2 The main project activities developed by FB7- ABRUZZO REGION from October 2012 to March 2013 refer to the following work packages: WP1 WP2 WP3 WP6

3 WP1 - Crossborder Project Management and Coordination 1.1 Management and coordination Participation in IPA seminary - October 18 th 2012 Participation in the kick-off meeting and Steering Committee meeting were held in November 26 th -27 th 2012 at L'Aquila Organization of project activities Identification of personnel involved in the project (administrative documents)

4 WP2 - Communication and Dissemination 2.1 Organization of meetings,events, workshop and training school Support the Lead Partner in organization of Steering Committee meeting (logistics and buffet). This event was attended by Croatian Ambassador representative and several National and Regional authorities.

5 WP2 - Communication and Dissemination 2.2 Dissemination and communication report Realization of the brochure 200 brochure was created in English and in all partners languages (Italian, Croatian and Albanian), to encourage the spread of the project in the respective countries. The brochures contain information about the main project concepts, objectives, contact point (coordinator and web site), partners name. Logo and European flag and statement and IPA Adriatic Cross-border Cooperation Programme logo and slogan are included in all documents.

6 WP3 - User-oriented requirements and guidelines for Adriatic hydro - meteorological decision support systems 3.1 Selection of significant case studies Selection of case studies in Abruzzo area of severe weather events, the status of hydrometeorological instruments and models and an overview of guidelines, policies and best practices for hydrometeorological risk assessment and civil protection in Abruzzo were been provided. Selected cases: March 1 st -2 nd 2011: Several flooding and landslides in the province of Teramo and Pescara. April 21 st - 22 nd 2009: A relevant flood on Vomano river, eastern part of the Abruzzo Region

7 WP3 - User-oriented requirements and guidelines for Adriatic hydro - meteorological decision support systems 3.1 Selection of significant case studies 1 st -2 nd March 2011 The maps in the middle troposphere from February 28 th to March 2 nd 2011 show the presence of a dynamic ridge from the Atlantic to the Scandinavian regions, resulting in the deepening of a trough over the western Mediterranean, with formation of a cut-off low near Sardinia. The occluded front (cold type) associated to the low affects the central and southern regions of Italy, with strong winds and heavy persistent rain, especially during March 1 st and in the early hours of March 2 nd. Satellite images show cyclonic circulation centered in southern Tyrrhenian sea, with thick cloud cover over Abruzzo and Marche regions.

8 WP3 - User-oriented requirements and guidelines for Adriatic hydro - meteorological decision support systems 3.1 Selection of significant case studies 1 st -2 nd March 2011 The eastern Abruzzo, in particular the province of Teramo, has been affected by heavy and persistent rainfall, even in the form of heavy shower, with very high cumulated in Nereto, Bellante, Civitella del Tronto, Teramo and Giulianova. Significant values were also recorded by the rain gauges of Atri, Silvi and Pineto. 12 WP3 - User-oriented requirements and guidelines for Adriatic hydrometeorological decision support systems April 20 th - 23 rd 2009 Few days after the earthquake that hit L Aquila (April 6 th 2009), another severe event affected the displaced population of Abruzzo region. The weather in Italy from April 20 th to 23 rd was dominated by the presence of a cut-off low. It was initially centered on Sardinia (April 20 th ) and then has moved slowly toward southeast, deepening and bringing its center of action on the southern Italy (April 23 rd ). A cyclonic circulation in the lower layers of the atmosphere formed on southern Tyrrhenian Sea, then north-eastern winds blew on Abruzzo, causing a great amount of rainfall, especially on the northern and eastern areas of the region.

A meeting with CIMA Research Foundation was organized in L'Aquila to provide the requirement for Adriaradweb platform. FB7 Abruzzo Region discussed about: Bulletin of Criticality WebGIS features: Visualization of several meteorological models (ECMWF, GFS, ALADIN,COSMO I7, COSMO I2.8, WRF) Visualization of CHYM hydrological model Visualization of Radar data Visualization of data from punctual sensors

17 WP6 - Demonstration and assessment campaign in Italian central Adriatic area 6.1 Radar acquisition/installation We slightly anticipated the activity on WP6 to be in line with its spending forecast. - Tender documents required for radar acquisition are provided. - International open tender. - Conditions to be fulfilled upon adjudication refers to the best-valuefor-money (instead of lowest price). - This isn t in contrast to IPA rules - In addition to the supply of the radar system, assistance and aftersales services are also provided. Therefore, it is necessary to proceed with a technical evaluation of such services (specifications for improvement and service levels - warranty, delivery and installation, training courses for operators).

18 WP6 - Demonstration and assessment campaign in Italian central Adriatic area 6.1 Radar acquisition/installation The call for tenders will be sent to the EC and subsequently contract notice published: in the Gazette, in two national newspapers (ITALIA OGGI and SOLE 24 ORE) and two local regional edition (MESSAGGERO Abruzzo and IL CENTRO), on the site of the call for tenders of Abruzzo Region. From the date of transmission to the EC, there will be a period of 52 days for the submission of tenders. The total amount of the contract starting price is 230, of which 2, for costs of safety for which discounts are not applicable.

22 Problems The spending forecast is in delay because of: the change of Abruzzo Region bank account management. This is due the Italian rules for the Public Bodies sole treasury, as established by the D.L. no. 1, 24 th January 2012 and by the circular no. 11, 24 th March some public selections for external expertise have to be still finalized for WP6, action 6.1, related to the purchase of a radar system hardware, the expenditure plan was erroneously anticipated of one year in AF with respect to the start of the overall activities. A meeting was held on January, 17th 2013 at the JTS to solve these issues in order to achieve a correct implementation of the Project. JTS suggested us to anticipate the WP6 activities.
