24 The weather-based index crop-insurance scheme would rely largely on the rainfall report of the Philippine Atmospheric, Geophysical and Astronomical Services Administration. If there is little or excessive rainfall, there would be an effect on crops. 30 Way forward Improved Impact-based Forecasting Approaches through R & D activities Develop user-oriented Impact based forecast through building partnership (High impact weather and Climate extremes) Close engagement and interaction with Stakeholders to further refine current impact warnings and Conduct survey on improving hazard forecast Need to develop a unified format and language describing impacts of a particular hazard (ie.
