7 St. Marys Police Services Board (PSB) Brent Kittmer, Secretary C/o CAO/Clerk Town of St. Marys T: Ext. 216 Subject: Citizens Against Bad Truck Traffic (CABTT) presentation to St. Marys PSB, Wednesday September 21 st 2016 PSB members, good morning; Citizens Against Bad Truck Traffic (CABTT) is a non-aligned local special interest group that has the support of a majority of citizens to find a solution to the problem of Bad Truck Traffic (BTT). CABTT can consult, educate and create dialogue. CABTT cannot control or regulate BTT. CABTT needs the co-operation of the St. Marys PSB as a partnership to reduce BTT which includes OPP services of compliance and enforcement. CABTT underlines its support for more traffic in downtown St. Marys but the right kind of traffic; people parking and people walking. CABTT only asks for co-operation and compliance to bylaws in our community. CABTT #1 concern is external to external large transport trucks and trains that use St. Marys as a short-cut avoiding Hwy 7. Most of these vehicles speed through Town. CABTT #2 concern is the School Safety Zone on James Street. With little regard by BTT for compliance, this Safety Zone is a liability quagmire with 2 schools, fire department, Community Centre, Senior s centre and skate board park within 2 blocks. This area needs immediate attention. A list of question specific to the PSB in regards to our concerns; 1. How many CMV stops have been initiated by OPP in St. Marys in the past year ending July 2016 from July 2015? 2. How many CVSA inspections have been made in St. Marys during this same period? 3. What charges, if any, were laid and additionally how many POA tickets were issued? 4. How many warnings were given by OPP in St. Marys, and for what offences? 5. What is the breakdown of deficiencies found, if any? Page 5 of 77

8 6. How many OPP officers who work out of the detachment serving St. Marys are CVSA trained? 7. Is there a plan to add walking patrols to Downtown St. Marys? OPP officers could observe as first-hand witnesses, on the ground to the BTT issue. CABTT wishes a partnership with the current police services provider, OPP, to deal with the BTT issue in St. Marys. 9 Citizens Against Bad Truck Traffic (CABTT) CABTT supports lots of traffic especially into Downtown St. Marys, but, the right kind of traffic. CABTT wants lots of people traffic whether walking, looking and/or parking but people feeling comfortable and enjoying the experience of historic Downtown St. Marys. CABTT wishes to eliminate External to External large truck activity. Our Municipal studies show four (4) categories of large truck traffic which include Internal to Internal, External to Internal and reverse, and the worse External to External. The External to External large truck is wearing on infra-structure, public safety in addition to detracting from the attractive ambiance of Downtown St. Marys. This traffic takes from the Municipality but returns nothing. The Municipality was planned through zoning to encourage industry along James Street South accessing the HWY 7 bypass. CABTT wishes to increase pedestrian activity in Downtown St. Marys which is totally limited by the activity of Bad Truck Traffic (BTT). The best examples of BTT are the grain trucks and grain trains that pass through St. Marys east to west or west to east (external/external) representing between 80 and 180 cars-worth of infrastructure wear and tear with each passing. Further, much of the BTT violates speed and load limits, use their Jake brakes, stir the dust while assaulting the ears not to forget blocking the view. CABTT has the support of The Town and industry including Mayor Al and CAO Brent Kittmer in recognizing the problem and coming to terms with BTT. CABTT has the support of industry including Norampac, St. Marys Cement, Shepherd s Gourmet Dairy and Shur- Gain. Unfortunately other locally owned transport providers have taken a negative attitude to their community responsibility. After information gathering and education, CABTT only wants, above all, the co-operation from community stakeholders in resolving BTT. Second, CABTT wants compliance from transports using St. Marys. Co-operation is demonstrated by companies like Norampac and St. Marys Cement. For those you do not co-operate, compliance can only Page 7 of 77

10 be achieved through Municipal regulations as bridge tonne limits, speed limits and photo radar. James Street South at this moment is designated as a School Safety Zone yet BTT roam this zone almost every minute of the day. This Zone that includes the Fire Department, the High School, a Public School, skateboard park and Pyramid Centre Recreation Area. CABTT is very concerned about liability issues in the School Safety Zone at this time. CABTT feels Downtown St. Marys is more viable with increased pedestrian activity both external to internal (tourists and day trippers) and internal to internal (locals). Our historic Victoria, Green and Church Street bridges were not designed for over-sized grain haulers and the Miller Cement truck. There are no walkways on 401 so how do people expect pedestrian traffic to be enhanced by a grain truck train passing by... What can I do? As a citizen of our beautiful town, do you have concerns, questions or input in solving the problem of BTT in St. Marys? The CABTT group welcomes input directly to our committee members, concerns expressed to their elected officials or to visit to our Facebook page and possible add a BTT photo or comment? (FYI: You can right click cut and paste into your address bar) Best take our CABTT hand-out to an employee, a fellow worker, a friend, or home to the kitchen table. Let s discuss the issue.
