team will handle, cmpare, and cntrast tw suburbs. We d nt knw much abut the examined regins. We will make extensive mapbased analysis t reach an understanding f the examined issues. Deductive analysis. We have in mind a few issues we care abut regarding the suburbs such as Greenfields, transprtatin, landuse, eclgical infrastructure, and we will try t learn abut them thrugh map-based analysis. 4 P a g e

Ggle Earth maps Ggle Earth and ther aerial phtgraphy websites prvide excellent maps. Yu can use these maps as base-maps and trace ver them t delineate fr example the urban envelp and regin s bundaries. Als, yu can draw n Ggle maps t shw areas and regins and ther gegraphic features. Ggle Earth prvides aerial phtgraphs that g back in time (abut years). These aerial phtgraphs help in cntrasting the regin, the city, neighbrhds at different timeframes. There are als ther websites that prvide useful aerial phtgraphs f the urban and suburban areas. Ggle Maps Ggle Maps and ther map surces are increasingly infrmative. They prvide useful infrmatin at multiple gegraphic scales. At the finer scale, maps are hyperlinked t street-level phtgraphs, ndal mvies, mvie clips, wide-views, animatin, etc. GIS maps GIS data and maps are increasingly available via multiple websites f Federal (e.g. Census Data Bureau), State, City, Municipalities, Villages as well as ther planning and GIS rganizatins. Large tracts f land were available arund cities, gasline was cheap fr car travel, and families wanted t leave the busy and crwded business centers. Fr the past 50 years we have been grwing ut extending beynd the limits f existing settlements and cnverting farmland, deserts, and frests int building sites. Hwever, suburban sprawl is tday facing serius prblems, and we lack plicies that address them. Summary f prblems facing American suburbs: Withut dubt, suburbia will at sme pint cme t an end, because this way f life is becming unsustainable ecnmically, energy-wise, and eclgically fr the wider masses. (East and West Review, Analytics Agency: Freclsure. While urban neighbrhds are imprving, suburbs are suffering frm massive clsures and decline in jbs, and quality f life. Suburbs suffer frm high rates f freclsures cmpared t lwer rates in cities. Urban neighbrhds have mre than dubled their share in 15 regins and the increase had been particularly dramatic ver the past five years. The trend is cntinuing in the wake f the real-estate market dwnturn. The market became flded with freclsed huses f peple wh were nt able t make their mrtgage payments anymre. Pverty. Fr the first time in histry, the level f pverty in the suburbs became higher than the level f pverty in the cities and that tendency is cntinuing. Unemplyment. The prblem f pverty in the suburbs is being intensified by the recent mass layffs. The United States are nt knwn fr a develped system f scial benefits. That is why even a relatively lw (by Eurpean standards) unemplyment rate f 10% causes a real crisis in American sciety. Anther ld prblem, which prmtes pauperizatin f the suburbs is the utsurcing f high-paying middle class jbs t even prer states, r verseas, t Mexic and China. Crime. While there is n fficial data frm US natinal statistics n crime in the suburbs, but media reprts indicate that crime has wrsened in the suburbs. Accrding t the last reprt f New Yrk City s plice cmmissiner, the crime rate is falling in the city and rising in its suburbs. Office space vacancies. The market fr ffice space in the suburbs is getting left behind. Fr decades, the suburbs benefited frm cmpanies seeking lwer rent, less crime and a shrter cmmute fr many wrkers. But nw, ffice buildings in many city dwntwns have stpped lsing tenants r are filling up again even as the ffice space in the surrunding suburbs cntinues t empty, a challenge t the pst-war trend in the American wrkplace and a sign f the ecnmic recvery's uneven gegraphy. 6 P a g e

7 Demgraphic change. Decline in prime huse purchase age. Empty nesters and yung singles-tw f the faster grwing segments f the ppulatin- desire urban living ver suburban living. The number f husehlds in the 30 t 45 age grup has declined by 3.4 millin since Similarly, the number f husehlds in the age grup has drpped by 400,000. Age demgraphic change. Frm , there were 1.5 millin mre husehlds age 65 and up, and 3 millin mre husehlds age 55-64; which led t a glut f suburban huses t sell. Decline in hmewnership rates. Rates fr ages 25 t 29 and 30 t 34 have fallen 5% frm their peaks. Fewer huses with children. In 1950, 50% f husehlds had children cmparing t 33% f husehlds in 2010 have children. The steretypical "white flight exdus" frm central cities has been reversed in mst large metrplitan areas. Immigrants wh make almst third f the ppulatin tend t seek ut urban settings. Lng cmmute. Suburbanites are tired f lng cmmute and cngestins, standing in traffic fr hurs as slaves f their cars. Energy crisis. The rise in gas prices is making cmmuting less affrdable. Experts believe that if the price f gas reaches $5 per galln, then the entire American way f life will change. Over-built. We built t much f the American Dream and nw it is haunting us. Research predicts that by 2025 there will be a surplus f 22 millin large huses (with 1/6 acre r mre land, which is abut 700 sq. meters) in the cuntry. This attracts mre and mre lwer class families deeper int the suburbs in their attempts t find affrdable husing. The lwering f the standard f living f the ppulatin f suburbs threatens big changes and scial prblems. Attractive urban living. Urban cres have witnessed a cnsiderable revival that made urban living attractive. The city has attracted yuth. In the past tw decades, life in the centers f large cities has grwn in prestige in the eyes f yung, influential, educated and childless class. High ppulatin density, the ability t walk t a needed destinatin, mixed blcks in the dwntwn are experiencing gentrificatin, at the same time as the pr ppulatin is being pushed ut int the suburbs, migrating in search f cheap apartments fr rent. A city cre revival signified by increase in cndminium wnership at a rate f 93% between Green plicies. Suburbs have already taken t much f the Greenfields and farmland, and have caused significant envirnmental and eclgical damage. In respnse, plitical supprt fr cmpact develpment, transit investments, and awareness abut climate change all pint t a dramatic shift in develpment patterns, ften challenge the American Dream f living in spacius lw-density sprawling suburbs. Prject One Understanding the Regin s Grwth and Decline: Analysis, bservatins, and discvery 7 P a g e

8 Gals and Objectives The verarching gal f the first prject is t prvide a general, descriptive and analytical accunt n the status f tw regins (with fcus n the interrelatinship between urban cres and suburbs) ver the past tw decades ( ). General tasks Gather as much as pssible f infrmatin that prvides a general descriptin f the regins. Search fr/prduce data, maps f Ggle Earth (2D and 3D Maps), GIS maps, abstract maps, statistical maps, freehand maps, remte sensing maps, night-time maps, and diagrams, charts, graphs, phtgraphs, etc. r any data that address the scpe f ur prject. (Yu may prduce maps, mdify existing nes, r just cpy and paste ). We use the issues related t the decline f the suburbs as a guide fr investigatin (as mentined in the Prjects Backgrund Sectin). There is sme freedm in describing a regin, but sme basic elements are ppulatin, gegraphic cverage, number f cunties, basic statistics abut cunties, suburbs, emplyment, transprtatin, etc. Cmpare and cntrast suburban versus urban (city cres) dynamic n grwth and decline. At the present many city cres and neighbrhds witness a revival. Hw des this cmpare and relate t grwth/decline f the same regin s suburbs. See the reprts n cnstructin residential trends and ther materials n the blackbard. Specific tasks Create spatial anatmy maps f each regin. Simplify graphics. Discver the patterns f edge cities, edgeless city, urban cres, sub centers, etc,. Shw n maps majr landuses and majr transprtatin rutes. Anntate maps with imprtant infrmatin. One way t d this is t divide the regin int sectins (fr example 5x5 square-miles tiles, r divide by cunties) and make each at a time and then piece tgether the msaic. Create cmpsite maps that shw three elements: density, landuse (in a generic and utline frmat), and street pattern f samples f square miles that illustrate varius gradient density in the regin. Create systems f central places maps as illustrated in the wrk f Brian Berry n the blackbard. Central places culd be generalized s that we capture the dynamic amng majr areas f the regin. Yur maps culd be drawn based n available data, such as GIS data. Alternatively maps culd be based n anecdtal bservatins f the regin thrugh aerial phtgraphs. Prject Tw In-Depth Analysis f Selected Suburbs (utline) Examine in-depth the fllwing suburbs, which experience rapid changes, n issues such as: Jb and husing market, transprtatin, autmbile street netwrk, mass-transit, walkability, bikeability, land utilizatin, density, vertical density, spatial patterns, heights and massing, architectural and perceptual characteristics, green design, human scale, and amenities, etc.. Each team will cmpare and cntrast 4 suburbs within each regin. Each team may divide int sub-teams but shuld cmpare ntes and cntrast results. Miami Cral Gables Sunny Isles Beach/Aventura (tw adjacent cities) Cral Springs Cypress Creek Area in Ft. Lauderdale Chicag Evanstn Schaumburg Arlingtn Heights Oak Brk (Apprximate bundaries f Cypress Creek: US 441 west, Dixie Highway east, NW 69 th St (McNab Rd) nrth, 53 rd St. Suth) Cypress Creek is nt a city; it is a distinct part f Ft. Lauderdale, which really changed in the last ten-fifteen years. Tasks Prvide cntext maps t the examined suburbs. Cntext maps shw relatinships f the examined suburbs t the regin. They shw bundaries majr transprtatin rutes and intercnnectivity. Prvide maps and data that explain the cncerned issues as mentined abve. Prject Three Ec-Suburbia Master Plan (utline) The verarching gal f the third prject is t prvide prescriptive visins n retrfitting the suburbs in rder t make them sustainable. Ec-Suburbia is an urban planning apprach that aims at arriving at healthy relatinships amng suburbs and in the cntext f their regin. It gears at imprving suburban cnditins withut cmprmising n the envirnmental well-being. The apprach is cmprehensive fr it cnsiders the macr and micr cnditins and searches fr healthy relatinship between the urban and natural envirnments. The wrk will be inspired by green research and applicatins acrss many planning, envirnmental and urban design. Create a Master Plan. Illustrate yur visin by creating a master plan. Yu may use maps and/r 3D SketchUp sftware t create yur master plan. Think abut green plicies and cncepts related t such as: Density/ vertical density /cmpactness/urban frm. A central challenge f the ec-suburbia is dealing with density. There are distinct benefits and disadvantages f density as mentined in the fllwing sectin (Benefits and Disadvantages f cmpact develpment). We must deal and address these issues. Benefits and Disadvantages f Cmpact Develpment A grwing bdy f research shws that cncentrating hmes, jbs, schls, and shps int a smaller area will help us prsper, prtect ur envirnment, and strengthen ur cmmunities. One study analyzing the fiscal benefits f channeling higher density grwth int existing areas f Massachusetts fund that $11 billin culd be saved ver the curse f 25 years. Mst f the savings wuld g t hme buyers and develpers, but lcal and state gvernments als std t gain (Burchell 2003). Land. Living clser tgether helps save agricultural and resurce land. The typical suburban density f three units per acre requires fur times as much land as a medium density f 12 units per acre. The significant impact f lw-density is realized when applied in large scale. Fr example 5000 new hmes at a suburban lw-density wuld require 1250 mre acres f land. Infrastructure. Cmpact develpment saves n all types f infrastructure (sewer, water, rads, electricity, etc.) because it translates int fewer pipes and plls, and less asphalt and cncrete. Because f ecnmy f scale, it als entails lwer cnstructin csts fr develpers, and peratinal csts fr the municipalities (Mur and Puentes, 2004). Transprtatin. In cmpact develpment, peple drive less in pursuit f services. Families in lwdensity regins like Hustn and Atlanta spend mre than $8000 per year t get arund, while thse in Chicag averaged $5000 accrding t McCann Families may use savings t imprve qualities f life in their hmes and neighbrhds. Envirnment. Cmpact develpment uses fewer energy resurces and generates less pllutin than suburban neighbrs. Peple in cmpact develpment drive less because f the nearby services and amenities that lead t shrter distances and fewer trips. Cmpact develpment are likely t prvide additinal ptins f transprtatin such as walking and biking that wuld lead t less starting up cars-a significant surce f harmful emissins. Fewer vehicle miles travelled translate int lwer amunts f vlatile rganic cmpunds, nitrgen xides, and particulates that pse risks f asthma and cancer. An urban resident living at the density f 12 units per acre generates abut ne-third less all t these harmful emissins than smene driving the miles necessary t live with average suburban density f three units per acre. Glbal warming. The autmbile is respnsible fr emitting a lwer amunt f the pllutin that causes glbal warming-10.4 tns f greenhuse gases per year at 12 units per acre versus 16 tns at three units per acre (Hltzclaw n. d.). Cmpact develpment generate high cncentratins f pllutants, but n a per 11 P a g e

12 capita basis residents f leafy suburbs are far mre respnsible fr air pllutin and glbal warming than their urban neighbrs. Energy. Cmpact develpment requires less energy t serve, less gasline t access, less il r natural gas t heat, and less electricity t cl. Detached hmes use 85 t 99% mre energy than attached huses f equal size. The wner f three-units per acre, detached, suburban huse uses an average f 440 millin British thermal units (Btus) per year cmpared t 360 millin Btus per year fr his urban cunterparts living in an attached twnhuse at the density f 24 units per acre (Allen and Mckeever 1996). Ecnmy. Cmpact develpment is needed t supprt lcal ecnmy. Fr example, neighbrhd shpping center with lcal gds such as cnvenience items, vides, r a dry cleaner needs a minimum f 3000 peple within a 3 mile radius t be viable; a supermarket requires far mre-40,000 residents within 3 t 6 miles (Beyard and O Mara, 1999). Amenities. Cmpact arrangement gives an pprtunity t prmte urban life characterized by abundance f chices diverse and specialized services and shpping available in clse prximity. Simple amenities, such as crner café and grcery stres within walking distance, are pssible t prvide in a cmpact arrangement. Hwever, density is criticized fr creating prblems such as vercrwding, traffic cngestins, little privacy, plluted air, nise, away frm nature, and the like. These are the very same prblems that triggered massive migratin frm city t suburbs. Psychlgically, we are predminantly a natin f single family hme wners. We are accustmed t a lt f space between ur neighbrs and urselves. Many peple view density as a threat, believing that it leads t sinking prperty values, rising crime, and traffic cngestin.
