Box 18 avenue Edouard Belin Postal code Tel.33-(0) Fax City/Town Toulouse Country France richard.biancale@cnes.fr Scientific achievement Dr. Richard Biancale is the chief of the Space Geodesy Team of the Centre National d Etudes Spatiales in Toulouse (France), CNES senior expert and actual Executive Director of the Groupe de Recherche de Géodésie Spatiale (GRGS). After being graduated from the Paris High School of Civil Engineering (1975), he got a Master of Oceanography and a PhD in Astronomy at the Paris University in His professional course began in Germany during his PhD as assistant in space geodesy in the Technical University Munich where he worked with Prof. Ch. Reigber on satellite station positioning. After having occupied a position of research scientist in the Astronomical Observatory of Sao Paulo in , working on the analytical theory of the Galilean satellites of Jupiter in the team of Prof. S. Ferraz-Mello, he joined DGFI (Deutches Geodätisches ForschungsInstitut) in Munich to work under the direction of Prof. Ch. Reigber again on the POPSAT/ESA satellite mission project dedicated to Earth kinematics. Then he moved to CERGA (Grasse) in 1981 in the team of Dr. F. Barlier to prepare the scientific objectives of the LASSO/ESA clock synchronization experiment on board the SIRIO-2 satellite, unsuccessful due to launcher failure. He participated at that time to laser observations at the Calern station.. He entered CNES end of 1982 in the department of M. Lefebvre. His main topics of work were related to studying space tracking techniques, defining the new DORIS positioning system and the TOPEX/Poseidon altimetric mission. Since 1984, he has been very involved in the French-German cooperation on Earth gravity field modeling (formerly GRIM and now EIGEN Earth s gravity field models). In 1991 he was CNES representative at GSFC/NASA (in the Geodynamic branch) in the framework of the joint TOPEX/Poseidon mission. He became the chief of the Terrestrial and Planetary Geodetic Department of CNES in 1992 under the direction of Dr. G. Balmino. He was the CNES scientific manager of the STELLA laser geodetic satellite (1993) and of the STAR accelerometer payload on board CHAMP (2000) as well. He participated to the CHAMP/GRACE gravimetric space experiments within the GFZ team at DLR/Oberpfaffenhofen in He assumed the position of Director of BGI (Bureau Gravimétrique International) in 2006, got that year his habilitation, and has become Executive Director of GRGS (Groupe de Recherche de Géodésie Spatiale) in This French national group gathers around 120 researchers from 10 French organisms involved in space geodesy research studies.
2 He is author or co-author of more than 40 publications in refereed scientific journals, has taught geodesy for more than 20 years in several engineer schools (ENSTA, ENSG, Ecole Navale ) or university (Paris-6) and training courses (GRGS Summer Schools, Brasilian Summer Schools, EuroSAE, CNES ), has supervised around 12 PhD students, many training courses and post-docs He has organized various meetings and colloquia (G2, CNFGG...) in the fields of geodesy/geophysics. Presently he manages efficiently the CNES Team of Space Geodesy and the GRGS at national level. He is involved in the French politics of geodesy as well through his mandate of President of the Geodesy Section of CNFGG (representative of IUGG). Diplomas Civil Engineer (Ecole Spéciale des Travaux Publics, Paris) Master of Astronomy, Celestial Mecanics and Geodesy (Pierre et Marie Curie University, Paris) Master of Oceanography (Pierre et Marie Curie University, Paris) University Doctor in Astronomy (Pierre et Marie Curie University, Paris) Research Habilitation in Space Geodesy (Pierre et Marie Curie University, Paris) Positions Assistant in space geodesy in the Technical University Munich Research scientist in celestial mechanics in the Sao Paulo Observatory Research scientist on POPSAT satellite project (Precise Orbit Positioning) from European Space Agency (ESA) in the Deutsches Geodätisches ForschungsInstitut (DGFI), Munich Holder of an ESA fellowship dedicated to the LASSO experiment (clock synchronization by satellite) Centre d'etudes et de Recherches en Geodynamique et Astronomie (CERGA), Grasse Scientific Engineer in the French Space Agency (CNES), Toulouse Seconded to NASA/Goddard Space Flight Center (GSFC) in the framework of the CNES/NASA cooperation on the TOPEX/Poseidon altimetric project Chief of the CNES Department "Terrestrial and Planetary Geodesy" Seconded to GFZ in the framework of the programs on the CHAMP (DLR) and GRACE (NAS/DLR) gravity projects CNES Manager and Senior Expert, Chief of the Team of Space Geodesy Acting Director of the Bureau Gravimétrique International (BGI) President of the CNFGG Section of Geodesy (Comité National Français de Géodésie et Géophysique) Executive Director of GRGS (Groupe de Recherche de Géodésie Spatiale)
