10 Consequently, Lagos State embarked on various development programmes such as tourism promotion, industrial development, boundary resolution (inter and intra state), property valuation and revaluation for effective taxation and revenue collection, population and housing census operation,
11 planning of urban and rural settlements and transportation, flood and erosion control, mineral development including bitumen and petroleum and agricultural, and communication planning to support the megacity status.
12 Beautification of Lagos Lagos State Government embarked on various beautification and landscaping projects across the state. The projects include the loops and medians along highways, setbacks and development of recreational parks in some identified locations within the metropolis.

14 Lagos Safe City Project Currently, about 18 million people of Lagos State are being protected and policed by 33,000 police men and women. Under the Lagos Safe City Project, 10,000 solar-powered closed circuit cameras were introduced and installed all over the metropolis.
15 2.0 LAGOS STATE LAGIS POLICY
16 The need to acquire up-to-date base maps for the various Mega City Projects was identified as a missing link for the mega city development programmes. Therefore the State Government decided to carry out a comprehensive digital Mapping of the whole state, which will result in the creation of a GIS Database for the state.
17 The increasing awareness for the use of Geoinformation for decision making has culminated in the establishment of the Lagos State. Lagos State Digital Mapping and GIS Project by the Executive Governor of
18 As part of the plans and programmes for the implementation of Lagos State Digital Mapping and GIS Project the Lagos State Geoinformation Infrastructure Policy (LAGIS) emerge. The LAGIS policy places emphasis on harmonising standards for geo data capture and exchange, the co-odination of data collection and maintenance activities.
19 The Purpose of the Policy To produce a State Geoinformation Policy which will address the collective interest of the Geoinformation Community in the state and achieve the following objectives without being in conflict with the National Geoinformation Policy:
20 Establish a vision, mission, goals and standards for Geoinformation in the State Provide strategies for achieving (i) above and for promoting awareness for Geospatial Data Production and access, applications of Geoinformation for development, Data integrity and security, Human Capacity Building, commercial and Legal Aspect of Geospatial Data the State
21 Provide guidelines for the establishment and arrangement of Lagos State Geospatial Data Infrastructure (LSGDI). The components of the policy are: (i) Lagos State Geographical Information Systems (LAGIS), (ii) Lagos State Enterprise GIS and, (iii) Lagos State spatial Solutions Infrastructure (LASSI)

42 PICTURE GALLERY The Digital Mapping/GIS Project for Lagos State produced the following:
43 Lidar Technology and other state of the art digital mapping infrastructure were used. The flying had been successfully completed with the production of orthophotos. to support data management, analysis, procured. Hardware, Software and Perpherials to work with GIS Software, Data Processing visualization and dissemination had been
44 Several terabytes of Statewide data, including streets, transportation layers, raster imagery, topographic maps, place-names, administrative boundries, and elevation data have been collected. The loading of data has commenced in a centralized form at the Ministry of Ministries, Departments and Agencies with more than 2500 PCs Large Area Science and Technology which connect Network with Internet Connectivity.

53 Potential impact of LAGIS Policy in Lagos State The LAGIS Policy enables the holder of land title to enjoy the following: Recognition by law as the legitimate owner of the property Ability to obtain bank loans to transact business using the land title as collateral for mortgage facilities Ability to legally sell and dispose of the property seamlessly.
54 Ability to pass on the property to loved ones in a will Ability to obtain compensation from the Government in the event that the land is ever revoked or acquired for public purpose. Ability to obtain building plan approval Peace of mind (no more harassment from the so called Omo Oniles and land grabbers speculating land through illegal multiple sales).
55 Therefore, the impacts of the LAGIS policy include and not limited to the following: The policy has successful ensure that all properties that fell within uncommitted Government acquisition are now properly documented and granted legal title (where applicable) and thereby give economic value to hitherto dead assets.
56 The LAGIS policy affords those that inadvertently purchased Government acquired land the opportunity to regularize their title and thereby obtain a Certificate of Occupancy, (a situation that was hitherto not possible and of which does not exist other States of the Federation).
57 The policy has simplified and accelerated the process of regularization of land titles (by the grant of a Certificate of Occupancy) in circumstance where uncommitted Government land had been encroached upon. approvals for building plan (in conjunction with the Ministry of Physical Planning and Urban Development) for properties falling within uncommitted The policy has also facilitated the grant of Government acquisition.

65 Lagos has no doubt become a model for change in Nigeria. The city is transforming, attracting to itself much domestic/international goodwill and exciting opportunities. As Lagos is growing this way,effort should be made to stem the tide of Centre of Excellence for generations yet growth in this direction so that our megacity will actually live up to its being a unborn.
