4 September 6, 2018 To: Planning Commission From: Community Development Department R: Preliminary Plat of Owatonna Motor Company Addition Background Owatonna Motor Company is requesting preliminary plat approval of Owatonna Motor Company Addition, a two lot commercial plat. The applicant is in the process of purchasing the Destiny Church building to relocate their body shop. As a condition of their CUP that was approved this summer, they were to plat the properties if they were going to be purchasing the church building. The applicant is not proposing any real physical changes to the property outside of the proposed improvements for the body shop that were approved. They are creating a two lot plat with a lot for each building. It is easier and cleaner in the long run to do a two lot plat with a joint access easement instead of a one lot plat and a rezoning to a PUD for multiple commercial buildings on the property. All minimum lot requirements are met. No public right of way is being platted.

The plat will be recorded prior to the end of this year. There are no assessments on the property. The property is not located within the floodplain. There are no wetlands on the property. Any future additions or projects will be required to meet all stormwater requirements at that time. The applicant is proposing to dedicate standard easements as shown on the plat. A private access, parking, and maintenance easement is also being required for the joint access and parking areas. The plat is adjacent to a County RO. The County has not stated any concerns with the plat. Staff Review: Staff recommends approval of the preliminary and final plat with the following conditions: 1) The final plat shall be approved within one year of the date of approval of the preliminary plat. 2) The title opinion shall be approved by the City Attorney prior to recording of the final plat. 3) A joint access, parking, and maintenance easement agreement regarding all parking and access on the properties shall be recorded with the final plat.
