1 Rail Baltica Growth Corridor Driver of Change Malla Paajanen, Aalto University CEMAT Railway Engineering 2011 Paris, May 16, 2011
2 Rail Baltica in 2011 In 1935, steam train from Tallinn to Berlin travelled 1700 kilometers in 27 hours. Today this distance takes 60 hours and nine changes of train. The passenger travels across five countries and passes 60 stations along the way. The vision of modern Rail Baltica is a green and fast train connection from Helsinki via St. Petersburg to Berlin and further to continental Europe. To north, Rail Baltica is connected to major passenger and freight networks up to the Barents Sea and Arctic Ocean. 2
3 Rail Baltica Mapped Estonia, Latvia, Lithuania, Poland, Germany Finland, Russia/St. Petersburg 1520 mm, 1435 mm gauge Freight and passenger transport Multimodality: railway, road, air, sea Green growth principles Iron Curtain in past, EU today 3
4 Rail Baltica Challenge Majority of transport related loans (EBRD, EIB, WB) to other than railway development. Cost estimates for Rail Baltica range from 1 billion to >4 billion euros (improving existing vs. building new infra). Along Rail Baltica ~ 4 million people. Population concentrated in south (Poland). Rail Baltica + Gulf of Finland ~ 15 million people. Soviet transport strategy is still visible: Transport network is stronger in east-west than north-south connections. Current transport network is largely based on road transport. Hilmola O-P., Laisi M. and Saranen J. (2011). Rail Baltica Current State of Railway Corridor. Proceedings of Annual Engecon Logistics Conference, St. Petersburg, Russia.
