1 ADDENDUM II TO THE REPORT: A STRATEGIC PLAN TO REDUCE VEHICLE- ANIMAL ACCIDENTS IN NORTHEAST OHIO The report A Strategic Plan to Reduce Vehicle-Animal Accidents in Northeast Ohio published June, , highlights the problem of vehicle-animal accidents in NOACA s five-county region based on crash data for years Addendum I to the report Strategic Plan, published August, provides an update and a closer examination of animal related accidents on the federal aid system within the NOACA region. The data used in Addendum I covers the three-year period The analysis showed that the city of Mentor had the highest number of animal related accidents in the region. This Addendum provides a detailed examination of vehicle-animal accidents on roads within the city of Mentor. The analysis is based on Ohio Department of Transportation crash data for years The purpose of this analysis is to provide accident information and statistics on the top ranked roadway segments to identify locations in the city of Mentor that appear appropriate for a pilot project to employ accident reduction techniques including, vegetation, fencing, ITS technology, underpasses and overpasses. The location of the study area is shown in Figure 1. Table 1 shows the distribution of the vehicle-animal accidents on the city of Mentor s street network. The analysis took into consideration the five roads with the highest number of vehicle-animal accidents, shown in Table 1. Along each of the selected roads, the analysis identified high vehicle-animal accident segments based on the frequency, density (accidents per mile) and rate (accidents per 100 million vehiclemiles of travel). The segments used along the roads were: ODOT-identified segments; Equal length segments; and Segments between major intersections identified by the study. Segment vehicle-animal accident analyses for the selected routes are as follows:

State Route 2 Vehicle-animal accident frequency, density and rate for different segments along SR 2 within the limits of the city of Mentor are shown on Maps 1 through 3, and in Table A-1, Appendix A. Map 1 shows the accident distribution along ODOTidentified segments along SR-2. Map 2 shows the distribution on equal length segments along the same section. The analysis also examined the section from Center Road (SR-615) to Heisley Road. The distribution of vehicle-animal accidents on four equal-length segments along this section is shown on Map State Route 615 (Center Street and Munson Road) and Hopkins Road (CR- 524) Vehicle-animal accident frequency, density and rate are calculated for different segments along SR-615. Starting at the city of Mentor s southern boundary line, SR-615 runs north along Center Street and turns west along Munson Road, ending at Lakeshore Boulevard. North of Munson Road, Center Street and Hopkins Road (CR-524) are shown on SR-615 maps. Map 4 shows the accident distribution on ODOT-identified segments along SR-615. Map 5 shows the results for route segments defined by intersections. Table A-2, Appendix A shows the results. 3. State Route 283 (Lakeshore Boulevard) Within the city of Mentor, SR-283 consists of two parts. The first runs from the city of Mentor s western boundary line to the city of Mentor-on-the-Lake s western boundary line. The second runs from the city of Mentor-on-the-Lake s eastern boundary line to the city of Mentor s eastern boundary line. Vehicleanimal accident frequency, density and rate were calculated on ODOT identified segments and on the study segments between intersections along the route. Maps 6 and 7 show the results for the ODOT segments and the study segments, respectively. The results are shown in Table A-3, Appendix A. 2
3 4. Interstate 90 Within the city of Mentor, IR-90 is divided into two sections. The first section is 1.85 miles in length and runs between the city of Mentor s western boundary line and the city of Kirtland Hills. The second is a 0.12 mile long section to the boundary line of Concord Township. No vehicle-animal accidents were reported during analysis period on the shorter section. On the longer section, the frequency, density and rate of vehicle-animal accidents were calculated on ODOT-identified segments and on two equal length segments shown on Maps 8 and 9, respectively. The results are in Table A-4, Appendix A. 5. US 20 (Mentor Avenue) ODOT-identified segments were studied and are shown on Map 10. Only one segment, west of SR-306, showed a relatively high accident frequency and rate as shown in Table A-5, Appendix A. The next steps: Examine the characteristics of the segments that demonstrated high frequencies, rates or densities of vehicle-animal accidents. Select pilot study site locations that can benefit the most from an animal-vehicle accident reduction countermeasure. For each pilot study site location, select the technology with the highest potential to serve the characteristics of the selected site including weather, vegetation, topography, roadway geometry, and local animal type and size. Drivers alert and animal alert technologies should be considered. Select a measure of effectiveness that will be adopted for each of the selected vehicle-animal accident reduction countermeasures. 3
