3 Purpose of Project Update functional classifications due to changes in the urban boundary as a result of the 2010 US Census data. Re-assess the functional classification of New Jersey roadways according to the character of service that they are intended to provide, and changes to the system since

5 Background The Federal-Aid Highway Act of 1973 Functional Classification to update and modify the Federal-aid highway systems. Federal-Aid highway funds are provided to NJDOT for Construction, Reconstruction Improvement of eligible Federal-Aid highways. Funding is directly related to the functional classification of a route. FHWA requirement to update the urban boundary and functional class of roadways every 10 years. Functional classification system update must be preceded by the update of the urbanized area boundary. 5

8 Updating the U.S. Census Bureau 2010 Urban Boundary Started with a Esri shape file based on US Census TIGER files US Census urban areas delimited by census tract boundaries which do not always agree with natural, man-made, or political lines 8
9 Definitions 9 Urban Area - A Census-designated area consisting of a central core and adjacent densely settled territory that together contain at least 2,500 residents. The Census Bureau uses the term "urban area" to refer to both UZAs and UCs collectively. Urbanized Area (UZA) - A Census-designated urban area with 50,000 residents or more. Urban Cluster (UC) - A Census-designated urban area with at least 2,500 residents and no more than 49,999 residents.
10 Adjusted UZA Adjusted UZA - A Census-defined UZA boundary that has been adjusted by a State DOT to include additional territory. Typically created to smooth irregular UZA boundaries, the Adjusted UZA must be submitted to FHWA for approval. The Adjusted UZA: Must encompass the entire Urbanized Area or urban cluster area as designated by the Bureau of Census. Should be one, single contiguous area. Should encompass areas outside of municipality boundaries that have urban characteristics with residential, commercial, industrial, or national defense land uses that are consistent with or related to the development patterns with the boundary. Should encompass all large traffic generators that are within a reasonable distance from the urban area (e.g., fringe area public parks, large places of assembly, large industrial plants, etc.). This would include transportation terminals and their access roads (e.g., airports, seaports). 10

Until additional study is completed, States should adhere to the simplified extent guidance Category All Arterials and Collectors 0 to 35% Rural Principal Arterials 0 to 4% Urban Principal Arterials 0 to 10% Percentage Range Although rural and urban Principal Arterials will be consolidated into Principal Arterials, rural and urban data will continue to be created in the HPMS database by combining functional class and rural/urban designation codes. 24
