3 Introduction This technical memorandum provides a municipality-specific prioritized list of planned bicycle facility corridors within the bikesheds 1 established for the Southwest LRT alignment. The prioritization of projects was based upon a selection of weighted factors discussed below. A project was included in this prioritization process if it was within a previously established bikeshed (both unique and overlapping) and it had been proposed in a planning document adopted by Hennepin County or the partner communities. Project Definition Existing planning documents typically provide an image of the entire, completed proposed bicycle network. However, for the purposes of the prioritization process, the proposed networks needed to be divided into distinct projects. Facility recommendations from each community were grouped into unique projects to be prioritized. Only projects that touched or were within an established bikeshed were included in the analysis. Projects within the Southwest LRT station bikesheds are considered to be more likely to improve the bicycle mode share at the stations, so focusing investment in this area would achieve the goals of this project. For the most part, projects were linear corridors recommended by a single plan. However, special attention was given to those road segments where multiple plans recommended bicycle facilities (e.g. a recommendation from Hennepin County and the City of Minneapolis plans). In these cases, one project was assigned to the shared portion of the corridor. If planned facilities from individual planning documents continued past these shared line segments, they were assigned a different, unique identification number. Projects included in more than one plan were given more weight than those identified in only one plan. Prioritization Criteria and Data Collection Once planned projects within the bikesheds were identified, Prioritization criteria were developed and weighted based on Bicycle Facility Assessment working group meetings and conversations. The criteria attempt to quantify a project s relative value, with connections to Southwest LRT stations being weighed most heavily, followed by improving access to the regional trail network, filling gaps in the bicycle network, residential and employment population served by the project. Similarly, the regional trail network was represented by a series of points and a project s distance from that point was calculated. The top 25 gaps in the Hennepin County bicycle network were previously identified, so these projects were weighted accordingly. In addition, the existing bicycle facility network within the bikesheds was visually inspected for gaps that would be addressed by planned projects. Finally, to control for project length, the number of employees and residents served was calculated on a per mile basis. Data for residential population were gathered from the 2010 Census block level within a 500 foot buffer of the project. Employment data were collected from the Census 2013 Longitudinal Employer-Household Dynamics (LEHD) program dataset ( also within a 500 foot buffer. Both residential and employment data were spatially joined to individual projects. All criteria were then converted to a scale from 0 to10, with 10 being the highest. This was done to normalize each criterion to a unitless value. Prioritized Projects by Municipality After weighting each project using the above prioritization criteria, the following is a set of tables and maps that indicate each municipality s project priorities. 27 Summary and Conclusions After compiling proposed bicycle facility recommendations from planning documents from Hennepin County and each of the municipalities surrounding the Southwest LRT, these proposed facilities were grouped into specific, unique, projects that generally followed linear corridors. The prioritization criteria were then applied to these projects, including distance from a Southwest LRT station and distance from a regional trail. The prioritized projects were then divided into maps and tables pertaining to each municipality. This prioritization should assist municipalities in selecting bicycle projects for implementation that would most greatly enhance bicycle access to SLRT stations by focusing on those corridors that were given the highest scores. All projects evaluated in this prioritization have already been identified in a planning document, so the need for these facilities has already been discussed at the municipal level. This memorandum provides a larger view of the local and regional bicycle networks as they relates to the potential Southwest LRT and its accessibility by bicycle. This prioritization should assist Hennepin County and municipalities in selecting bicycle projects for implementation that would most greatly enhance bicycle access to Southwest LRT stations by focusing on those corridors that received the highest scores. All projects evaluated in this prioritization have already been identified in a planning document, so the need for these facilities has already been determined. This memorandum provides a larger view of the local and regional bicycle networks as they relate to the Southwest LRT and its accessibility by bicycle. Hennepin County acknowledges that there is an important relationship between major transit systems, such as Southwest LRT, and the bike and trail network in the overall bike accessibility of the region. In order to solidify this relationship and ensure the facilitation of multi-modal transportation in the Southwest LRT corridor, the projects and recommendations identified through the Bike Facility Assessment will be adopted into the 2040 Hennepin County Bicycle Transportation Plan as an appendix. The projects will also be incorporated into the Southwest Corridor Investment Framework. These two documents will guide public investment in the Southwest LRT station areas and including the Bike Facility Assessment projects will ensure that bike accessibility will be a major focus in the future. The inclusion of the projects in the 2040 Hennepin County Bicycle Transportation Plan will also allow them to be eligible for multiple Hennepin County funding programs.
