3 Small and Medium Entreprises We can build a list of vessels with a deep sea fishing authorisation, but data on vessels does not include the company they belongs to. Name of owners available, but not company. A single owner may run several companies, a single company may run vessels with different owners. Data of fishing companies and data of vessels with a deep sea fishing authorisation cannot be crossed. No specific definition of "fishing" SMEs Approx, 80% of all EU vessels are considered small-scale (CFP EMFF Reform proposal). They represent 26% of the value of landings and around 50% of total jobs in the sector,

20 Findings from GIS Geographical Information System Quantification of fleets involved and targeted activity : Fishing trips Catch of DSS >10% (targeting threshold) isreported in 33% of T + N fishing trips This is 1/3 of fishing trips during which any DSS catch is reported, not the total fishing trips of the fleet To estimate % of targeted DSS fishing over the total activity of the fleet: Spanish case study (total fishing trips estimate available) The Spanish case yields a share of "targeted" fishing trips for 2011 = 2,8% of the total annual fishing activity (Report, table 4, p. 32)

21 Options for fishermen: switching to longlines? Worth considering. Estimated avge. cost for a 35-40m trawler to reconvert into longliner: to Not comparable to cost of custom-built longliner. Fuel saving studies indicate large trawler use almost x2 fuel per kilo of fish delivered to consumer compared to longliner in similar segment. Rate volume of catches to value in longliners much higher than trawls (see section on DSS share earlier) Option to use mid-water trawls in some key fisheries (eg RNG) also open, as is to reduce DSS catches to by-catch levels,

22 Economic and social aspects: GIS + DCF What is the economic and social weight of DSS in EU Atlantic ports? Methods: Each vessel in GIS reports home port. Employment and GVA is measured in port surrounding areas Jobs on-board vessels are estimated per vessel type in three length classes (<12, 12-24, >24) from DCF GVA for fisheries is calculated as labour productivity * estimated employment Caveats (see p. 34 report): Not all ports considered (some are not geo-coded, geo-coding was considered acceptable in 1,756 cases = 86%). No available data for individual vessel employment. These fleets catch (on average) at least 90% species other than DSS. Jobs and GVA are not only relying on DSS catches Estimates of rates for on-board to quayside jobs go from 1:2 to 1:4 depending on regions

VMEs coexist in close vicinity with current trawling areas; move-on rule does not work well (may actually be counterproductive)

37 The consultation process 18 months of dialogue: Dec 2010 Jul Member States and 5 RACs consulted. Written feedback received from 6 MS and 2 RACs COM has interacted with individual groups as well during the period (eg Industry-only and NGO-only exchanges) Final 5 options analysed in Impact Assessment are the results of the whole process Dialogue continues to assist co-decision.
