4 Baltimore ounty ublic chools ortheast rea lementary ommunity Boundary hange tudy: Background eport ugust 27 Background and ey bjectives ith the support of the Board of ducation, Baltimore ounty overnment, and the tate elegation, B is in the midst of a. billion dollar chools for ur Future capital plan to add capacity to support increasing enrollment and to improve facilities, including accelerating the process of air-conditioning all schools. he northeast area of Baltimore ounty ublic chools has been targeted as a region for facility improvement and a boundary change process has been initiated for nine elementary schools in the northeast area elementary school community based on the following factors: he construction of a new elementary school in the northeast area located near the intersection of Joppa oad and hapel oad with a targeted state rated capacity ( of 725 students, scheduled to open for the school year. o capacity of 75 will be used for the boundary change study, which accounts for planned special education and early childhood programs at the school. ll nine schools participating in the ortheast rea lementary ommunity Boundary hange tudy are overcrowded. Five exceeded 5% and one, erry all lementary, is severely overcrowded at over % capacity based on the 9//2 official enrollment Beyond the study area for the new northeast area elementary school, another project is underway to relieve overcrowding in the northeast region. he reconstruction and expansion of ictory illa lementary chool is also set to open for the school year. B conducted a boundary change process for ictory illa and the seven surrounding schools in early 27. evised boundaries for these schools were approved by the Board of ducation in June 27. incent Farm is the only school that is included in both boundary change studies. he southern border of incent Farm was changed as a result of the ictory illa change process and this change will be included in the analysis for the northeast area elementary boundary change process. he community-based, comprehensive boundary study is tasked with meeting the following key objectives: educe overcrowding in the region. reate viable, successful boundaries to effectively utilize the added capacity at the new northeast area elementary school and the other schools involved in the study upport diversity among schools that reflects the community and the school system. he following attendance boundaries will be evaluated and are subject to modification: arney hapel ill unpowder Joppa iew ingsville akleigh (atellite rea erry all even aks incent Farms his background report was prepared to inform the volunteer committee called together to lead this grass-roots study. his report will inform committee members in two ways: It will expand the extensive knowledge each committee member already has of Baltimore ounty and B. It will help committee members share a message with the community that is consistent and accurate. Baltimore ounty ublic chools contracted ropper I to facilitate this community-based study. ropper I has significant experience facilitating community-based boundary studies, having assisted school districts of all sizes in aryland, irginia, eorgia, Illinois, Indiana, hio, ew ork and many other states. he I in ropper I stands for geographic information systems. eographic information systems consist of people, computer hardware and software. I is designed to store, analyze and output geographic data to support decision making. aps are the most common I output. Because school attendance boundaries are geographic in nature, I is a powerful tool promoting efficient and effective decision making when conducting boundary studies. evised: 9//27

5 Baltimore ounty ublic chools ortheast rea lementary ommunity Boundary hange tudy: Background eport ugust 27 B Boundary tudy uidelines and onsiderations Baltimore ounty ublic chools has developed a body of policies and procedures to guide all boundary studies. hey can be found on the ystem s web site at: er ule 28, the considerations that guide the study may include but may not be limited to: aintaining the continuity of neighborhoods aintaining or increasing the diversity among schools to reflect the diversity of the region and the school system he impact of transportation and pedestrian patterns on students inimizing the number of times any individual students are reassigned fficient use of capacity in affected schools ong term enrollment and capacity trends and future capital plans ocation of feeder school boundaries and continuity of feeder patterns hasing in boundary changes by grade level for high schools dditional considerations that may be relevant include: Use of geographic features, such as railroads, creeks, and major highways. limination of existing satellite boundaries (areas districted to a school that are not contiguous. Boundary tudy rocess hile the rationale behind the boundary study process is presented in the Background section, it is important to reiterate that: his process is community-driven with extensive public participation. he process will be facilitated by an outside consultant. B staff will provide data and technical support to the committees. ultiple forms of communication will be incorporated into the process. his study has four phases: hase. ata ollection hase 2. ata ssimilation hase. Fortunately, Baltimore ounty ublic chools, Baltimore ounty, and the aryland epartment of lanning have provided a comprehensive collection of ystem, city and county data, including: wide array of I data; tudent enrollment data (historic and current; urrent and planned school facility data; ata collection efforts have been underway through the summer, and information will continue to be collected throughout the process if it is deemed useful. s the study proceeds, volunteers will provide additional information as they bring their experience and expertise to their committee work. ublic input at the community information meeting and via the community survey after, will provide valuable data. For example, B already has attendance boundaries developed in I format. hase.
