4 PREFACE Fisheries Statistical Yearbook of Bangladesh is designed to provide statistical information of diversified fisheries resources and their contribution in fisheries production in Bangladesh for the fiscal year Considering the importance of accurate information for development planning the book is aimed to decision makers, planners and development partners who are intended for the advancement of fisheries sector in Bangladesh. It is also expected that the yearbook might offer useful data to students, researchers, non-government organizations, private entrepreneurs and related government departments. This yearbook is a unique yearly publication of Department of Fisheries (DoF), Bangladesh since This book represents an extended and thoroughly revised 28th edition containing fisheries statistical information. The data accumulated in this publication has been collected in various ways, such as field survey, fish landing station records, data from DoF field offices, reports of different projects of DoF and statistics of other concerned departments. The collected information has been presented in the simplest way in this report after necessary analysis and scrutiny. The valuable feedback from other concerned agencies and persons has also been accounted during the process of data. With respect to the previous collection of yearbook, this new version contains several improvements. The information of the publication has been presented in the form of table and figure, which is easily understandable to general readers. The contents are divided into several chapters on the basis of classification of resources. The production of fish and shellfish from different water bodies has been presented on account of state, division and district basis. The comparison of production from various resources has also been made. Different related organizations have enriched the publication by providing valuable resource based fisheries production information. 7 Fisheries Sector Management: Issues and Prospect Bangladesh is endowed with vast water resources. Fish and fisheries are the indispensable part of life and livelihood of the people of the country since immemorial time. It is an element of our cultural heritage. Fisheries sector has been playing a vital role in alleviating protein shortage, providing jobs for unemployed youth, earning foreign currencies and socio-economic development of Bangladesh. Fisheries sector contributes 3.74% to the national GDP and 22.23% to the total agricultural GDP ( ). The country s export earnings from this sector is 2.72% in Fish alone is supplementing about 60% of animal protein in our daily dietary requirement. The average growth rate of this sector during the last three years was 6.1%. About 10% of the total population is directly or indirectly employed in fisheries sector. Fisheries of Bangladesh have immense prospects and scope of development. For the overall development and management of fisheries sector, Department of Fisheries formulates and implements development projects under the revenue and development budget toward the sustainable utilization of fisheries resources to ensure food security. The production in was lakh MT, whereas the production was increased up to lakh MT in The overall growth from inland culture shows a moderate increased trend due to dissemination of improved technology packages and supportive extension services at farmer s level. A slight growth in the production from both inland capture and marine fisheries was also noticed during the last decade with some exceptions (Figure 1). Bangladesh is enriched with diversified fisheries resources. The fisheries resources of the country are divided into three groups, i.e., inland capture, marine capture and inland culture. Inland culture includes ponds, ditches, baor, shrimp/prawn firm, semi-closed water body etc. covering an area of about 6.79 Lakh ha and produces lakh MT fish and shrimp in the Though the closed water area is only 14.43% of total inland water bodies, total 47.71% of yield come from closed water areas. This is the output of using improved technology disseminated by the DoF. In addition paddy field has enormous potential for rice-fish culture in Bangladesh. DoF along with development partners and NGOs has implementing different initiatives to maximize fish production and horizontal expansion of rice-fish culture. Different types of water bodies have been improved under Integrated Fisheries and Livestock Development Project in Flood Control, Drainage and Irrigation (FCDI) Project area including other water bodies. i

8 Bangladesh is blessed with huge open water resources with a wide range of variations in nature. Inland capture fisheries has been replaced as top fish producing sources over the years by aquaculture due mainly to decline and degradation of resources. At present, improved biological management is the first priority that will restrict the declination of resources and enhance production. Several programs have been implemented to increase the productivity of inland open waters in the past few years. These programs include community based fish culture, stocking of fingerlings, restoration of habitats, establishment of sanctuaries, establishment of beel nurseries, flood plain aquaculture and enforcement of different fish conservation acts specially jatka-hilsha conservation. During the 60 s, about 90% of the total fish production came from open water, whereas at present, open water contributes only about 35%. To overcome this situation, initiatives have been undertaken for community based fish culture through community based organizations (CBOs). As a result fishers rights were established and they were motivated for biological management rather than only catching of fish. With the continuation of community based fish culture, a strong partnership has been developed among GO, NGO, Local elites and fishers in district and at upazilla level. To increase fish production in open waters, carp fingerlings has been released in selected jalmahals, rain fed paddy fields and floodplains by the government since The main objective of this program is to improve the livelihood of fishers and other stakeholders through increased income and supply of animal protein. On the other hand DoF through its different development projects has been implemented community based approach of carp fingerlings stocking in selected open water bodies. To conserve the aquatic biodiversity, specially fish and other aquatic species diversity in open water, a set of technical interventions like establishment of fish sanctuaries, fish habitat restoration etc. have been undertaken during the past years. Establishment of aquatic sanctuary is one of the effective tools for conserving fish stock, protecting biodiversity and increasing fish production. During the last 3 years, about 260 fish sanctuaries were established through different development projects and programs in different potential water-bodies. As a result a substantial increase in fish production as well as abundance of endangered species was found in those water bodies, which ultimately enhanced the aquatic bio-diversity. On the other hand, to ensure fish migration during the breeding period excavation and re-excavation of different connecting canals of rivers, dead rivers and beels were performed during the recent years. Besides, for the conservation and development of hilsha fishery five sanctuaries were established in the selected river system. Hilsha (Ilish) is the national fish of Bangladesh. Above 11% of the country s total fish production comes from hilsha. To achieve the increased target of hilsha production, the government has adopted a unique coordinated management program to protect jatka (juvenile hilsha) and brood hilsha in The objective of this program is to aware all stakeholders regarding the importance of hilsha fishery in our national economy. A comprehensive program has also been executed for the protection of the renewable natural resources ensuring the participation of all stakeholders including local public representatives, local ii

9 administration, coast guard, Bangladesh Navy, DoF, fishers and mass people residing the near the hilsha rich river system. Jatka or hilsha fishers were provided with food-grains to live with and inputs to start alternative income generating activities. As a result, hilsha production increased from 1.99 lakh MT in to 3.40 lakh MT in Shrimp is one of the major export items in Bangladesh. To fulfill the extended export demand of shrimp and shrimp products, shrimp culture has been promoted with the increase of shrimp farm area from 1,41,353 ha in to 2,76,492 ha in , which results in the concomitant increase of shrimp farm production from 0.67 lakh MT in to 1.25 lakh MT in Total shrimp and prawn production including capture has been increased from 1.60 lakh MT in to 2.39 lakh MT in Different programs and development projects are also being implemented for the increased production and promotion of shrimp aquaculture. Bangladesh possesses vast marine water resources. Despite the abundance of marine waters, only about 18% of country s total fish production is contributed by the marine sector. The present democratic government sets utmost priority regarding the protection, conservation and biodiversity of marine and coastal resources. As a result, the Saint Martin Island and the Sundarbans, the world famous mangrove forest have been declared as sanctuaries to develop and protect the fisheries resources as well as biodiversity of that area. The government also has declared a marine reserve in the Bay of Bengal to protect and preserve the breeding grounds of marine flora and fauna. The area of the marine reserve is 698 sq. km surrounded by the two fishing grounds namely middle ground and south patches. Fisheries sector has been earning huge foreign currencies. Bangladesh exports frozen shrimp and other fish and fisheries products to EU, USA, UK, Japan, France, Hongkong, Singapore, Saudi Arab, Sudan and other developed countries. Food safety regulations have been introduced throughout the supply chain according to the requirement of European Union (EU) and USA. The present government has maintained good quality in all stages of fish and shrimp production, processing and export. As the recognition of the quality management the obligation of 20% consignment inspection during export, which was imposed by the EU Residue Mission on March, 2011, has been withdrawn very recently, yet Pakistan and Myanmar are still under the obligation. In Bangladesh earned Tk million by exporting 96,469 MT of fish and fisheries products. The present government emphasizes on the hygienic and safe fish supply in the domestic market of the country as well. DoF has strong monitoring on the food supply chain to ensure food safety of the consumers. At the same time DoF has undertaken awareness program for the fish whole sellers and retailers throughout the country to improve their knowledge and skill in hygienic and safe food supply. Human resource development is mandatory for DoF to build up administrative, management and technological capacity in fisheries sector. For this purpose regular training programs are being conducted from both revenue and development budget to develop skill of concerned personnel, which includes DoF officials, fishers, fish farmers, unemployed youths, distress women, landless and marginal farmers etc. For the sustainable development of fisheries sector, government has already approved the National Fisheries iii

10 Strategy (NFS) which is developed under the guidance of National Fisheries Policy 1998 (NFP). This strategy comprises 8 (eight) sub strategies to cover the different field of fisheries sector. On the basis of these sub strategies, DoF formulated some action plans in consultation with different stakeholders. On the basis of action plan/work plan formulated by DoF, different programs and projects are going on to achieve the target of the sub strategy. Bangladesh fisheries has apple scope of development to strengthen the national economy. For the overall development of Bangladesh fisheries comprehensive development plan is necessary. Concerned Government departments, development partners, Researchers and Non-government organizations can play important role in the wide-ranging advancement of the fisheries sector. For the better planning accurate fisheries statistical information is prerequisite. The yearbook is published with the objective of providing necessary and precise fisheries production information facilitating resource based fisheries planning by the related organizations. iv
