1 Module GIS MAPPING, MIS AND GIS MIS INTEGRATION UNDER RAY
2 Role of GIS & MIS under RAY Under the scheme, two step implementation strategy has been adopted i.e. preparation of SFCPoAs on whole city basis and DPRs on whole slum basis for selected slums. 2 Preparation of SFCPoAs on whole city basis The SFCPoA will be an overall action plan of the City with investment requirements projected and prioritized for improving/developing the existing slums. For this a systematic approach is essential for better designing & planning. An updated city base map prepared using Geospatial tool and GIS integrated MIS data at slum level will help to find appropriate and accurate solution in a shorter time.
3 Role of GIS & MIS under RAY Preparation of DPRs on whole slum basis for selected slums On the basis of prioritization of slums in SFCPoAs, cities would be required to prepare Detailed Project Reports (DPRs) following a whole slum approach. For this an integrated approach would be adopted with the provision of housing, basic civic infrastructure and social amenities. The detailed Slum Base Map prepared using Total Station Survey (TSS) data in GIS and GIS enabled MIS data at household level will help to establish the locations and spatial dimension of property and also to improve the coverage and provision of municipal services. 3

7 Management Information System (MIS) To generate Socio-economic profile of the slums and households, a web based Online Monitoring System for Slum, Household & Livelihood Survey has been developed by Ministry of Housing and Urban Poverty Alleviation (MoHUPA) 7 Available at To facilitate data entry via offline facility (for Cities having poor internet connectivity) an offline data entry module has also been developed within the existing online system. Cities/towns that have completed their slum survey under USHA Scheme should validate/ratify the data and incorporate changes in the slum survey data into MIS, if required.

10 10 Stage I: Slum Free City Planning Stage
11 Preparation of City Base Map (1:10K -- 1:2K): Data Inventory of Existing Maps/GIS Data/Satellite Image A City Base Map (1:10K -- 1:2K) : Existing, if any. 11 High Resolution Satellite Image (2.5 m/1.0 m and better) ~ Available in ULB or any other Department of State Government. If Base Maps/GIS data/ High Resolution Satellite Image is not available with the cities, procure imagery (Cartosat I & II) for preparation of City Base Map.
12 Data Entry of Slum Survey data into MIS Following Socio-economic Survey Data needs to be entered at the stage of SFCPoA : General Information City/Town (Part A) Slum Profile of City/Town ( Part B) Particulars of Survey Operations (Part C) Detailed Slum Survey (Annexure I) The Slum Survey Format* has been revised for RAY by highlightingessential /mandatory parameters and adding some additional fields. 12 (*Refer D.O No. N-11011/43/2013-RAY-II dated 13th May 2013, Guidance Note & Revised format may be downloaded from RAY.pdf)
13 GIS & MIS Integration at Slum Level 13 After completion of Preparation of City Base Map & Data Entry of Slum Survey Data (Revised Annexure I) Integration of GIS & MIS Data need to be done using Unique Slum Code. This code is essential for integration of GIS & MIS at Slum Level and should be ensured. Before initiating the process of Slum Survey & GIS Mapping ULB should finalise the Unique Code of each slum.

15 Preparation of Slum Base Map of Prioritised Slums using TSS(1:500 scale) 15 TSS and detailed mapping needs to conducted in prioritised slum selected for in situ development with mtr buffer. To finalise Slum Base Map - TSS drawings plotted on CAD, should to be converted into GIS to overlay over city base map and Satellite Image for uniformity.
16 Data Entry of Household & Livelihood survey data into MIS Following Socio-economic Survey Data needs to be entered at the stage of DPR : Detailed Household Survey(Annexure - II) Detailed Livelihood Survey( Annexure III) The Household & Livelihood Survey Formats* have been revised for RAY by highlighting essential /mandatory parameters and adding some additional fields. 17 Funding Pattern Data Entry into MIS: Rs. 20 per slum HH Rs. 45 per slum household for North Eastern States including Sikkim and Special Category States City Base Map Preparation & GIS MIS Integration at Slum Level Cost of Satellite (Carto Sat I /Carto Sat II) images and others - to be procured from ISRO/NRSC: ors. 150/- per sq.k.m. (for bigger cities which may have Cartosat I/II images) and ors.1500/sq.km. (for Smaller Cities/NE and Special Category States) for which Cartosat I/II images may not be available and subject to demand and justification from the concerned State Govt with approval of CSMC Preparation of City base map & GIS MIS Integration at Slum Level: Rs.7500/Sq. Km. 17
18 Funding Pattern Slum Base Map Preparation & GIS MIS Integration at Household level: Conducting total station survey & Preparation of Slum Base Map: Rs.7 lakh/sq. Km GIS MIS Integration at Household level: Rs. 8 15/HH Note: Unit Costs/Cost Ceilings would serve as ceilings for limit of Central Assistance. Funding for above mentioned activities will be funded by MoHUPA in the following ratio o50:50 for cities with population more than 5 lakh (as per 2011 census) o75:25 for cities with population less than 5 lakh (as per 2011 census) o80:20 for NE & Special Category States Procurement mechanisms as mandated by States/ULBs will be followed for all the activities mentioned above. States would accordingly be given funds as per the ceiling or actuals, whichever is lower. 18
