. COUNTY SPATIAL DATA INFRASTRUCTURE PRESENTATION: BY: GEOFREY CHERUIYOT NAIROBI CITY COUNTY
FRAMEWORK FOR AN INTEGRATED SPATIAL DATA INFRASTRUCTURE
County GIS GIS : A computer based information system that enables geospatial data input, management and analysis plus information output and dissemination. Components: Hardware, Software, Data, Organizational procedures and People. Applications are unlimited: e.g. soil suitability, epidemiology, cadastre, waste disposal, customer mapping, route location,infrastructure
County Integrated Spatial Data Management A customized SDI for data sharing, production and dissemination. High resolution data standards SDI is complimentary to KNSDI Transformation driver: Investor friendly Technology Strategy LIDAR technology
County Concept of Integrated GIS. GIS 1 Parastals KRA,KFS,KWS, NEMA GIS 6 Counties GIS 2 PPPs GIS 4 Utility companies Telcom,KPC, CCK GIS 3 Repository NCC GIS 2 Governmnt Departmen ts GATEWAY GIS 5 Other Stakeholders USERS
Key Success Factors for Integrated GIS 1. Awareness of use of Geographic Information (GI) and SDIs; 2. Cooperation between the various stakeholders; 3. Involvement of the political leadership; 4. Knowledge about the type, location, quality and ownership of datasets; 5. Accessibility of datasets; 6. Successful widespread use of the datasets.
Data mining and sharing. Build data once and use it many times for many applications Integrate distributed providers of data: Cooperative governance lace-based management Share costs of data creation and maintenance Support sustainable economic, social, and environmental development Hence need for pooling of resources to undertake joint spatial data mining and 3-D LIDAR technology is appropriate to getting data to be used by various stake holders.
INTEGRATED GIS FOR COUNTY SECTORS County Sectors can apply GIS technology in their daily decision making for efficient and focused mobilization of the available resources. Slides below demonstrate application areas of GIS in various sectors.
County Integrated Spatial Data Management cont... GIS is a tool used for geospatial data management and analysis to inform decision making. Our County GIS is anchored on the Cadastre and uses the land reference number as a unique identifier to link it up and integrate it with services from other sectors in the county Mapping of county resources for efficient and effective decision making. The tool has been used in Revenue enhancement, as demonstrated in the next slide;

1) Public Works, Roads & Transport Integrated GIS is used to map all existing infrastructure such as Roads, Drainages, Sewer, Water, Way leaves, monitoring of road construction, mapping of pot holes, repairs etc. Attribute data concerning the status of the same can be spatially analyzed for monitoring and evaluation,. May 17, 2016 NCC INITIATIVES 22
2) Lands, Housing and Urban Planning The sector has integrated master plan Data into the GIS system. The sector has integrated GIS into departmental workflows and business process, to support effective and efficient decision making. Survey of county properties is anchored in the GIS database to enhance Land Information Management. GIS based Valuation roll is under way and is fully based on GIS. Expansion of rateable database using GIS ongoing GIS data and Technologies is available for various levels in the County.
3) Water, Energy, Forestry, Environment & Natural Resources Integrated GIS is used to map solid waste sites, water, sewer and reticulation infrastructure, energy, forest cover, quarrying sites, environmental degradation, riparian reserves, way leaves etc. Attribute data for the same can be analyzed spatially to generate important management information such as the ideal sites for new solid waste sites, encroachment on riparian reserves, location of existing infrastructure etc. May 17, 2016 NCC INITIATIVES 24
4) Finance and Economic Planning:- Revenue Analysis using GIS Tools Integrated GIS is used to map business permits, rates payments, Markets, Parking lots, rent payments, and any other source of revenue to the county. GIS analyses trends of revenue collection, areas to focus resources for mobilization among others. May 17, 2016 NCC INITIATIVES 25
5) Trade & Industrialization Development, Tourism & Wildlife Integrated GIS can be used to map small, medium and macro enterprises, markets, tourism attraction sites, co-operative societies, and other economic and financial institutions. Attribute data for the same can be analyzed spatially to inform management decisions such as ideal sites for new markets, new tourist attraction sites etc May 17, 2016 NCC INITIATIVES 26
6) Agriculture, Livestock Development & Fisheries Integrated GIS is used to map animal and plants disease prevalence, livestock sale yards, slaughter houses, horticultural farms, animal control welfare and veterinary services, Agricultural activities etc. Attribute data for the same can be spatially analyzed to assist in management decisions such as ideal sites for fish and horticultural farming etc. May 17, 2016 NCC INITIATIVES 27
7) Safety, Security & Emergency: Integrated GIS can be used to map crime hotspot areas and patterns, security installations, emergency centres. Analysis of crime and disaster management /response data can yield important information such as determination of optimal routes of disaster response, deployment of security patterns etc May 17, 2016 NCC INITIATIVES 28
7) Health Integrated GIS can be used to map all health facilities, disease outbreaks, Disease prevalence mapping among other interventions. Attribute data concerning the same can be analyzed to give important information for decision making such the determination of optimal locations of new health facilities, prevalence of communicable disease etc. May 17, 2016 NCC INITIATIVES 29
8) Education, Youth Affairs, Culture, Children & Social Services Integrated GIS can be used to map school distribution viz a viz the population, school attendance patterns, casinos, racing trucks, cinema theatres, libraries, museums, sports facilities, county parks, open spaces, cultural sites and recreational facilitates. Information concerning the same can form attribute data that can be spatially analyzed to generate important information for decision making such as identification of optimal sites for locating schools, sports facilities, museums etc May 17, 2016 NCC INITIATIVES 30
