1 Annual Development Highlights 2015 Community Planning, Housing & Development January 1, December 31, 2015 Report Summary As Arlington County embarks on its fifth decade of Transit Oriented Development, Arlington continues to encourage smart growth, mixed-use, walkable communities served by high quality transit. Development activity in 2015 supported this vision with the completion of eight major residential projects and the approval of sixteen major mixed-use projects and one elementary school addition. Strong Single Family and Multi-family Residential Growth Arlington continues to grow by focusing planned redevelopment in its mixed-use, major planning corridors. In 2015, 1,993 residential units were completed and by the end of the year an additional 2,275 residential units were under construction. The County Board also approved 3,747 residential units; this is the highest annual approval of residential units since development tracking was initiated in Single family home construction continued showing increased development activity, generally surpassing pre-recession levels of construction starts, completions, and demolitions. In 2015, single family home constructions starts and completions were at the second highest level and single family home demolitions were at their highest level in the last 10 years. County Board approves major redevelopment of Ballston Mall In Ballston, the County Board approved the renovation and expansion of Ballston Mall. The transformation of Ballston Mall into Ballston Quarter will feature retail shops facing the street and a new, mixeduse residential building. Revitalization of Columbia Pike continues By the end of 2015, three Form Based Code projects - containing over 400 residential unit - were completed along Columbia Pike. During 2015, Columbia Place, The Shell, and Pike 3400 were completed and two Neighborhoods Area Form Based Code and one Commercial Area Form Based Code project were approved. These projects will continue the revitalization of Columbia Pike and further implementing the Code s vision to create pedestrian-oriented development that will foster a vital main street. Methodology Annual development highlight reports are generated from County staff reports, County Board minutes, and data on Certificate of Occupancy (CO) permits, building permits, and demolitions permits. The approval date is the date the project was approved by the County Board (by-right projects will not have an approval date). The construction start date is based on the date the first building permit was approved for the project, and projects are classified as under construction when construction activity commences above grade. Completed projects are those where a CO has been issued. In general, an office or retail project is determined to be complete if at least 50% of certificates have been issued to the project. For multi-family residential projects, completion is determined based on the issuance of a CO for the middle floor of the building. In some cases, projects were determined to be complete or under construction based on site visits by Planning Division staff. Demolished projects are those where a Demolition permit has been issued. The projects contained in this report are only those that add or subtract new density (i.e., residential units, hotel rooms, or gross floor area) to current residential, hotel, office, retail and other space*** inventories that are privately owned or County owned in Arlington. ***Other space includes light industrial, government, institutional, schools, churches, and other types of uses. 3 Development Annual Development Tracking Highlights Report Third Quarter Defining Approvals A project that is built under the site s current zoning requirements is called a by-right (B/R) project. Within certain zoning districts, developers may apply for a special exception that allows for more flexibility in development form, use, and density than is permitted by-right. These special exceptions must go through public review and be approved by the County Board. The primary special exception process for large projects is the site plan process. Other special exceptions are granted through use permits, including unified residential and unified commercial mixed-use districts. In 2003, the County Board adopted a form based code for Columbia Pike; these form based code projects are either approved by-right or through the Use Permit Process. The following tables and charts display all major projects (site plan or use permit) that were approved by the County Board in 2015 as well as all Form Based Code projects approved (either by-right or as a use permit) in By-right projects are not listed in this section as they are approved administratively. The attached tables are divided into four sections: and other Approved Projects Completed Projects Projects Under Construction Demolitions Each section separately reports Major Projects and Single Family Houses. Data are reported for each of Arlington s Major Planning Areas and Other Planning Areas. Major Planning Areas include Rosslyn, Courthouse, Clarendon, Virginia Square, Ballston, Crystal City, Pentagon City, and Columbia Pike. Other Planning Areas include Nauck, Shirlington, East Falls Church, Lee Highway, and Four Mile Run.
