1 REQUEST FOR QUALIFICATIONS ENGINEERING SERVICES The City of Mobile is soliciting statements of interest from qualified firms and individuals interested in providing professional engineering and land surveying services. The Project, Stormwater GIS/GPS Mapping, will consist of updating and enhancing the City s existing GIS stormwater network database with a GPS field inventory of stormwater catch basins / inlets and manholes and their connected pipes. The digital mapping update will allow city engineers to efficiently manage, design, and model a complex system of waterways and pipes. Attachment A contains a detailed description of the scope of work to be performed. Firms interested in performing the work will be considered based on a written response to the Request for Qualifications. All applicants must submit their qualifications and list any prior experience with projects similar in nature and scope to the above services being requested. A copy of the Certificate of Authorization in compliance with the Code of Alabama , as required by the State of Alabama Board of Licensure for Professional Engineers and Land Surveyors, shall be submitted. Please include the following information in your Qualifications submission: 1. A cover letter that includes: Corporate information including name, address, corporate form, ownership, and relationship to other corporate identities such as subsidiaries and dbas. Why you are interested in performing this work. Key corporate officers. Corporate locations, indicating the location(s) that will primarily support this project. Corporate professional licenses, designations, and certifications. Please include evidence. Key point of contact regarding your submission. 2. A summary of projects that show the qualifications and experience of your firm in performing projects similar in scope and substance to this project. Please indicate for each project: Customer, location, and time period. Scope of work accomplished. Whether local knowledge of the survey network and/or stormwater system within the City of Mobile was required. Funding source for project. Please indicate if federal grant compliance was relevant to your work. Unique technical challenges and how your firm met them. Subcontractors you used, if any. Customer reference for each project. 1

3 The firm that is selected will be notified and a contract negotiated. The contract will be for a period coinciding with the required project submittal deadlines established by the City of Mobile. Additional services related to this or other projects of a similar nature may be contracted under this solicitation at the option of the City of Mobile. The City of Mobile reserves the right to reject any or all submittals and waive any irregularities or informalities in the selection process. Three (3) original copies of the Qualifications must be sealed and properly labeled as STORMWATER GIS/GPS MAPPING and are to be submitted to Scott Kearney, IT Deputy Director - GIS, City of Mobile, 205 Government Street, Room 452 South, Mobile, Alabama on or before 3 pm on Friday, October 19 th, All submittals received by the deadline will be evaluated, and a selection will be made by the City of Mobile GIS Department. 3
4 ATTACHMENT A SCOPE OF WORK Stormwater GIS/GPS Mapping 1. INTRODUCTION Since 2009, the City of Mobile has developed a comprehensive Geographic Information System (GIS) stormwater network database using design and as-built drawings where available, 0.5-foot ground resolution color orthophotography, and sub-meter GPS field surveys. Though useful in determining location of inlets, manholes, and underground pipe connectivity, the information lacks survey grade measurements such as inverts of pipes and catch basins and pipe dimensions, except where noted on as-built drawings which may not be reliable. The current information helps City engineers and planners to delineate drainage areas of outfalls but does not allow them to calculate the capacity of the system or model future loads. The information is limited in its use by project developers for site designs. This scope of work covers the update and enhancement of the City s existing GIS stormwater network database with a GPS field inventory of stormwater catch basins / inlets and manholes and their connected pipes. The digital mapping update will allow city engineers to efficiently manage, design, and model a complex system of waterways and pipes. 2. PROJECT AREAS Figure 1 Figure 1 delineates two City of Mobile MS4 related clean zones that will comprise the two project areas. All inlets in these two areas have been cleaned, if warranted, and inspected by the City s Public Works Department in the last two years. Area I (Figure 2) consists of 2,289 inlets, manholes, and cleanouts and was cleaned in Area II (Figure 3) has 2,214 inlets, manholes, and cleanouts and was cleaned in With both areas having been serviced recently, the field surveying should not be hindered by collected debris

FIELD DATA COLLECTION The field inventory will include rim elevation, depth, invert elevation(s), material, pipe diameter(s) and condition with an approximate horizontal accuracy of feet and vertical accuracy of feet. A combination of Real Time Kinematic (RTK) GPS surveying and conventional surveying techniques will be used. RTK GPS will be the preferred surveying method, but there will be many areas where the GPS equipment will not be functional due to buildings, trees or other obstructions. In areas where the GPS equipment is not functional, conventional surveying techniques from known horizontal/vertical positions will be used. The RTK GPS and the conventional surveying techniques will be performed with industry standard equipment and procedures under the direction of a licensed surveyor. Horizontal coordinates will be based on the Alabama State Plane Coordinate System (West Zone), referenced to NAD , and expressed in U.S. Survey feet. All vertical control will be referenced to NAVD88 Geoid12A Attribution The full list of attributes that are expected to be measured and collected are referenced in Attachment B. If the feature is inaccessible or severely damaged or collapsed, the contractor will note that in the Comments field of the feature layer. Existing unique identifier fields are described for each feature layer in Attachment B and must not be modified Obscured Areas There may be locations within the project areas where the GPS signal will be obscured due to overhanging trees, billboards, buildings, bridges, or other large structures. In these cases, the survey team will use the RTK GPS equipment to set accurate positions at nearby locations that are not obscured and will then use conventional surveying techniques with total stations to obtain the accurate horizontal/vertical position of the obscured feature(s) Debris Removal Due to MS4 requirements, the City has inspected or cleaned all inlets in the two project areas; however, if an inlet cannot be surveyed due to the presence of debris or sediment, the contractor will be responsible for the removal of such material in the inlet only and not the connected pipes. The debris removal should only be to a level that allows invert and pipe measurements. The amount of debris removed will be noted and provided to the City by the feature s unique identifier field described in Attachment B for MS4 reporting purposes. It is estimated that 5% of the contractor s cost will go towards debris removal Survey Notes All survey notes created for this project will be provided to the City at the end of the project in an orderly and useable format. 4. GIS PROCESSING Since the City s GIS stormwater network database is being updated daily, a live version of the database will be made available securely to the contractor as a Rest Endpoint web service using ESRI s ArcGIS Server The web mapping service will be published as a secured feature service, and the contractor will be provided security credentials that allow real-time edits in the field to the stormwater GIS map. All final updates and additions to the City s GIS stormwater network database will be made to - 4 -
8 the online feature service and will comply with the GIS database stormwater schema and attribute values. In addition, the same feature service will be made available to the contractor for field editing through the City s online ArcGIS Portal using ESRI s free ArcGIS Collector mobile application. If needed, the City s GIS Department will provide training in the field for ArcGIS Collector Upstream/Downstream Tracing During the digitizing process, all linear features such as gravity main and lateral pipes will be digitized in the downstream direction. This will allow the City of Mobile to easily perform upstream and downstream modeling Quality Assurance/Quality Control The contractor will perform extensive QA/QC processes throughout the survey and GIS mapping phases. These processes will ensure that all required feature attributes are populated with correct field measurements Review and Acceptance Updates to the web mapping feature service will be considered a final delivery upon review and acceptance by the City s GIS Department. All submitted edits not accepted will be documented with pre-defined QA/QC data calls along with the reviewer s comments in the web mapping feature service as a separate feature layer for the contractors review and correction. Revisions will be resubmitted for a repeat of the review process. Once accepted, it will be the responsibility of the City s GIS Department to validate and incorporate the accepted data into the City s GIS stormwater network database ensuring that current network connectivity and topology is maintained, features are not duplicated, and features are accurately repositioned based on the field surveyed coordinates. 5. PROJECT SCHEDULE Applicants will provide a project schedule that reflects a timeline for field surveying an estimated 4,000 stormwater features with RTK GPS. The area containing the first 250 inlets, manholes, and cleanout features surveyed will be used as a pilot area so that the contractor and the City s GIS Department can modify and improve the process and refine the project schedule and budget estimates if needed. All 250 features will be updated on the City s GIS stormwater network database via the secured web mapping feature service for the GIS Department s review and possible acceptance as described in Section

22 OFFICE OF SUPPLIER DIVERSITY CITY OF MOBILE Evidence of Good Faith Efforts Form 2 Form 2 STANDARDS OF GOOD FAITH EFFORTS The Office of Supplier Diversity shall be responsible for determining whether the bidder/proposer has made demonstrated Good Faith Efforts to achieve the DBE goal in either the bid submission commitments, or upon award of a contract. In order to be considered responsive to any solicitation for a City contract, the bidder/proposer must, at a minimum, agree to use its Good Faith Efforts to fully comply with the DBE Program, including all reporting requirements and any specific contract goals for DBE participation. In order for the City to evaluate the Good Faith Efforts made by the bidder/proposer, the following minimum information is to be provided before the contract is approved for award: a) Documented contact with DBEs, associations, or business development organizations which disseminate information to DBEs and locally-owned and controlled firms. b) A copy of letters sent to groups in relevant market sectors notifying them of the bidder's/ proposer intent to submit a proposal to the City of Mobile. c) Description of assistance provided by the bidder to DBEs and locally-owned firms: 1. Review of Request for Proposal or other documents issued by the City. 2.
