4 Benefits of introducing of dynamic control of luminous intensity of AtoN lights for provision of optimum luminous range are numerous: improved navigational safety due to increased range in adverse weather conditions, lower navigator stress in excellent meteorological visibility conditions that also translates to increased navigational safety, AtoN site power savings (particularly important at solar powered sites), extending of the usable life time of the LED light source, reducing light pollution and environmental footprint.
5 Key questions when inplementing VAAL for specific aid to navigation: Estonian Maritime Administration whether this is necessary for mariner and whether this is increasing maritime safety, does it bring sufficient economic benefits (energy saving), whether the risks associated with controlling the light can be hedged, is high-quality meteorological information available?, whether the existing technical resources are supported VAAL (PWM, networking).
6 Weather information and its parameters for VAAL decision making: measured atmospheric visibility (meteorological visibility at current atmospheric transparency), measured atmospheric humidity, precipitation information, meteorogogical information ranging (visibility at least 50 km), information update rate (preferably at least 10 min).
7 VAAL suitable on-line available official weather information gathered along the Estonian coast line: Estonian Environment Agency has 90 wether stations, coastal stations are 23, meteorological visibility measured in 24 station, 16 of them can be used for VAAL, visibility sensing equipment range limit is 50 km (7 stations) or 20 km (9 stations), performance of the measurement data acquisition was excellent, equipment with range limit of 20 km (10.8 NM) is not sufficient AtoN light control.

13 Wave height estimation in EMA using navigation buoys: all buoys with light used by Estonian Maritime Administration have built-in functionality for wave height and periood estimation, wave height estimatin is currently activated for 16 buoys in selected locations, usual remote monitoring equipment used for aquisition of data, 3D acceleration data sample rate is 5 Hz, collected during 3 minute and sent out once an hour, the data sequence analysis is done by a dedicated server (Fourier analyse used), analysis output values intervall is 10 minutes.
14 Wave height estimation in EMA using navigation buoys. What is good, what is not so good? the best thing is: special measuring equipmet and its deployment and special maintenance not needed, special data transfer infrastructure not needed, only extra cost comes from buoy battery extra drain, complicated impact of buoy design and buoy mooring and big inertia caused by buoy and its mooring weight, limited measuring accuracy, in best case 0.2 m, usually up to 0.5 m.
15 Wave height estimation in EMA using navigation buoys: Improvements and additions. 4 different algorithms were compared new algorithm MIN_MAX was introduced, introduced new parameter wave height confidence level to eliminate artefacts, wave period computing algorithm was improved by adding horisontal acceleration vectors, depending on mechanical properties, hydrostatics, mooring and depth, each buoy has a natural frequency of its own that tends to manifest itself during calm seas, a method with spectrum analysis of triaxial acceleration data was also implemented for trials but will not be used in the final application (WHAPAS 2.0).
