3 Who we are Ecotrust is a non-profit think tank and community development organization; Working to build Salmon Nation where economy, ecology, and equity are in balance; Sector programs in Fisheries, Food & Farm, First Nations, Forestry; In-house GIS department and research; Banking affiliate: Shorebank Enterprise, ~$15 M in working capital loans; Collaborate with federal and state agencies, universities, industry, tribes & NGOs.

4 What we are doing here Provide socioeconomic expertise for MPA working group of the MBNMS; Project on coastwide groundfish fishery received NOAA funding for GIS tool development ( FMSA contracts with us to provide socioeconomic baseline information and fisheries profiles in CB/GFNMS; MBSF contracts with us to extend this analysis to MBNMS waters.

7 Data Compilation and Analysis Compile fisheries data from CDFG, NMFS, PSMFC, others; Assess and summarize data quality; Compile available habitat information; Build geographic information system (GIS); Conduct spatial analysis: Size and distribution of fishing effort by gear, ports, and species; Historical and present commercial and recreational landings; Trends and changes in CPUE, revenues, etc. in response to management measures; Others?

8 Socioeconomic framework plan Review existing socioeconomic tools created for MPA design; Staged framework plan (with input from MPA working group): Identify types of information needed; Review existing studies and new analysis needed; Identify relative priorities and cost estimates, funding opportunities; Describe how this information helps assess socioeconomic impacts; Design sketch for interactive impacts assessment tool.

9 Deliverables Fisheries information database; Suite of GIS maps depicting information agreed to by MBNMS and descriptive analysis; Framework plan for development of future socioeconomic information/model; Presentations to and interactions with the MBNMS Special MPA workgroup on project tasks.

11 Data compilation and analysis CDFG data are main source of information for profiling the historic and current fisheries in sanctuary waters; First step: understand the data and what they can tell us Describe and assess each CDFG data set thematically, temporally, and spatially; Second step: devise a data quality measure or matrix to characterize reliability of each data set and subsequent analysis; Third step: analyze the data.

12 First step: understanding the data There are three distinct data categories: A. Data reported by fishermen (logbooks); B. Data recorded by fish buyers (landing receipts); C. Fishery independent data, e.g., observers and surveys.

13 A. Logbooks Based on CB/GFNMS fishing working group recommendations, we requested and compiled the following CDFG logbooks: 1. Groundfish trawl log system; 2. Shrimp & prawn trawl log system; 3. Shrimp & prawn trap log system; 4. Live bait log; 5. Squid log system; 6. Northern & Southern sea urchin logbook; 7. Commercial Passenger Fishing Vessel (CFPV) logs. Question: are there any others we should get?

Logbooks - continued Have data from ~1980 to 2003; Each logbook has unique thematic resolution, and various challenges around temporal and spatial resolution; Examples: Squid logs are very detailed (including SST, direction, and wattage used); live bait catch is measured in scoops ; Data sets are dynamic: changes over time, e.g., to the block system for reporting; Next: map out for each fishery and discuss solutions to data quality and resolution issues.

Landing receipts Filled out by fish buyers/processors; For some important species (salmon, crab, tuna, others?) these are the only data available for characterizing the fishery; Challenges Size of the data set: approximately 220,000 records per year (all fisheries); Many changes in CDFG blocks, gear codes, species codes over time; Example: Lot of crab caught in 1038, but makes no sense.

Fishery Independent Data Both logbooks and landing receipts are fishery-dependent data sets; May be possible to resolve some of the issues with thematic, temporal and spatial resolution by triangulating with fisheryindependent data sets; Most important ones: West Coast Groundfish Observer Program; CDFG sportfishing sampling & observers; NMFS trawl surveys.

18 Status of port profiles and habitat information Port profiles: Update existing database on port infrastructure and businesses; Port visits (SF, Bodega, Half Moon Bay); Literature review. Habitat information: Inventory of habitat information for sanctuaries (MLML, SIMoN); Request for actual habitat classification maps pending with NMFS NWR.
