GEOSUR PROGRAM Geospatial Information for the South American Integration Eric van Praag, Jesús Suniaga Andean Development Corporation (Corporación Andina de Fomento CAF, in Spanish)
Information Needs of the IIRSA PREMISE: The integrated regional information, developed under common standards, at different resolutions and with homogeneous quality, makes the decision-making process easier. The spatial information in South America has certain failures: There are some blanks in the information. It is not always possible to integrate the information in the borders. There few regional standards. It is difficult to localize and have access to the information Duplicity of efforts in data generation is common....
Use of the Technology in other regions IABIN: Development of a geospatial network for Mesoamerica and the Caribbean ( ) SNIT: National System of Territorial Information of Chile (Sistema Nacional de Información Territorial de Chile) ICDE: Colombian Spatial Data Infrastructure (Infraestructura Colombiana de Datos Espaciales) GeoNetwork: Network of spatial data of the UNO GOS: Geospatial One Stop (USA) Global Map of the Americas: National maps, scale: 1:1,000,000 CONDOR: Interactive SIG developed by the CAF and CI for the Andean region...and similar initiatives in Europe, Asia, even in Africa
IABIN Mesoamerica Geospatial Network Active in Central America and the Caribbean. More than 20 participant institutions and more than 18 geoservers operating. Operative geointegrator in Panamá. ANAM Panamá with protected areas MARN El Salvador with vegetation map
Program Definition Phase Year: 2006 Preparation of the implementation plan for GeoSUR (CAF, IPGH, USGS, IABIN, IGAC, IGM Chile) Visits for the presentation of the Program to Colombia, Ecuador and Perú (August 2006) Coordination meeting in Caracas (January 2007) Two video-conferences to discuss the Program (November 2006 and January 2007) Evaluation of the type of cooperation to be established with USGS, IABIN and IPGH Development of GeoSUR prototypes
Objective of the GeoSUR Program To provide decision-makers with base digital national and multinational maps that make the planning of the physical infrastructure and regional development easier.
GeoSUR Program Profile Geographical Area: The 12 countries in South America and Panamá Implementation Period: (Phase I) Coordinating Organizations: Andean Development Corporation (Corporación Andina de Fomento CAF, in Spanish) Pan-American Institute of Geography and History (Instituto Panamericano de Geografía e Historia IPGH, in Spanish) Inter-American Biodiversity Information Network (Red Interamericana de Información sobre Biodiversidad IABIN, in Spanish) Organizations that provide technical support: US Geological Service EROS Center Military Geographic institute of Chile Agustín Codazzi Geographic Institute of Colombia Participating Organizations: National Geographic Institutes Ministries of the Environment

Philosophy of the Project The network is decentralized, each producer is in charge of keeping his/her own catalogue and map services. Methodology tested in initiatives of Colombia, USA, Europe and Chile, among other countries. In this first stage, official and national information generators participate. Work is carried out with IDE structures from each country. Work is carried out with free SW as well as with commercial SW. Technology is not a barrier to participate. Emphasis on standards and protocols, not in specific programs.
Achievements of the Program (Summary) Agreements: : With the IPGH, IABIN, USGS and IGAC. Implementation plans: With 13 participating institutions IIRSA maps: Seven digital maps with information on IIRSA projects (today, maps of infrastructure projects of the CAF are generated). Training: 1) A workshop on geoservices (USA, 2007), 2) Two workshops on geocataloguing (Bogotá, 2008) and 3) A workshop on digital elevation models (USA, 2009). More than 100 trained specialists. Regional Map Service: First operative version. The second version will be completed in November of Technical Support: To ten institutions in the region. Geosite: The first version was completed in August of Elevation-derived maps and related geoservices: Planned for October of 2009.
