EXPERT SEMINAR ON INTEGRATED STATISTICS FOR THE SDGS Geo-portal as a Data Sharing Platform for Early Warning System in the Pacific DECEMBER 2017 BANGKOK, THAILAND Youjin Choe
Natural disasters and data in the Pacific Pacific island countries vulnerable to natural disasters o Adverse impact on SDGs Early warning system (EWS) as a tool for better preparedness o Need multiple layers of data for EWS Challenge: scattered datasets and no formal sharing mechanism Suggested approach: geo-portal
What is geo-portal? Web-based portal for geospatial data o Think of Google, but for maps Source: Maguire and Longley (2004); Fiji NDMO DRM
What does geo-portal do? Data Entry Directory Search tool Data visualization Analysis application Source: : Maguire and Longley (2004); Fiji NDMO DRM
Geo-portal as a data sharing platform Primarily as a geospatial data entry point o Data are compiled over time and available to every user o Metadata and keywords Naturally serving as a platform for sharing geospatial AND statistical data
Components to consider Data sharing/management coordination Supporting policy/legislation National disaster management office Human resources Financial resources Baseline data Utility and infrastructure data Web server National data producing agencies/depar tments Disaster specific data Thematic data on terrain and natural resources Near-real time satellite and thematic maps Map server Map viewer Geo-database PC Internet connectivity Servers Source: Rajabifard (2008)
Example: Tonga Situation analysis and needs assessment
Example: Tonga Work Plan
Towards spatial data integration? Consider what is done in data sharing for easier data integration o What kind of data are you sharing? o Who want to share what data? o For which purpose do you want to share? o How long do you want to share? o What are rules for sharing data?
Implication 1: Conducting multi-stakeholder consultation Data come from everywhere o BOTH spatial and socio-economic data are needed o Necessary data are scattered o One dataset can have multiple meanings Periodic discussions and consultations with clear agenda
Implication 2: Identifying available datasets and resources Data are duplicated and overlapping Many applications to try out By identifying available datasets o Reduce budget waste/leakage from duplicates o Identify available funding for necessary datasets/applications
Implication 3: Identifying who is in charge in which task by when Clear roles and responsibility should be assigned o Which agency/staff is responsible for which data Don t forget the deadlines and indicators o Clear instructions on deliverables and target indicators according to work plan schedule
Implication 4: Implementing short- and long-term plans Based on consultations and identified resources It takes a village to integrate data o Leading agency for coordination with support from other participating agencies o Dynamic mechanism for data integration o Standardization and quality assurance
Way forward How to integrate spatial data with your data Human activities and responses happen within a space Not only for EWS, but also for other sectors Need for overarching framework o While geo-portal is useful, it can better operate with National Spatial Data Infrastructure (NSDI)
