2 Flood has come the forefront of our thinking recently Victorian & Queensland Flood Inquiries highlight importance of information/flood intelligence put simply, flood intelligence is about being ahead of the game Victorian Floods Review 2011 Information is important for all stages: planning, preparedness, response, recovery DEWNR has the flood hazard leader role in South Australia Flood is a risk in South Australia
3 We had an opportunity to collaborate Flood Control 2015 was looking for an international case study South Australia was looking to understand more closely what is involved in flood intelligence Proof of Concept Flood Intelligence System Patawalonga Catchment Port River Catchment
4 And gain some understanding of our context High risk, urban, flash-flood prone Port Adelaide Catchment Urban flash flood catchment West Lakes Port Adelaide sinking Coastal effects Several small catchments Patawalonga Catchment Urban flash flood catchment 2-3hrs between rain and flood No formal warnings (severe weather) 5,000-7,000 properties affected 7 hospitals, 8 aged care facilities Adelaide Airport Patawalonga Lake System Sturt River, Brown Hill/Keswick Creeks, Airport Drain
5 Flood intelligence is complex Data from various sources (incl. 3 tiers of Govt) Different agencies and roles (pprr) What s about happen (forecasts, warnings and radar) Where the water will go (Flood modelling) What s at risk (e.g. community, assets) Lead times extremely short
6 We developed a proof of concept using DELFT-FEWS Real time data ingest (BoM data) Map display (layers) Plots
7 There are a number of capabilities involved Open Street Map 1 in 100 yr flood extent
8 ...ranging from ability to see what is on the horizon National radar/forecast data longer lead time but large pixel size (Poor Man s Ensemble) Ability to see (in this case 12hr) cumulative radar image
9 To having visibility of current information in context Ability to plot gauges with thresholds applied
10 And the ability to see behaviours Ability to see relationship between measured precipitation and water level (behaviour)
11 With some modelling of possible scenarios Ability to create moving accumulations
12 As well as ability to see different scales Ability to see data at different scales point, sub-catchment, catchment
13 The collaboration has had its challenges PoC has had its challenges but has repaid more than its investment in kind already good approach to complex problems Poc is only very basic in information, functionality etc. and does not reflect the true potential of the tool Visual straw man is ideal for bringing stakeholders together to understand needs Reliance on information and monitoring, availability and coverage Reliance on good modelling Understanding of thresholds
14 But also great opportunities to learn about complex problems Requires interpretation for decision support Different stakeholders have different information needs (DEWNR, SES, SAPOL) Information vs. intelligence Different uses of information/capability fire, all hazards approach? ICT capability and implications redundancy, resilience International approach has both significant value and challenges (staff and mog changes, time difference, holidays, lead times for information etc etc.)
