4 1.0 INTRODUCTION 1.1 Background Asbri Transport Limited has been appointed by SRT Development Ltd to produce a Transport Assessment (TA) to accompany a planning application for the construction of an A3 restaurant unit including a drive-through facility and residential development of 23 dwellings on land to the east of Peniel Green Road, Birchgrove, Swansea The proposed site is located on disused land immediately south of the B4291 that links the Birchgrove area of Swansea with junction 44 of the M4 motorway. It is anticipated that Costa is the proposed end user of the site who operate similar drive-thru facilities and all dwellings associated with the residential development proposed are to be of affordable tenure. 1.2 Transport Assessment Scoping In line with best practice detailed in TAN 18: Transport discussions also occurred with officers of the local Highway Authority. A Transport Assessment scoping note was submitted to officers of the local and strategic Highway Authorities (CC Swansea and Welsh Government Network Management Division) on 17 st July The TA scoping note is included at Appendix A Pre-application guidance subsequently received from officers of the Local Highway Authority recommended the application be accompanied by a Transport Assessment The Highway Authority also noted that the access strategy for both proposed land uses was acceptable in principle in their pre-application response to the initial pre-application submission Subsequent to the first pre-application consultation (and response) changes were proposed by the planning applicant to the access strategy to the drive-thru land use which is now proposed to be accessed by an all-movement priority junction from the B4291. 5 1.2.6 Welsh Government s Network Management Division also responded to the TA scoping note and advised Our only comment is to regard Active Travel Wales standards for any pedestrian/cycle links provision. 1.3 Purpose of the report The purpose of this report is to assess the impact of the proposed development on the surrounding transport network and to identify any measures that may be required to mitigate the impact of the proposed development. 1.4 Structure of the report Following this introductory chapter, the report is structured as follows: Section 2 provides a brief over-view of the relevant land use and transport policy context. Section 3 details the existing transport network surrounding the development site; Section 4 outlines the development proposals; Section 5 describes the likely demand generated by the proposed development Section 6 describes the likely impact of the proposed development on the surrounding transport network; and, Section 7 provides the conclusion of the report. 6 2.0 POLICY CONTEXT 2.1 Introduction This section of the report reviews national, regional and local transport related planning policy guidance that is relevant to the proposed development on land within the retail zone of Swansea Enterprise Park. 2.2 Wales Spatial Plan People, Places, Futures The Wales Spatial Plan has amongst its goals: Achieving sustainable accessibility. To balance the social, economic and environmental impacts of travel while enhancing accessibility and to tackle the challenge of benefiting from larger networked regions while reducing the negative impacts of travel The Wales Spatial Plan provides the context and direction of travel for local development plans and the work of local service boards. 2.3 Planning Policy Wales The Welsh Government aims to extend choice in transport and secure accessibility in a way which supports sustainable development with greater use of more sustainable and healthy forms of travel, thereby minimising the need to travel PPW states that land use planning can help to achieve the Assembly Government s objectives for transport through: Reducing the need to travel, especially by private car, and locating development where there is good access by public transport, walking and cycling; Locating development near other related uses to encourage multi-purpose trips and reduce the length of journeys; Improving accessibility by walking, cycling and public transport; Ensuring that transport is accessible to all, taking into account the needs of disabled and other less mobile people; Promoting walking and cycling; Asbri Transport 3 t:\t17\oly\j44 drive thru\t d1 oly a.docx62.d1 Oct 2017

7 Supporting the provision of high quality public transport; Supporting traffic management measures; Promoting sustainable travel options in rural areas; Supporting necessary infrastructure improvements; and, Ensuring that, as far as possible, transport infrastructure does not contribute to land take, urban sprawl or neighbourhood services PPW promotes walking and cycling for shorter trips and that cycling be encouraged for short trips and as a substitute for shorter car journeys, or as part of a longer journey when combined with public transport In relation to car parking provision PPW states that: local authorities should ensure that new developments provide lower levels of parking than have generally been achieved in the past and that minimum parking standards are no longer appropriate. 2.4 Wales Transport Strategy The Wales Transport Policy aims to maximise the consideration of access during the planning of new services and facilities, influence and alter travel patterns, promote sustainable travel and contribute to environmental improvements. 2.5 One Wales: Connecting the Nation The goal of One Wales: Connecting the Nation is to promote sustainable transport networks that safeguard the environment while strengthening our country s economic and social life. The One Wales programme is working to achieve a nation with access for all, where travelling between communities and accessing services, jobs and facilities in different parts of Wales is both easy and sustainable, and which support the growth of our economy. 2.6 Technical Advice Note (TAN 18): Transport TAN 18 identifies that Planning Policy Wales and the Wales Transport Strategy both aim to secure the provision of transport infrastructure and services, which improve accessibility, build a stronger economy, improve road safety and foster more sustainable communities. 8 2.6.2 To achieve this and the core objectives, the following initiatives relevant to the proposed development are: Reducing the need to travel Promoting walking and cycling Managing parking provision Encouraging the location of development near other related uses to encourage multi-purpose trips TAN 18 describes how to integrate land use and transport planning, and explains how transport impacts should be assessed and mitigated. TAN18 also identifies thresholds at which a Transport Assessment should be produced in support of a planning application Paragraph 4.13 of TAN 18 details, Maximum parking standards should not be applied so rigidly that they become minimum standards. Maximum standards should allow developers the discretion to reduce parking levels. 2.7 City and County of Swansea Unitary Development Plan (UDP) The City and County of Swansea s UDP was adopted on 10 th November A number of policies of the Authority s UDP are relevant to the proposed development. 9 3.0 EXISTING SITUATION 3.1 Introduction In order to assess the impact of the proposed development, it is necessary to establish the conditions that exist within the surrounding transport network. Therefore, this section of the report describes the site location and the transport characteristics, including the highway network, of the surrounding area. 3.2 Site location and nearby land uses The site is located on the southern edge of Birchgrove, a residential settlement to the north of Swansea. The site is to the east of the grade-separated roundabout junction that provides access to and from junction 44 of the M4 motorway. The geometry and width of the local highway network has also been designed to accommodate the movement of large goods vehicles accessing the motorway To the east of the motorway the land use is predominantly residential, with the settlement of Birchgrove located largely to the north and Skewen to the east of the application site. To the west of the motorway are the residential areas of Peniel Green and Trallwn The Swansea Enterprise Park is located approximately 2km to the west of the application site. There is a wide variety of land uses located in the Swansea Enterprise Park and the Llansamlet area of Swansea generally. These include retail outlets for all types of food, bulky and comparison goods, employment sites, civic amenity facilities, hotels, restaurants, leisure facilities and fast-food outlets The application site is predominantly dis-used and over-grown. The site provides private car parking spaces in the form of 4 garages associated with nearby residential properties on Peniel Green Road. The site was formerly occupied by a farm. 10 3.2.5 As outlined above, it is proposed to construct a coffee-type restaurant with a drive-through facility and 23 affordable residential dwellings of a mix of jhouses and apartments. The site is bounded to the north by the B4291 which forms a link road between the major roundabout junction above the M4 motorway, and a traffic-signal controlled junction of the B4291 and Birchgrove Road. The A48, A4230 and B4291 all intersect at the roundabout junction The location of the site together with the local highway network is shown in Figure Local highway network B4291 link road The B4291 is an all-purpose two-way single carriageway road running in a west to east direction. At its western end the road intersects with a grade-separated roundabout junction which provides access to the M4 motorway and to the northern area of Swansea via the A48. The road links to a traffic-signal controlled junction at its eastern end with Birchgrove Road and Heol Tylluan The road is subject to a speed limit of 30mph and street lighting is present. Footways are located on both sides of the carriageway and there are large highway direction signs present on the west-bound approach to the roundabout junction. There is an existing access into the application site, located approximately 70m to the west of the traffic signal controlled junction There are bus services operating on the B4291 with stops for services operating in both directions located in the vicinity of the access described above. Bus stops signs are present for services operating in each direction on the B4291 but there are no associated carriageway markings or shelter provision. Peniel Green Road (A4230) Peniel Green Road is a wide, two-way single carriageway road, connecting Skewen with Birchgrove and junction 44 of the M4 motorway. The road curves from a southerly to and easterly alignment following a broadly parallel alignment to the motorway and is classified as the A4230 in the City and County of Swansea s highway network. 11 3.3.5 On the road s eastern side the road is fronted by large semi-detached houses and there is a car sales and repairs garage located approximately 375m to the southeast of the roundabout junction Footways are present on both sides of the carriageway, separated from the carriageway by a grass verge. The road is street-lit and subject to a speed limit of 40mph which reduces to 30mph on the immediate approach to the roundabout junction Bus services operate on the A4230 with staggered stops for services in both directions located approximately 100m to the south of the roundabout junction. The service provision available at these stops is detailed in the public transport sub-section. 3.4 Birchgrove Road Birchgrove Road follows a northerly alignment to the east of the application site. It forms a signal-controlled junction with the section of the B4291 described above. Birchgrove Road is also classified as the B A number of side roads form priority junctions with Birchgrove Road which predominantly served residential dwellings. Birchgrove Road forms the principal distributor road providing access to junction 44 of the M4 motorway from the settlement There are footways present on both sides of the road often accompanied with highway verge. The road has street lighting and is subject to a speed limit of 30 mph. There are several parking lay-bys provided along its length that run parallel to the road s carriageway There is pedestrian crossing provision on the northern and southern arms of the traffic signal controlled junction of Birchgrove Road/the B4291 link road and Heol y Tyluan. 3.5 Base traffic flows In order to determine the volume of traffic using the local highway network AM and PM peak hour junction turning counts were undertaken on 13 June Asbri Transport 8 t:\t17\oly\j44 drive thru\t d1 oly a.docx62.d1 Oct 2017

12 3.5.2 Traffic volumes by turning movement were counted at all arms of the roundabout junction above the motorway and at the smaller roundabout at the top of the west-bound on-slip road. Turning traffic movements were also counted at the traffic signal junction The survey dates did not coincide with school holidays and the highway network was understood to be operating normally for the duration of the surveys. From the survey, the peak periods on a weekday have been determined as and The survey data is included in Appendix B and the 2017 AM and PM baseline traffic flows are shown in Figure Highway safety This section of the report review collision data within proximity of the site Personal injury collision data for the study area (see Figure 3.3) was obtained for the five year period (shown in Appendix C). Table 3.1 summarises details of the number of collisions resulting in personal injury, the number of casualties and the severity of personal injury. Of the 30 casualties involved in a collision, only slight injuries were sustained (the location of collisions is shown in Figure 3.3). 13 3.7 Public transport The site is well served with public transport facilities. A number of existing bus stops are located in the site s immediate vicinity. Stops for services in both directions are present on the B4291 link road to Junction 44 of the motorway and on the A4230, Peniel Green Road In addition to this, Llansamlet Railway Station is located approximately 700m to the west of the proposed development. Bus Services The closest bus stops to the proposed development are located on the B4291 in the vicinity of the existing access to the application site. Service numbers 30, 31, 33, 34, 61 and 159 operate from these bus stops Additional bus stops are located on Peniel Green Road, approximately 30m to the south of the vehicular access to the existing garages. These provide access to services 30, 159, 34C, 904 and X Table 3.2 outlines the services that call at the bus stops described above. Table 3.2: Summary of personal injury collision statistics The existing bus stops in proximity to the site are shown in Figure 3.4. Rail As described above, Llansamlet Railway Station is located approximately 700m to the west of the site. The station is served by trains operated by Arriva Trains Wales and is situated on the South Wales Main Line between Swansea and Cardiff Services run every two hours, in both directions, on weekdays but there are no services operating on a Sunday. 15 3.7.9 There are approximately 25 car parking spaces available within the grounds of the station and parking is free of charge. Wheelchair users can use the car parking facilities unaided at Llansamlet The nearest bus stop to Llansamlet Railway Station is located on Frederick Place, approximately 60m to the south-west of the station platform access. Bus services 30, 31, 33, 34 and 61 provide access to the station from the application site. 3.8 Pedestrians and cyclists Pedestrian routes As described above, there are footways on the B4291 and Peniel Green Road Way, providing access to the wider area. It is noted that there is limited designated pedestrian crossing provision on the B4291 link road but there are dropped kerbs at the splitter island on the approach to the roundabout junction. In addition there are designated pedestrian routes with dropped kerbs and tactile paving present across the northern arms of the roundabout junction There is a signal-controlled pedestrian crossing on Birchgrove Road immediately south of the traffic signal controlled junction. There is also pedestrian crossing provision within the signal-controlled junction on the Heol Tylluan (eastern) arm and Birchgrove Road (northern) arm The Chartered Institute of Highways and transportation (CIHT) guidelines indicate that the desirable walking distance for commuting/school journeys is 500 metres, the acceptable walking distance is 1km and 2km is the preferred maximum. For walking trips for other purposes, the desirable walking distance is 400m, acceptable is 800m and the preferred maximum is 1.2km Figure 3.5 shows the local amenities within walking distance. Cycle routes The closest cycle route to the proposed development is National Cycle Route 43 located approximately 1.7 km to the west on the A4067. 16 3.8.6 NCN Route 43 connects to the Celtic Trail and will connect Swansea with Builth Wells once fully complete. 17 4.0 DEVELOPMENT PROPOSALS 4.1 Development land use As set out in Section 1, it is proposed to construct a coffee and light snacks type restaurant that incorporates a seated dining area and a drive-through facility, of gross internal floor area of 167.2m². In addition, it is proposed to develop 23 residential dwellings on land to the south of the B4291 and immediately east of the roundabout junction that serves junction 44 of the M4 motorway It is anticipated that Costa is the proposed end user of the drive thru facility. Costa and Starbucks operate similar coffee shop drive-thru developments across Wales. One of which is situated off Fabian Way in Swansea and the first one in the Europe was occupied by Starbucks on a retail park in Cardiff The other element of the proposed development will consist of 23 affordable residential dwellings that will be managed by Coastal Housing Group. The proposed development schedule is outlined in Table 4.1 below and the layout of the proposed development is shown in Appendix C. 18 Access and layout for residential development The 23 residential dwellings are proposed to be accessed via a new simple priority T junction on the B4291 located approximately 70m from the signal-controlled junction, as indicated in Appendix C The proposed access has been designed in accordance with the guidelines set out in Manual for Streets (MfS) and has been designed to accommodate two cars accessing/egressing the site simultaneously Visibility splays of 2.4m x distance by 43m y distance can be achieved in both directions along Birchgrove Road at the proposed access, as indicated in Figure 4.1. The achievable visibility is in accordance with guidance contained within Manual for Streets for speed limits of 30 mph, which is the prescribed speed limit on Birchgrove Road The proposed development will provide the necessary pedestrian and cyclist infrastructure within the site to encourage residents to walk and cycle, with 2m wide footways included on one or both sides of the carriageway throughout the site, and where appropriate, shared use private drives also included, prioritising the needs of pedestrians and cyclists over that of vehicles As shown in Appendix C, pedestrian footways are proposed at the proposed access junction with pedestrian footways provided on both sides of the carriageway A total of 42 car parking spaces are proposed for the residential element of the development proposals which is discussed in detail in section 4.5. Proposed drive-thru access and layout It is proposed to access the restaurant and drive-thru site via an all movement simple priority junction with the B4291, approximately 70m east of the M4 slip- road roundabout, as indicated in Appendix C The achievable visibility at the proposed drive-thru access junction has been measured in accordance with guidance contained within Manual for Streets for speed limits of 30 mph, which is the prescribed speed limit on Birchgrove Road. 19 Visibility splays of 2.4m by 43m can be achieved in both directions along Birchgrove Road within land owned by the developer or within land under the control of the local highway authority, as indicated in Figure In addition, as indicated in Figure 4.3, visibility splays of 2.4m by 70m can be achieved in both directions along Birchgrove Road within land owned by the developer or within land under the control of the local highway authority in accordance with technical guidance detailed in the Design Manual for Roads and Bridges DMRB. Drive-through layout As is evident from Appendix C, the drive-through lane follows a curved, clockwise route around the outer demise of the proposed restaurant. Both the drivethrough lane and the car parking associated with eat in customers are accessed from the internal road that links with the proposed access to the B When a customer wishes to purchase a coffee or light snack via the drive-through facility the following is the typical process in operation at most fast food retailers: Enter the drive-through lane; Place an order at a customer order display unit; and, Pay and collect at either of the booths on the southern elevation The drive-through lane has queuing capacity for approximately 9 vehicles based on its length of 54 metres and assuming a car length (including separation distance from the vehicle in front) of 6m As shown in Appendix C, pedestrian footways are proposed at the access junction with pedestrian footways provided on both sides of the carriageway. 20 Internally within the site, it is proposed to provide a number of informal pedestrian crossing with associated dropped kerbs and tactile paving, providing pedestrian links from the east to the restaurant and drive-thru facility. In addition, a similar informal crossing facility is proposed to the south-west of the drive-thru building across the drive thru lane, providing pedestrian links to Peniel Green Road The car park associated with the restaurant is located to the south of the building with capacity for 35 cars as discussed in detail in section Servicing As set out previously, it is anticipated that Costa is the proposed end user of the site who operate similar drive-thru facilities which typically generate 3 goods vehicle deliveries per week of food and related supplies for their facilities. As such, the impact of predicted number of delivery vehicles will be imperceptible A swept-path analysis of a typical delivery vehicle for this type of development, a rigid (8.5m) goods vehicle, has been undertaken accessing the site, as presented in Appendix D The vehicle specification used for the swept-path analysis is representative of the 2-axle rigid goods vehicles used by the prospective end-user The swept path analysis indicates that the service vehicle is able to enter and exit the drive-thru site satisfactorily in a forward gear using the drive-thru lane as a both a drop off and turning area. 4.4 Coffee restaurant and drive-thru car parking provision Car parking provision at the proposed development is to be provided in accordance with the City and County of Swansea Parking Standards (March 2012) Based on the requirements for restaurants set out in the guidance, the required number of parking spaces is outlined in Table 4.2. It is understood that there will be approximately 15 members of staff present per shift requiring 5 parking spaces and finally CCS parking standards require 6 waiting spaces for customers have order a drive-through meal and are awaiting its completion A total of two parking spaces are to be provided for disabled motorists who may be patrons of the restaurant and are located in the immediate vicinity of the restaurant s entrance As identified in Appendix C, car parking for the proposed drive-thru element of the development totals 36 car parking spaces, 2 of which are disabled spaces The proposed car parking provision slightly exceeds Swansea s adopted parking standards guidance. However, the level of car parking has been maximised to accommodate the car parking levels required by the end user and to ensure car parking does not spill over onto Birchgrove Road or the neighbouring residential development. 4.5 Residential car parking provision As for the retail element of the scheme, car parking provision for the residential element of the scheme has been provided in accordance with Swansea s adopted Parking Standards, as detailed in Table 4.3. 23 Car ownership rates housing tenure Statistical Bulletin (SB100/2013) People and Licensing and Vehicle Ownership, 2012 states that 23% of households in Wales do not have access to a car, however, this figure rises substantially to 53% of households that are housing association (social rent) accommodation It is considered housing tenure has a significant impact on car ownership rates, with only 13% of open market houses having no access to a car. As stated previously, whilst the scheme is likely to provide accommodation for social rent, rates for private rent have also been considered. Statistics are available for houses that are rented (either social or private) with 44% of households having no access to a car In addition, a UK government study carried out in 2007 entitled Residential Car Parking Research states that tenure is an influence on household car ownership levels and social housing tend to have fewer cars than owner-occupied households that are of similar size and type. An extract from this document is included at Appendix E The above study is supported by the People and Licensing and Vehicle Ownership, 2012, included at Appendix F, which states that: 44 per cent of households that are social or private rented in Wales did not have a car or van in the household. Car ownership rates household type It should be noted that the above car ownership rates are for housing of all sizes and it has not been possible to establish car ownership data for flats. The Statistical Bulletin does, however, identify that across Wales 45% of one person households (typically associated with smaller houses or flats) have no access to a car compared with 23% average for all household types. 24 Bus provision In addition to the above, the site is excellently located with regard to access to public transport provision with bus services accessible on the B4291 in the immediate vicinity of the site frontage and further services accessible on the A4230 to the south-west of the proposed development. Summary Given that car ownership rates for housing association schemes are appreciably lower than for the open market dwellings, it is considered that car parking provision can be provided at a significantly lesser level than what would be permitted in applying the maximum parking standards set out in Swansea City Councils parking guidelines As such, the provision of a total of 42 car parking spaces, which equates to 1.82 spaces per dwelling and is deemed appropriate for the proposed development given the evidence provided within this report This approach to transport, with the change from predicting and providing for cars to managing traffic and reducing car dependency, means a new role for parking provision and control which the standards hope to address. 4.7 Cycle parking provision Drive thru As part of the development, secure cycle parking will be provided in accordance with guidelines detailed in the Swansea s adopted parking guidelines which require 1 stand per 10 staff. Residential Cycle parking at the proposed development will be provided in accordance with Swansea s adopted parking standards. 25 All residential developments must be accessible by cycles and cycle storage must be a factor of dwelling design. In appropriate circumstances, convenient communal facilities may be provided As such, cycle Parking is to be provided for all houses and will be incorporated in dwelling design. In relation to provisions for the apartment element of the scheme, secure cycle parking will be provided in accordance with national guidelines in the form of a safe, secure bicycle store. 26 5.0 TRIP GENERATION 5.1 Introduction In order to assess the impact of the proposed development on the existing transport infrastructure, it is necessary to assess the likely volumes of vehicles accessing the site This section of the report, therefore, outlines the methodology used to predict the future traffic generation and provides an estimate of future trips to/from the development site. 5.2 Trip rates As detailed previously, it is anticipated that Costa will operate the drive-thru facility, with a gross floor area of 167.2m.² There is no data specifically for drive-thru coffee facilities included in the TRICS database. Whilst this form of development is steadily growing, they tend to utilise existing restaurant site s planning use rights, or are part of Service Stations and are classed as subsidiary uses, as such trip generation data is limited To ensure the robust nature of this assessment the TRICS database has been interrogated for fast food drive through sites, such as McDonalds to replicate a worst-case assessment scenario TRICS is a nationally accepted database that provides information on the level of movement (by all modes) generated by a variety of land uses based on existing trips observed at sites throughout the UK The sites from the current database (version 7.4.2) have been selected on the basis of the following criteria: Land use: Hotel, food & drink; Fast Food Drive Through Sub-category Survey days: Monday-Friday; GFA: m²; and, Asbri Transport 23 t:\t17\oly\j44 drive thru\t d1 oly a.docx62.d1 Oct 2017

Diverted trips are already present on the local road network but not using the road from which access is taken, and would therefore divert from their existing route to access the development. 28 5.3.3 In this case, it has been assumed that 60% of vehicular trips to/from the proposed drive-through are already present on the local highway network, directly passing the site access, (i.e. the link road providing access to the roundabout junction) and have therefore been referred to as pass-by trips for the purpose of the Transport Assessment It has been assumed that 20% of trips that will be attracted to the proposed development are already present on the local highway network but that these trips will divert from their normal route to access the site. These trips have been referred to as diverted trips The remaining 20% of trips have been assumed to be new trips generated by the proposed development and have, therefore, been added to the study network. This level of new trip generation is considered robust, particularly when considering the level of traffic already present on the local road network in the vicinity of the site Both new trips and diverted trips have been distributed and assigned to the network based on turning count movements. It is considered that the adoption of 20% for new trips in the network peak hours allows for robust assessment as patrons of the restaurant or drive-through facility are considered unlikely to make a specific trip to such a facility when traffic volumes on the highway network are at their greatest, i.e. during the a.m. or p.m. peak hour The pass-by trips have been reassigned so that the arrivals access the application site and then the departures exit via the roundabout in the same peak hour period continuing on their original route The proportion of the trip types adopted for this assessment are consistent with those typically adopted when assessing the transport implications of fast-food type restaurants with drive-through provision The pass-by, diverted and new trips are summarised in Table 5.2. As such, the analysis outlined in Chapter 6 of this report is considered robust as it represents a worst case scenario in terms of new trips associated with the development. Other restaurant/drive-through facilities nearby There are a number of other restaurant with drive-through facilities located to the west and south-west of the application site. Figure 5.2 details the locations of other facilities located within a 8km isochrone of the site. 31 6.0 POTENTIAL IMPACT 6.1 Introduction This section of the report identified the impact of the proposed use on the surrounding highway network, and identifies any measures required to mitigate the impact of the development The operation of the proposed site has been assessed for the anticipated year of opening (2019) and year of opening plus 10 years (2029). NTM growth factors have been obtained to factor the baseline surveyed flows, and are shown in Table 6.1 below. However, the following factors are known to influence the level of trade at fast food restaurants with drive-through facilities. 32 The proximity of other land uses such as retail or leisure destinations The nearby road network Local population There are a number of restaurants of all types, including fast-food outlets that are located in proximity of the application site. Figure 6.5 details restaurants such as fish and chip shops, pizza restaurants and fast food outlets including those with drive through facilities, within 8km of the application site, as is evident there are approximately 50 outlets within this distance isochrone In terms of primary trip generation it is considered that the proposed development will predominantly serve the nearby residential areas as trip origins from further afield will have numerous opportunities to access such facilities near to the origin of their trip. 6.3 Percentage Impact Assessment A percentage impact assessment has been undertaken that calculates the primary trip generation of the proposed development as a percentage of the twolink flow on wider road network along Birchgrove Road and at the following junctions: B4291 Birchgrove Road/Birchgrove Road signalised junction; and, M4 grade-separated roundabout The 2019 and 2029 percentage impact assessments are shown in Figure 6.6 and 6.7 respectively and the results are summarised in Table 6.2. 35 6.4.5 It can be seen from the table above that the site access has sufficient capacity to accommodate the proposed development, with a maximum RFC of 0.05 and a maximum queue of less than 1 vehicle. 6.5 Summary It can be seen from the analysis that both the site access junctions for the drive thru and the proposed residential development are predicted to operate within capacity during the 2019 and 2029 with development scenarios. It is therefore anticipated that no mitigation measure will be required Percentage impact analysis indicates that the proposed development will have a negligible impact of less than 5% on all arms of the junctions assessed and therefore assessment of the wider road network will not require capacity analysis. 36 7.0 CONCLUSION 7.1 Summary Asbri Transport Limited has been appointed by SRT Development to produce a Transport Assessment (TA) in support of a planning application for the construction of a coffee retail restaurant unit including a drive-through facility and residential development of 23 dwellings on land to the east of Peniel Green Road, Birchgrove, Swansea A pre-application submission was made to the City and County of Swansea in July The Authority s Head of Transportation and Engineering recommended that the application be accompanied by a Transport Assessment. It is understood that the proposed access strategy was deemed acceptable in principle, subject to the findings of the TA The accessibility of the site to trips by non-car modes of travel has been examined as has the safety record of the local highway network The report has detailed that Costa will occupy the drive thru element of the proposed development site. Vehicular trip rates have been derived from a representative sample of sites of typical fast-food with drive-thru outlets that are included in the TRICS database. The sample used which include several brands of the major fast-food retailers trading in the UK as there is no specific data for Costa or other coffee retailers contained within the database Assumptions about the level of new trips, pass-by and diverted trips that may be attracted to the drive-thru element have been detailed as has the proportion of new trips that may be attracted to the proposed development have been assessed. It is considered that the proportionate split assumed between the three trip types as defined in the Transport Assessment is robust when considering the application site s location and the proximity of other fast-food restaurant and drive-through outlets in the site s vicinity. 37 7.1.6 The operational performance of the proposed priority access junctions for the residential and drive thru elements of the development have been modelled using the capacity modelling package Junctions 9. The simple priority junctions are both predicted to operate within capacity in both the 2019 and 2029 future assessment years In addition a percentage impact assessment has been undertaken of the change in traffic volumes that may result on the local highway network which includes the traffic signal controlled junction of the B4291 and Birchgrove Road and the grade separated roundabout junction that provides access to Junction 44 of the M4 motorway, located immediately west of the application site It has been concluded that the level of new traffic that may be attracted to the proposed development will not have a material impact on the performance of the two junctions. 7.2 Conclusion The planning application proposes the development of a restaurant with drivethru facilities and 23 residential dwellings on an area of predominantly unused land to the east of junction 44 of the M4 motorway In conclusion, it is considered that the development will have significant propensity to attract linked or multi-purpose trips, from traffic that is already present on the local road network. The proximity of adjacent land uses of a variety of types will mean that trips will be attracted from visitors to the nearby retail uses and on week-days an element of trips will be linked with commuting trips to the nearby employment floor area. 57 Transport Planning Consultants Project number T Contact/participants Noted by Patrick O Connor Project name Proposed restaurant/drivethrough facility & residential development, Birchgrove Swansea 14 July 2017 Transport Assessment Scoping Note Proposed restaurant and drive through facility and residential development of approximately 28 dwellings at Birchgrove, Swansea. 1.1 Background Asbri Transport Ltd has been appointed by SRT Developments to produce a Transport Assessment for the above mixed-use development. A coffee-type restaurant with drivethrough facilities and 23 residential dwellings The development site is situated on a parcel of land to the south of the B4291 and immediately east of junction 44 of the M4 motorway, in Birchgrove, Swansea. The B4291 links the residential area of Birchgrove to the M4 motorway and the wider Swansea city area The location of the proposed development is detailed on Figure 2.1 attached. 1.2 Scope The purpose of this scoping note is to agree a scope and methodology to be adopted for the Transport Assessment with officers of the local and strategic highway authorities This scoping document details the proposed structure of the TA, including the proposed study area, the methodology to be adopted to derive the development s trip generation trip distribution and the proposed capacity modelling of the local highway network in the vicinity of the application site. 1.3 Policy Review The Transport Assessment will review national, regional and local transport related planning policy guidance that is relevant to the proposed development, including: Wales Spatial Plan (2008);

58 Planning Policy Wales; Technical Advice Note (TAN) 18: Transport; and, City and County of Swansea Unitary Development Plan. 1.4 Existing Situation In order to assess the impact of the proposed development, it will be necessary to establish the conditions that exist within the surrounding transport network. The Transport Assessment will describe the current transport network within the vicinity of the proposed development, and the wider classified road network Peak hour traffic surveys of the grade-separated roundabout junction and the signal controlled junction at each end of the B4291 have been undertaken. 1.5 Highway Safety The Transport Assessment will review Personal Injury Collision (PIC) data within the study area of the site. PIC data will be analysed for the most recent five year period and an analysis and plot of collisions within the study area The analysis will include: The severity of each collision; The number of vehicles involved; The number of casualties; Causation factors of each collision; Types of casualties (e.g. vehicle/pedestrian, vehicle/pedal cycles); and, A plot of the location of each collision. 1.6 Public Transport Bus stops and services within the vicinity of the site will be analysed studying their destinations and frequencies. There are services operating on the B4291 and A Rail services within the vicinity of the site will be studied analysing the nearest railway station and number of services that are scheduled each hour on weekdays/weekends. A review of facilities at the nearest railway station will be carried out, including access for disabled users, availability of sheltered cycle parking, and the number of car parking spaces and cost of using them. 2

59 1.7 Pedestrians and cyclist provision Pedestrian and cyclist provision in the vicinity of the site will be assessed, following guidance from The Chartered Institute of Highways and Transportation (CIHT) guidelines for desirable and maximum walking distances The Transport Assessment will discuss local amenities/facilities within the vicinity of the site and the most suitable means of travelling there by sustainable modes of transport Information on cycle routes will be analysed, including route locations, nearest access point and if the route is on-road or off-road. 1.8 Development proposals and access strategy Planning permission is to be sought for a coffee retailer type restaurant including drivethrough facilities on land in the vicinity of the roundabout junction associated with junction 44 of the M4 motorway. The planning application will also propose residential development of approximately 25 residential units on land immediately east of the proposed drive-through Access is proposed on the northern frontage of the site, via a left in/left-out only junction with the B4291. A further left-in only entrance is proposed from Peniel Green Road All servicing hgvs will access the site via the left-turn in entrance from Peniel Green Road and exit via the access to the B An indicative layout of the proposed development is included at Appendix A Pre-application discussion with the Local Planning Authority has occurred and this has detailed that the Highway Authority require the planning submission to be accompanied by a Transport Assessment Vehicle tracking exercises, using AutoTrack, will be conducted to ensure that all vehicles likely to visit the proposed development may do so satisfactorily. 1.9 Committed Highway Improvements We would be grateful if the Highway Authorities could advise if any highway improvements are proposed in the vicinity of the proposed development. 3

60 1.10 Car parking provision Car parking provision will be provided in accordance with the adopted standards of the Local Planning Authority for both land uses proposed Transport Characteristics 1.12 It will be necessary to calculate the vehicle trips likely to be generated by the proposed development. This will be undertaken using the current version of TRICS trip generation database The proposed drive-through operator is of a type similar to well-known coffee retailers At this stage all residential units are proposed to be of an affordable nature The propensity of the development to attract linked trips, i.e. trips to several destinations (including the application site) and the quantum of pass-by and diverted trips will be analysed within the TA Traffic Impact Analysis The impact of the development will be assessed for an opening year (2018) and a future year assessment will be undertaken for 2028 (opening year plus 10 years) The Transport Assessment will identify the likely impact of the proposals on the surrounding transport network, including: 1. Signal-controlled junction of the B4291 with Birchgrove Road. 2. A percentage impact assessing the change in the volume of traffic using the gradeseparated junction at junction 44 of the motorway. 3. An assessment of vehicle trips attracted to the development from the M4 motorway Mitigation Finally, the TA will examine the necessity for any mitigation based on the analysis undertaken. 4
