2 Taylor Twister Exercise Play Exercise Briefing No Image During the exercise it will be important to remember and comply with the following statements: You should only use Internet Explorer as your internet browser for today s exercise. It is important NOT to jump ahead in the exercise scenario. In other words don t focus on what might happen, focus on the Common Operating Picture that is presented during the exercise to make informed decisions. In any exercise a number of assumptions and artificialities may be necessary to complete play in the time allotted. During this exercise, the following apply: 1. The scenario is plausible, and events occur as they are presented. 2. There is no hidden agenda, nor any trick questions. Exercise Basics: 1. This exercise contains a total of 26 scenario and inject pages. 2. There is a scheduled 15 minute break approximately half way through the exercise. 3. The exercise is self-paced and it should take your team approximately three hours to complete. However, based on the time your team spends on each scenario and inject your team may complete the exercise in less than three hours or it may take much longer than three hours for your team to complete the exercise. 4. All videos embedded within this exercise can be enlarged to FULL SCREEN by simply clicking on the full screen icon in the lower right hand corner of the video. 5. Thoroughly review all scenarios and injects as they are presented during the exercise. At the end of the exercise you will need to complete an evaluation (Hotwash) on how your team performed during the exercise. The Hotwash will allow you to provide comments on three areas in which your team performed well (Strength) and three areas for your consideration to improve or modify existing plans and procedures (Area for Improvement) to enhance your team s preparedness, response and recovery capabilities. Community Disaster Preparedness Residing in a community that is Disaster Ready is the first step in being able to respond to and recover from any disaster or emergency. Yes No Is your organization involved in assisting community residents in preparing themselves, their families and their homes for a tornado and other disasters or emergencies that might strike the region? 5 Taylor Twister Inject # 002 Image of Thunderstorm Warning Day 1 Thursday 11:17AM At 11:17AM the local forecast office of the National Weather Service issues a Severe Thunderstorm Warning for the area due to the severe weather moving through the region. NOAA Weather Radios throughout the area sound their alarm due to the Severe Thunderstorm Warning. Issued 12:33PM Tornado Watch Expires 9:00PM Once again NOAA Weather Radios sound the alarm warning residents that the area is now under a Tornado Watch. Briefly describe what a Tornado Watch means. 8 Taylor Twister Inject # 005 Image of Tornado Protective Action Day 1 Thursday 4:07PM Meteorologists at the local forecast office of the National Weather Service identify a thunderstorm on their Doppler weather radar capable of producing a tornado. They immediately issue a Tornado Warning. For the third time today NOAA Weather Radio alarms are sounding off. This time the alarm is due to the City of Perry being placed under a Tornado Warning. In addition Tornado Sirens have been activated by local officials. As your organization s members begin to conduct light Search and Rescue Operations they immediately begin to come in contact with individuals who have been injured. 18 Taylor Twister Scenario # 015 Preliminary Damage Assessment Essential Services Image of Tornado Damaged Homes Because the tornado struck the electrical sub-station serving the City of Perry the entire community is without power and it will take several days before the sub-station is repaired. The water tower supplying drinking water to the area residents was heavily damaged. Without electricity those residents that receive their water via private wells do not have access to drinking water. Landline phones are operating throughout the area. Dr Owens DVM, the owner of Owens Miles Veterinary Clinic, has contacted your organization asking if you can assist with capturing the cats and dogs that are now running free throughout the disaster area. Sara and her daughters were under an incredible amount of stress prior to the tornado due to Sara s husband being deployed overseas and Sara having lost her job a little over a month ago. At a minimum the Brewster family needs assistance with: Food, Shelter, Transportation, Behavioral Health and Clothing. 26 Taylor Twister Inject # 023 Image of Hazardous Materials Day 2 Friday 2:19PM Bryon Butler Parkway was reopened to traffic late Thursday evening. As a tanker truck hauling Chlorine travels north on Bryon Butler Parkway its right front tire blows out causing the truck to swerve out of control crashing into a pick-up truck traveling in the same lane. During the crash the tanker truck overturns and Chlorine begins to leak from the ruptured tank. The local Fire Department s HazMat Response Team has responded to the incident and begun to take measures to contain the leak. Because of her age and the fact that she has neither insurance nor relatives that live in the area to assist her with removing the tree from her roof she is asking your organization for assistance.
