1 Plan revision date: March 8, 2018 This is the City of Ann Arbor Emergency Guidelines for the Ann Arbor Art Fair. These guidelines are managed by the City of Ann Arbor Office of Emergency Management with support from the Ann Arbor Police and Fire Departments. FOR DISTRIBUTION TO STAFF AND VENDORS I. 2 I. INTRODUCTION These guidelines describe the collaborative duties and responsibilities of the staff and vendors of the four Ann Arbor Art Fairs and emergency officials in the event of an incident or emergency during the 2018 Ann Arbor Art Fair (AAAF). This plan applies to all activities and events that are part of the official activities of the Ann Arbor Art Fair. While this document serves as a plan for AAAF staff and vendors, it does not supersede the emergency action guidelines or procedures utilized by the City of Ann Arbor. The City of Ann Arbor will be in command of any emergency. In a public safety incident, the primary goal of the AAAF staff and vendors is to provide notice to the participants and to take action directed by the City of Ann Arbor. The City of Ann Arbor has the authority to suspend or cancel the event at any time for real or perceived threat to public safety. Each emergency situation is unique and will require flexibility and cooperation among AAAF staff and vendors. The goal of this emergency plan is to document emergency procedures, to communicate these procedures to our community and partners, and to provide a guide for AAAF staff and vendors in emergency circumstances. The Ann Arbor Art Fair is subject to all types of emergency situations, both weatherrelated and non-weather related, including, but not limited to, severe thunderstorm, tornado, fires, bomb threat/explosion, lost child, crime and medical emergency. II. COMMUNICATIONS Each Art Fair director is issued a portable radio on the Michigan Public Safety Communications System (MPSCS). These radios shall stay on talkgroup InterOp14 Ann Arbor Emergency Management will use this talkgroup to communicate weather hazards along with additional information bulletins. These radios are the primary mode of communication between the City of Ann Arbor and the art fair directors. This should also be the directors primary mode of communication to request assistance. The art fair directors are required to distribute information shared on InterOp14 with their staff and vendors. Metro Dispatch, HVA Dispatch, and U-M DPSS Communications are asked to also monitor InterOp14 during the event. Emergencies: 911 For non-emergencies but to request police assistance: (734) Metro Dispatch The CodeRED Emergency Telephone Calling System may also be used for mass emergency notifications of an emergency or a potential hazard. The system will call each number and will leave voic messages on landlines and cell phones. Page 2 of 6

SEVERE WEATHER AAAF staff and vendors should maintain daily weather awareness via the National Weather Service Forecast Office Detroit/Pontiac, MI, Ann Arbor Emergency Management will be in direct contact with the National Weather Service. Emergency Management will be the authoritative source for weather information. If a potentially severe weather is predicted to affect the AAAF, Ann Arbor Emergency Management will communicate with the fair directors via InterOp15. At the direction of Ann Arbor Emergency Management, the outdoor warning sirens may be used outside of normal parameters to provide extended notification time to visitors. Severe Thunderstorm Warning If the City of Ann Arbor is under a Severe Thunderstorm Warning, all AAAF activities shall be suspended and guests shall be directed to the weather shelter locations. Guests cannot be forced to go to shelter locations nor can they be kept there. The event shall remain suspended until cancellation or expiration of the severe thunderstorm warning. Tornado Warning If the City of Ann Arbor is under a Tornado Warning, all AAAF activities shall be suspended and guests shall be directed to the weather shelter locations. NON-WEATHER EMERGENCIES All of the below incidents shall be immediately reported by calling 911 or verbal report to an onsite officer. Missing Child If an unaccompanied child is found, remain with the child and call 911. Do not move and try to locate the child s guardian. It is important to remain in one place until law enforcement arrives. If a missing child is reported, it is again important that the person reporting the missing person remain stationary until the arrival of law enforcement. Medical Emergency Call 911 first giving exact location and nature of the emergency. Do not move the patient. Provide care if trained/assist with crowd control until first response arrives. Continue to assist with crowd control. Fire Call 911 with exact location. Direct people away. Attempt to clear a path for responding fire apparatus. Security (Crime/Assault) Everyone is asked to assist in providing a safe and secure environment by being alert and reporting suspicious behavior to 911. See Something, Say Something. Protest Activity Any unplanned gathering, protest, or demonstration shall be reported to law enforcement by calling 911. Page 4 of 6

5 Active Attacker An "active attacker" is defined as an individual actively engaged in killing or attempting to kill people in a confined and populated area. In most cases, active attackers use firearms, but they can use other weapons such as knives, explosives, vehicles, etc. Generally, there is no pattern or method to their selection of victims. Active attacker situations are dynamic and evolve rapidly, demanding immediate response by the community and immediate deployment of law enforcement resources to stop the attack and prevent harm. Run If there is an accessible escape path, use it. Hide If evacuation is not possible, find a secure place to hide and barricade your space. Fight As a last resort and only when your life is in imminent danger, attempt to disrupt and/or incapacitate the active attacker. Unattended / Suspicious Package AAAF staff and guests should be aware of unattended and suspicious packages. If a package, bag, or other container seems out of place or has been left unattended, call 911 and report the location of the item. Do not touch or try to move the item. Bomb Threats Bomb threats may be written, by telephone, or verbal. Call 911 to report and follow the dispatcher s instructions. Try to remember as much about the call and caller as you can. Due not evacuate prior to law enforcement arrival. Law enforcement will determine the proper course of action. Identification and Reporting of Suspicious Activity and Behavior "If You See Something, Say Something" Trust your Instincts, if it feels wrong; do not ignore it. Surveillance: Someone is recording or monitoring activities. This may include the use of cameras beyond normal tourism (still or video), such as taking pictures of critical facilities or equipment, note taking, drawing diagrams, making notes on maps, or using binoculars. Elicitation: Someone is asking questions about operations, capabilities, schedules, or people beyond normal curiosity. Suspicious questions may be those trying to gather information about the number of police officers or volunteers working the event and what times they are working. Questions about capabilities may include the locations and details about response vehicles such as police cars and ambulances. Testing Security: Someone attempts to breach security or physical barriers or taped off areas in order to measure reaction times of security of response personnel. Page 5 of 6

6 Suspicious Person Out of Place: Someone who seems out of place or is not engaged in the event, loitering, or causes any concern on your part. Attempts to enter unauthorized areas, avoids contact with others to not draw attention. They may seem nervous or are looking around to see if they are being watched. They may be wearing loose clothing, or clothing not appropriate to body type or for the weather. They may be carrying a bag or backpack that seems inappropriate. If You Observe Suspicious Behavior: DO NOT take direct action - DO NOT confront the individual - DO NOT reveal your suspicions DO record as many details as possible including physical description, location, time, equipment, activity DO notify appropriate authorities as soon as it is safe to do so Call 911 for immediate threat or emergencies Contact a police officer on site, or, if unable, call (Meto Dispatch Non- Emergency) for observed Suspicious Behavior or Activities that you feel should be assessed.
